Investigation on the Japanese Librarians' Working Hours and Holiday Mechanism ——Reflections Provoked by Visits to Japanese Public Libraries

Abstract:92% of Japanese libraries open to the public between 250 to 349 days per year. In general, the open hours of libraries in Japan range from 6 hours to 11 hours per day. The holiday mechanism is a reflection of whether librarian's rights of working and enjoying holidays and leaves can be guaranteed, and whether the librarian profession renders sufficient humanistic care and meets social morality. It is most common that Japanese librarians are granted 8 days for holiday for every 4 weeks. It is not necessary that public libraries should be open every single day around the year, nor is it necessary for libraries to open to the public 24 hours a day. The library open hours should not be asked to meet that of governmental organizations. The holiday mechanism should be in pace with social development and observe the social morality. The open days and hours should be designed to suit local conditions and characteristics of each library.
