Abstract:Brownfield redevelopment is one of the most important urban sustainable development strategies in the western countries.This paper firstly gives definitions to brownfield,concludes its characteristics,and analyses the causes of brownfields,the environmental,social and economic benefits,and the broad prospects of brownfield redevelopment.Secondly,it makes comparisons and distinctions between brownfield redevelopment and other urban sustainable development strategies such as compact city and smart growth,and urban land reform strategies such as urban renewal and urban land relocation.Brownfield redevelopment has evident predominance on sustainable development and urban land use recycling.Thirdly,tactics,policies and practices of brownfield redevelopment in U.S.,U.K. and other European countries are discussed,and the redevelopment model and mechanism are concluded.Governments and agencies in the US played very positive roles in making brownfield revival,and public and private sectors cooperation was also essential.British government policy strongly emphasizes the reuse of brownfield sites as part of its sustainable development agenda.The Europe Commission promulgated policies to deal with soil contaminations,and its member states followed its guidance to redevelop brownfield sites.European governments take an active role in making plans,setting up agencies to deal with derelict properties and finance reuse projects.Finally,some inspirations to the urban land use strategies in China are made according to the above discussions,mainly the advantages of brownfield redevelopment in China and some issues that should be handled.It holds that the principle of 'governments regulating and controling,while enterprises operating through the market' should be followed to realize land recycling and further strategic aims of sustainable development and recycling economics.

Abstract:Since the appearance in 1970s,the culture-led urban regeneration mode has significantly impacted on different cities all over the world.This strategy turns out to be effective,but with certain imperceptible potential crisis.This paper mainly focuses on the culture-led strategy in ″Canal Paradise″ of Hangzhou.Based on the analysis of its internal mechanism and specific form(producer-oriented and consumer-oriented mode),this paper presents in-depth analysis of the effectiveness of culture-led regeneration strategy,to show rational thinking about the practice of urban regeneration in China.

Brownfield Redevelopment Toward Sustainable Urban Land Use in China

Abstract:Brownfield redevelopment is a new urban land use strategy to pursue the ideal of sustainable development. It relieves environmental pressure and resolves the glaring contradiction between urban land idleness and urban sprawl. It addresses issues of urban land use and farmland protection in China. This paper compares brownfield with greenfield, and defines brownfield and its redevelopment. It elaborates general and special government policies for this sustainable land use strategy in the context of China. General policies contain two aspects: clarifying brownfield redevelopment's priority in Chinese urban planning and land use and setting a general quantitative redevelopment target. The extent of the government's special policies, which aim at coordinating three factors in the redevelopment process, namely governments, developers and users, are divided into five areas: statistics and categorization, assessment and remediation, financial supports and tax incentives, environmental and legal liability, and publicity and guidance. The paper concludes the major functions of different levels of Chinese government in the redevelopment process, i.e. making general strategy, formulating legislation, spectifying regulations and technical standards, estimating and categorizing brownfield sites, drawing up brownfield planning, providing information and financial support, guiding developers, publicizing the strategy to the public, and checking reuse results.

Abstract:Abstract In China, the decline of industrial communities suffering from both the aging of physical space and the breakdown of social relations. How to make marginalized and closed industrial communities actively integrate into the development of urban renewal has gradually become an issue of concern. The paper takes the “Jingzhou New Town Industrial Park Urban Design Project” as an opportunity to explore a transformation path suitable for China's national conditions through the study of the history, culture, current problems, and renewal strategies of this heritage-type industrial community. The study finally proposes three renewal strategies for industrial communities, which provide samples with certain reference value for the renewal of old industrial communities.

Abstract:Rapid urbanisation in China has resulted in an increased demand for land in towns and cities. To upgrade and modernise, China has also moved many major industries from urban centres to less populated areas. With the high economic value of urban land, the transformation and utilisation of brownfield areas have become important economically and socially. The Chinese government has recognised the need for strong frameworks to safeguard soil and groundwater quality, with brownfield sites a key category for management. Strong scientific, regulatory and decision-making frameworks are needed and being adopted to ensure practical, careful and wise use of central and localised government resources, to manage the reuse and regeneration of these brownfield sites. This paper reviews the context, policies and management procedures of developing brownfield sites in countries with a history of brownfield management and discusses China's current situation and priorities for brownfield governance and redevelopment. These include (1) clarification of brownfield site soil contamination risk control standards and risk assessment procedures, (2) the responsibilities of different national and local agencies, (3) the establishment of a national expert committee to advise on best practices, policy and process, (4) the use of registered brownfield databases at national, provincial, municipal and county levels, and (5) the set up of soil pollution prevention fund at the provincial level.

Abstract:Cities in the later stages of urbanization often experience shortages in urban space resources. The appropriate use of land stock is important for increasing space resources and achieving spatial optimization. This paper presents an exploration of theoretical and empirical case for clearing urban land stock in response to policies on construction land reduction. First, the root causes of land clearance in highly urbanized areas were identified, alongside the impacts of land clearance on the structure and pattern of urban spaces. Furthermore, the lack of an interest coordination mechanism was identified to be an obstacle to land clearance. Accordingly, construction land clearance was proposed as a new model for reducing construction land. An analytical framework of three components was also constructed for this purpose (theoretical hypotheses, operational mechanism, and implementation path). Construction land clearance refers to the conversion of current construction land into ecological land; this concept is strongly ecosystem-oriented and has distinctive Chinese characteristics. The applicability and effectiveness of this policy framework were evaluated by analyzing the status quo of construction land clearance in Shenzhen. Finally, the differences between the policy targets and policy support of different cities were addressed, along with proposing the construction of a more robust interest-balancing mechanism and maintaining the legitimacy of policy implementation. The proposed model for construction land clearance has implications for the treatment and spatial optimization of urban land stock during the later stages of urbanization and may serve as a reference for promoting sustainable urban development.

Abstract:Along with rapid urbanization, suburban manufacturing development is one of the most prevalent phenomena in contemporary cities around the developing world. However, there are limited quantitative studies on the restructuring of intra-urban manufacturing landscape in the context of developing countries. Based on the theoretical perceptions of neoliberalism and the debate between neoliberal theory and dirigisme theory, this study develops an interpretive framework of industrial land development combining state force and market force under transitional economies. This context-specific framework is used in a case study to investigate the determinants of industrial suburbanization in Hangzhou, China, and thus to disclose the definite roles played by local governments and market forces. The historical analysis indicates that the manufacturing spatial restructure is characterized by a big decline of industrial land in central city, as well as emerging industrial clusters in suburban areas. We also find that both governmental policies and marketization have significantly shaped the restructuring of manufacturing landscape. Proactive planning policies, development zone fevers, and controlled land prices are the most important policies influencing manufacturing locational decision.

Abstract:In the post-industrial era, many cities have experienced the decline of heavy industry and traditional manufacturing, leading to the widespread emergence of brownfields. These often cluster geographically, forming “brownfield clusters” characterized by shared spatial and functional traits. Our research examined these phenomena within 10 resource-exhausted cities in China, employing kernel density analysis to explore the spatial dynamics within and among these clusters and their urban contexts. We identified three distinct spatial relationships between brownfield clusters and their host cities (coupling, juxtaposition, and encircling), with a detailed case study in Huangshi City further classifying the clusters into five categories based on their dominant factors, spatial morphologies, types of brownfields, and internal dynamics. The study reveals that the spatial configurations of brownfield clusters are significantly influenced by geographic features, transportation infrastructure, and policy frameworks. Based on these findings, we propose targeted regeneration strategies for each cluster type. This research not only enhances our understanding of brownfield challenges and opportunities in China’s resource-exhausted cities but also serves as a valuable reference for other cities and regions worldwide facing similar challenges.

Abstract:After over three decades of rapid urbanization and economic boom, China has inevitably entered a phase of economic restructuring of its cities. A process of land re-urbanization has also emerged in the process of inner city regeneration and the consequent reuse of industrialized land in suburb areas. However, as chemical and heavy manufacturing have been the primary industries in most industrialized cities of China, the population has become increasingly subject to the threat of a toxic environment and health risks when suburbanization involves the creation of new residential zones or university towns in old industrial suburbs. In this paper, we investigate a toxic soil event in Changzhou, Jiangsu province and study the re-urbanization of manufacturing suburbs to reveal the extent of the environmental and health risks involved. From this, it is concluded that relevant land use policies, environmental management regulations and improved public health perceptions are needed for ensuring sustainable suburbanization in future in China and other similar newly industrialized counties.

Abstract:Post-industrial sites in Chinese cities are being redeveloped as catalysts for urban regeneration, often tuning into the creative cultures of these cities to provide platforms for creative enterprises to flourish. The success of these projects in driving the development of China’s creative economy, however, has led to many imitative redevelopment projects, creating a blueprint for the format of industrial zones and cultural parks in cities. Many recent urban renewal projects have placed great emphasis on commercial and practical aspects of implementation and creative practice but have failed to respond to the different contexts of each location within the design and planning, and therefore performed poorly in providing opportunities for developing local enterprise or addressing social welfare needs. A recent funded research project has been conducted by an international cross-disciplinary team that is seeking different opportunities for developing relevant creative industries while retaining cultural and industrial heritage. The project focuses on regional culture and, with use of new methodologies, studies its impact on urban regeneration. By working with participants who are both site users and developers, this paper explores the research conducted so far and offers initial findings. Findings include that regenerations should integrate the characteristics of historic industrial sites with the new requirements of the creative industries. The major stakeholders whose impact on urban regenerations have also been identified and the most important factors for successful transformations from heavy to creative industry are discovered to be local geography, history, culture, politics, economy and ethnography.

Abstract:Most of the old industrial areas are experiencing declining due to their backward equipment, technologies and management, leading to entreprise's bankrupcy, job losses and ecosystem degradation. In order to respond such a challenge, the local governments have made various efforts, such as polluting enterprises' relocation and brownfield redevelopment. It is critical to conduct a scientific assessment for such efforts so that appropriate solutions can be found by considering the local realities. Many evaluation methods, such as emergy analysis, material flow accounting and ecological footprint analysis, have been widely applied. Among them, emergy analysis is a useful policy and planning tool due to its unique nature of linking ecosystem service with different types of input–output flows interacting within a study area. The aim of this paper is to evaluate the overall performance of such a brownfield redevelopment site by observing its evolutional changes. Tiexi old industrial area in Shenyang city of northeast China was selected as the case study area. Years of 2000, 2005 and 2010 were chosen since each year represents a unique feature of its evolution, namely, before and after its redevelopment, as well as its ongoing process. The results show that almost all of the emergy flows were imported from the outside, leading to a lower sustainable development level. Before the relocation and redevelopment program, Tiexi was in the decline stage of economy, the inflow was much lower than those of 2005 and 2010. After the implementation of the relocation and redevelopment program, the flourishing of construction businesses and the drastic changes of urban functions induced higher emergy flows during 2000–2005 and then less emerg flows during 2005–2010 due to the phase-out of relocation. Finally, several policy recommendations were proposed, including preventative and regenerative eco-industrial development, industrial structure change, energy saving and energy structure optimization, and the application of economic instruments, etc.
Suburban Residential Development in the Era of Market-Oriented Land Reform: the Case of Hangzhou, China

Abstract:Suburban residential development is one of the most prevailing urban phenomena in Chinese cities, where it occurs in a very different context from the West. However, research has seldom assessed suburban residential development in blocks, especially based on parcel-level land use data and site-specific land leasing data. This paper attempted to address this critical gap through analyzing residential land development of a case city, Hangzhou, in the era of land market reform since 2000. The major spatial determinants of development were identified through Logit models on the scales of timing, density, and intensity. The results indicated that Hangzhou has formed a fragmented and dispersed pattern in the suburbs, characterized by large-scale development and a relatively low floor area ratio. It was found that travel time to the central business district, distance to urban arteries, distance to schools and colleges, distance to the Qiantang River, percentage of industrial land and residential land, and surrounding land transactions impacted suburban residential development. These variables had different impacts on the timing, density, and intensity of suburban residential development. In particular, residential development was encouraged in suburbs despite the lack of adequate public facilities. The results call for policy and planning that can better manage suburban residential development in Hangzhou. (C) 2014 Elsevier Ltd. All rights reserved.

Abstract:China's shift from a socialist to a market economy has resulted in deindustrialization and the emergence of industrial heritage. Despite extensive research on state-led (re)development, limited knowledge exists on the changing role of state work-units (SWUs). Based on the case of Dahua 1935, the research reveals how the top-down production of art districts reshapes traditional work-unit urbanism. It also offers new insights into the gentrification of industrial neighborhoods under the combined forces of the state, SWUs, and private developers. The research finds that the gentrification of industrial neighborhoods cannot be fully captured by either art/artist-led gentrification or state-led gentrification. The changing role of Dahua company from a social provider in pre-reform China to an entrepreneurial and predatory organization in post-reform China has contributed to the remarkable urban transformation. The tension between socialist legacies and capitalist modes of urban (re)development poses a challenge to sustainable industrial heritage-led redevelopment in China.

Abstract:With the transformation of China's economic structure, the reuse and renewal of old industrial bases has become an important issue for urban development. This article takes the old industrial base in Northeast China as an example and explores strategies for spatial reuse from the perspective of landscape revitalization. This article lists cases of industrial base revitalization around the world, exploring how to revitalize the old industrial base in Northeast China. This article aims to analyze the current situation and existing problems of the old industrial base in depth, propose targeted landscape revitalization strategies, and provide new ideas and methods for the renewal and reuse of the old industrial base. After conducting on-site research on residents, the problems that need to be solved in the spatial reuse of the old industrial base have been identified, and solutions have been provided. By leaving as much green space as possible, the overall ecological environment of the park can be restored. It can also activate idle abandoned space and increase the economic and ornamental value of the park. Public art can be introduced, and when designing, the role of mass art should be fully utilized to promote industrial culture and shape local spirit. Finally, by digitizing the protection, display, and utilization of industrial heritage, it is possible to achieve comprehensive and efficient protection and revitalization of industrial heritage in a high-quality and efficient manner.

Abstract:Following the transnational flow of industrial heritage conservation, urban China has adopted a cultural strategy – adaptive reuse of industrial heritage – for the transformation of the inner-city industrial landscape. However, a wide gap exists between the concepts and outcomes of conservation practices in most urban regeneration projects. Taking Shanghai and Chongqing as cases, this study traces the origin, process, and outcomes of industrial heritage reuse ideas. The analysis unravels the rationale for the making of discourse on heritage in local urban policies or projects. The territorialization of an idea of adaptively reusing heritage for urban regeneration merely commenced on a poetic imagination but closed on a real estate dimension, which responds to local institutional contextual constraints. This study relates the relationality – territoriality approach to heritage studies, reveals industrial heritage reuse ideas on the move in China, and argues that the reshaping of industrial heritage reuse ideas entails territoriality and relationality.

Abstract:With societal progress, urban brownfields have become restrictive, and redevelopment studies have become an important part of urban renewal. In this work, we developed a two-step model for urban brownfield redevelopment, while considering the Wangping brownfield as the study area. Site suitability evaluation models for brownfield parks, agricultural picking gardens, and creative industrial centers were developed based on the elevation, slope, and surface runoff, and the evaluation results were categorized into five levels. The redevelopment plan was formulated based on these evaluation results. To study the effect of the plan, a transition matrix of land use was assessed using satellite images and the cellular automata (CA)–Markov model; based on the analysis, we predicted the land use situation of the Wangping brownfield, with respect to natural development, for 2030. A comparison of the redevelopment planning with the forecasted results revealed that the proportions of grassland, construction, and unused land decreased by 25.68, 3.12, and 2.38% and those of plowland and forest land increased by 6.61 and 24.57%. This confirms the advantages of redevelopment planning for restoring plowland and increasing biological carbon sinks. Notably, our two-step urban brownfield redevelopment model can enrich the current research on urban brownfields and guide similar urban renewal projects.
