Abstract:The equivalent coefficient method based on equivalent axle and equivalent coefficient was put forward to define the calculation model and method for charge standard.The charge standard based on this method can constrain the spreading of oversize and overload transport phenomenon and meet the economic benefits of highway investors.First,toll-by-weight schemes of different provinces were compared and reasonable charge mode was chosen through analysis.Subsequently,the equivalent coefficient method was proposed,and the road damage expense model for vehicles of different types and weights was set up using equivalent axle theory,based on which mathematical model of toll by different vehicle types was established.On this basis the charge standard model of toll-by-weight was built,and the basic fee rates,extra coefficients for overload vehicles were obtained.Finally,the veracity and practicability of the model was proved by the successful application in highway toll-by-weight in Henan Province.
