Abstract:The overall goal of this paper was to examine potential positive and negative influences of implementing new land use classification system on future land administration in order to provide effective measures to improve land administration under the framework of the new classification. Methods of documentation analysis were employed. The enforcement of the new land use classification would result in a profound influence on cultivated land quality conservation, cadastral management and land ecology protection. The abolishment of an adjustable land type in the old classification system would avoid the occupation of superior quality land and thus be conducive to the complement of inferior quality land. Still, the combination of irrigated paddy fields and rain fed paddy fields to one category of paddy field creates an opportunity to circumvent quality management objectives in the procedure of occupation and complement. The establishment of vacancy land use type would be helpful for inhibiting the phenomenon of allowing land to be used for construction but not really conduct. Classifying residential land only in terms of city and village types would not only ignore the residential land over urban and rural connecting areas, but also ignore the mixed-use land, thereby causing negative effects on defining the use type for certain city land. The abolishment of unutilized land type may limit blind exploitation for land resources to certain degree. However, the continued absence of ecological land type may be detrimental to ecological conservation. In order to minimize these negative influences, land administration should suit the management environment to a variety of local conditions. This could be realized by the enforcement of new classification through three ways, i.e., subdividing new classification, improving the system of land quality evaluation and setting up ecological hearing institution for land development projects. There are two bases for subdividing new classification. One is the administration objects of local government, and the other is unique industrial structure. Like land use classification, the improvement in land quality evaluation also plays a prominent role in land administration, and it could be a critical supplement measure for land use classification. The ecological hearing system for land development project has the potential to combine macroscopic policy background with micro unique situations in order to balance economical benefits, social interests and ecological interests. It was pointed out that land use classification is just the beginning stage for land administration. The establishment of land use type is determined by needs for land administration which is affected by land use classification as well. In summary, the establishment and improvement of new land use classification should fully account for natural and social factors as well as its feasibility.
