Abstract:Based on the history of the old-type and new-type rural cooperation medical service,this paper discusses the necessity and feasibility of legislation,then focuses on three pivotal obstacles in the lawmaking,and concludes the choice among different viewpoints and branchings.It finally makes suggestions on the legislation plan and the whole system.
