Abstract:Assessing the iron and steel industry's (ISI) impact on climate change and environmental health is vital, particularly in China, where this sector significantly influences air quality and CO2 emissions. There is a lack of comprehensive analyses that consider the environmental and health burdens of manufacturing processes for ISI enterprises. Here, we present an integrated emission inventory that encompasses air pollutants and CO2 emissions from 811 ISI enterprises and five key manufacturing processes in 2020. Our analysis shows that sintering is the primary source of air pollution in the ISI. It contributes 71% of SO2, 73% of NOx, and 54% of PM2.5 emissions. On the other hand, 81% of total CO2 emissions come from blast furnaces. Significantly, the contributions of ISI have resulted in an increase of 3.6 mu g m(-3) in national population-weighted PM2.5 concentration, causing approximately 59,035 premature deaths in 2020. Emissions from Hebei, Jiangsu, Shandong, Shanxi, and Inner Mongolia provinces contributed to 48% of PM2.5-related deaths in China. Moreover, the transportation of air pollutants across provincial borders highlights a concerning trend of environmental health inequality. Based on the research findings, it is crucial for ISI manufacturers to prioritize the removal of outdated production capacities and adopt energy-efficient and advanced techniques, along with ultra-low emission technologies. This is particularly important for those manufacturers with substantial environmental footprints. These transformative actions are essential in mitigating the environmental and health impacts in the affected regions. Abstract:China is now facing huge pressure from both the domestic concern of energy security and the global community’s call for emission reduction commitment. As one of the major energy consumers and greenhouse gas emitters, China’s iron and steel industry has a huge clean development mechanism (CDM) potential. This article both quantitatively and qualitatively analyzes the current status of CDM project activities in the iron and steel industry in China, including characteristics of approved project types, applicable methodologies, and potential technology fields. From the perspective of project implementation, the article summarizes development barriers such as high investment risk, difficulty in project identification, strict requirements on PPDs, long registration waiting time, and etc. Policy suggestions are also put forwarded to help better promote the development of CDM projects in the iron and steel industry.

Abstract:The iron and steel industry is a resource and energy intensive industry; in China, it also produces high pollution and emissions. Therefore, the iron and steel industry in China is inevitably developing a circular economy. This study focuses on private steel enterprises in China, whose annual pig iron output comprised more than half the total national output of 2010. Firstly, this study provides a historical perspective on the circular economy mode inherent in this sector, explains how significant reductions in energy consumption and pollutant emissions have been realized, and offers guidance for future initiatives. Then, the states of various circular economy development pathways for the Wu’an Iron and Steel Group (WISG), a typical private steel enterprise based in North China, are examined as a case study. To assess the circular economy of the WISG, an evaluation system used by this industry to estimate circular economy performance—that is, a system that uses circular economy efficiency composite index (CEECI) values—is introduced. Our results indicate that the CEECI values of the WISG were 0.72 and 0.89 in 2007 and 2010, respectively, which were lower than those of the national large and medium-sized key iron and steel enterprises (NKISE) in China. Although the implementation of a circular economy has greatly enhanced the WISG with respect to reducing pollution, further measures, such as improving the utilization rates of coke oven gas, converter gas, and converter slag, as well as reducing sulfur dioxide emissions, are urgently required. The integration of these measures into the current circumstances is not only possible in the future but is inevitably essential to achieving sustainable development in the steel industry.

Abstract:The green and low-carbon transformation of the iron and steel industry stands as a pivotal cornerstone in the development of China. It is an inevitable trajectory guiding the future of industry. This study examined the energy consumption and carbon emission trends in the iron and steel industry. Variations under different scenarios were analyzed while emphasizing production control, changes in production structure and energy efficiency improvement. The analysis integrated the extreme energy efficiency model. This study proposed methods to enhance energy efficiency in the iron and steel industry. The costs of energy efficiency improvement and production structure changes were assessed using marginal energy saving and abatement cost curves. The findings showed that the carbon emission reduction contribution of crude steel production decline is the highest, while energy efficiency improvement technology offers the smallest, whose contribution, however, is substantial and cannot be overlooked by 2030. Energy efficiency improvement in the Chinese iron and steel industry results in an average unit energy saving and abatement cost of 27.0 yuan. It results in a total abatement cost of 21.02 billion yuan and a potential abatement of 780 Mt. Considering abatement potential, altering production structure offers significantly higher cumulative abatement compared to energy efficiency improvement technology. This is because the per unit abatement cost of production structure change is 702.7 yuan. However, this high cost poses a challenge to widespread adoption. The integration of the iron and steel industry into the carbon trading system necessitates reinforcing market constraints and expediting process adjustments. These steps are crucial to achieving the green and low-carbon transformation of the industry.

Abstract:The development of China's iron and steel industry (ISI) is an important indication of China's industrialization. This paper analyses the industry from the perspectives of historical retrospect, international comparison and sustainable development. We find that China's ISI has made huge progress at the technical level. During the same period of time its over-consumption of resources and impact on the environment has dropped. However, compared with other main developed steel producers, there is still a big gap. Besides, its openness is still much lower than those of other countries.

Abstract:A precise energy conservation and emission reduction (ECER) path in industrial sector contains two aspects: applying effective ECER measures and focusing on processes with significant ECER potential. However, most studies have investigated the ECER effects of an individual measure or only evaluated industrial-level ECER potential. Therefore, the objective of this study is to find a precise ECER path in China's iron and steel industry through quantitative analysis methods. First, this article adopts scenario analysis to simulate situations where different ECER measures are adopted and designs calculation methods to quantitatively evaluate the ECER effects in each scenario in 2020 and 2025. Second, through analysis of the application of ECER measures to certain processes, we calculate the ECER potential of different individual processes in the iron and steel industry. In addition, the conservation supply curve method and the quadrant method are used to measure the level of advanced technology application. The results show that: (1) for four types of ECER measures, the limitation of production output measure is most effective, contributing to 6.98% and 12.50% decreases in total industrial energy consumption and pollutant emissions in 2020 and 2025; moreover, the contribution of the adjustment of scale structure measure is comparatively low. (2) The sintering and ironmaking processes have strong ECER potential in 2020, while the steel making process also has high ECER potential in 2025. (3) 21 technologies are divided into 4 quadrants based on energy, popularity, and economic performance. In addition, we provide some suggestions for future ECER policies. In sum, this article provides an in-depth example of determining a precise ECER path in an important industry.

Abstract:The iron and steel industry is a critical sector for achieving China’s carbon neutrality goal. However, existing studies lack considering the multiple constraints including limited resources, technology diffusion and carbon emissions reduction on design of carbon neutral pathway for iron and steel industry. A broader analysis that can integrate resources-technologies-emissions in to a united framework is necessary. To further explore the feasible paths and challenges faced by the iron and steel industry, this study developed the C3IAM/NET-IS (China’s Climate Change Integrated Assessment Model/National Energy Technology-Iron and Steel) model to select the optimal technology portfolios. By incorporating 11 measures such as technological innovation, structure adjustment of raw material, clean energy, etc., the integrated impact on CO2 emissions, energy consumption, raw materials, and costs is analyzed, while the carbon neutral pathway for the iron and steel industry is further investigated. The results show that CO2 emissions of China’s iron and steel industry would peak at about 1514.14–1530.86 million tonnes before 2023. And there would be more than 72.78 million tonnes of CO2 in 2060, requiring carbon sinks to absorb to achieve carbon neutrality. During 2020–2060, the most effective measure would be the promotion of energy-saving technologies, which would contribute about 22.07% of CO2 emission reduction. Compared to the EAF (Electric Arc Furnace) with 50% scrap, promoting EAF with 100% scrap would result in cumulative total costs savings of about 4361.04 billion CNY while consuming 15.14 billion tonnes of scrap. To coordinate the goals of carbon neutrality and raw material security, it is necessary to support domestic iron ore enterprises through tax relief and to accelerate the large-scale construction of the scrap recycling industry.

Abstract:The iron and steel industry (ISI) is energy-intensive and is responsible for approximately 25% of the global direct greenhouse gas (GHG) emissions from industrial sectors. As the largest steel producer and consumer, China bears the primary responsibility for saving energy and reducing GHG emissions; accordingly, they have developed many strategies for GHG abatement. However, owing to the high investment costs and long equipment service lives, the ISI must carefully weigh the cost and emission reduction potential of these approaches. This review discusses research findings aimed at technological improvements and ultra-low carbon technologies relevant to the ISI, emphasizing their cost-effectiveness and development prospects. Based on the life cycle analysis method, this review establishes a comprehensive analytical framework to integrate the results from different studies to consider more factors in the design of GHG emission reduction strategies. The results indicate that the full application of mainstream technological improvements can reduce CO2 emissions by approximately 43%. Furthermore, combining these strategies with ultra-low carbon technologies can achieve a reduction of 80%-95%. The marginal cost reduction associated with implementing such technological improvements is in the range of -5 to 0.5 USD/kgCO(2). Applying carbon capture, utilization, and storage strategies or hydrogen-based technologies in China's ISI for deep decarbonization scenarios is expected to lead to cost reductions between 12 and 35 billion USD by 2050. We propose that China's ISI requires technological improvements in the short term and should prioritize ultra-low carbon technology development for the long term.

Abstract:The iron and steel industry is a dominant carbon emission source in China. CCUS is an important potential technology for large-scale carbon reduction. However, due to the characteristics of multi-point source emissions of the iron and steel industry, the application is still in its infancy. Here, the research progresses of CCUS technology in the iron and steel industry are systematically reviewed, including the projects and novel materials. The maturity and applicability of various technologies were further analyzed by considering the CO2 emission characteristics of different steel-making processes. Finally, four kinds of integrated schemes of CCUS in the iron and steel industry were proposed, including “synergistic chemical utilization of hydrogen resource and CO2”, “steel slag mineralization and carbon fixation in coordination with solid waste disposal”, “microalgae biological carbon fixation collaborative wastewater treatment”, and “CO2 geological utilization and storage”. The applicability of the proposed integrated schemes were further analyzed based on the regional distribution of iron and steel enterprises in China. The results of this work were aimed at facilitating the application of CCUS in the iron and steel industry in China.

Abstract:The iron and steel industry is the leading industry supporting China's industrial sector. Currently, there is less assessment work on green and low-carbon technologies for the iron and steel industry. This study clarifies the overall strategy of technology assessment by researching the relevant theories and methods of technology assessment. The study further establishes a scientific and reasonable comprehensive assessment index system of green and low-carbon technologies for the iron and steel industry from the aspects of technology index, economy and promotion, and application, including factors such as 11 indexes, the amount of energy saving, carbon dioxide emission reduction, and the resource recovery rate by utilising analytical and comprehensive methods and combining with the characteristics of the technologies. By analysing and comparing the advantages and disadvantages of the commonly used assessment methods, the entropy weighting method, grey correlation analysis method, and TOPSIS (technique for order preference by similarity to an ideal solution) method are combined and optimised to construct a comprehensive assessment model. The Latin hypercube sampling method is also introduced to analyse the technical parameters in combination with the evaluation model. Finally, fourteen iron and steel green and low-carbon technologies were selected for case assessment and uncertainty analysis of technical parameters, and it was found that the comprehensive assessment result of gas combined cycle power generation technology was optimal. After determining the weights of each assessment indicator through the entropy weighting method, it is concluded that the technical performance indicator > economic indicator > promotional indicator. A comparative analysis of the results under the three preference decisions concludes that technical performance is the main obstacle to improving the comprehensive assessment score of the technology, followed by the economics of the technology. Finally, the uncertainty analysis of the technical parameters shows that the fluctuation of the technical parameters not only affects the performance of the technology, but also affects the weights of the indicators and the comprehensive evaluation results of the technology.

Environmental Efficiency Evaluation of China's Iron and Steel Industry: A Process-Level Data Envelopment Analysis.

Abstract:To resolve the increasingly higher energy and environmental pressures, the evaluation of environmental efficiency in China's iron and steel industry is essential for identifying a precise energy conservation and emission reduction path. However, current studies have only focused on the efficiency evaluation in national, regional, or enterprise level, lacking the analysis of different processes. Therefore, the objective of this research is to conduct a process-level data envelopment analysis (DEA) to evaluate the environmental efficiency of China's iron and steel industry. Totally, 54 enterprises are contained, as the input-output structure of 5 processes: sintering, coking, ironmaking, steelmaking, and steel rolling are set specifically in this study. In addition, to compare the effects to the efficiency results of different DEA methods, Banker, Charnes & Cooper (BCC) model, Slack-based Measure (SBM) model, and Bootstrap-DEA methods are adopted. Finally, a regression model is used to investigate the key environmental protection strategies influencing the environmental efficiency. The results show that: (1) Within different methods, the average efficiency scores from SBM model are lower than the ones from BCC model, and the Bootstrap-DEA method also has a negative modification. (2) Regional efficiency difference exists, as the enterprises in South China perform best in sintering and coking processes but have the lowest overall efficiency scores. (3) Most enterprises have one or more short board processes. 12 enterprises are the enterprises with individual low environmental efficiency process, while other 25 are the enterprises with imbalanced environmental performances. (4) The coefficient factor between environmental protection investment and the efficiency scores are positive, but the factors of proportion of environmental protection staffs, and whether the enterprise has environmental protection research are negative. In sum, this study is hoped to contribute to formulating more precise environmental management measures in China's iron and steel industry.

Abstract:The degree of concentration and layout are two important aspects relative to the iron and steel industry competitiveness,and rationalization of them is also major task for the sustainable development of China's iron and steel industry.In this paper,on the basis of the model and pertinent data,we observe that the degree of concentration of China's iron and steel industry is very low,especially lower after 2001.The layout is mostly market-oriented,partly resource oriented,and without characters of the seaport type.And then we find out that the seaport layout is the future direction by comparision of three different types' performance.Lastly this paper makes corresponding comment on the new Iron and Steel Industry Development Policy,and argues that the industry policy is not fit for defining detailed quantities for the market.
Scenario analysis on CO2 emissions reduction potential in China's iron and steel industry

Abstract:The international climate community has begun to assess a range of possible options for strengthening the international climate change effort after 2012. Analysis of the potential for sector-based emissions reduction and relevant mitigation options will provide the necessary background information for the debate. In order to assess the CO2 abatement potential of China's steel industry, a model was developed using LEAP software to generate 3 different CO2 emission scenarios for the industry from 2000 to 2030. The abatement potentials of different scenarios were compared, and their respective feasibilities were assessed according to the cost information. High priority abatement measures were then identified. The results show that the average CO2 abatement per year in the Recent Policy scenario and in the New Policy scenario, compared with the reference scenario, are 51 and 107 million tons, respectively. The corresponding total incremental costs are 9.34 and 80.95 billion dollars. It is concluded that there is great potential for CO2 abatement in China's steel industry. Adjusting the structure of the industry and technological advancement will play an important role in emissions reduction. Successful implementation of current sustainable development policies and measures will result in CO2 abatement at a low cost. However, to achieve higher levels of abatement, the cost will increase dramatically. In the near future, specific energy conservation technologies such as dry coke quenching, exhaust gas and heat recovery equipment will be of great significance. However, taking a long term perspective, emissions reduction will rely more on the adjustment of production processes and the application of more modern large scale plants. Advanced blast furnace technology will inevitably play an important role.

Abstract:The Clean Development Mechanism (CDM) is expected to help Annex I countries achieve their binding commitment through a cost-effective way and to promote sustainable development in non Annex I countries including China, which has been the largest host country in the CDM market. This paper aims at reviewing the CDM practice followed in China from institutional arrangement to the risk and barriers faced by the project owners. The analysis shows that a clear institutional setting and implementation strategy is crucial for the effective implementation of CDM projects. The geographic uneven distribution of the CDM project partly due to the uneven capacity building practice can be removed by knowledge transfer and the learning by doing method. The sectoral uneven distribution caused by lack of proper methodology and unsatisfied technology transfer caused by risk consideration are also discussed. The experience and lessons learned from the CDM practice in China will be meaningful and valuable not only for other slow starters like Africa to improve their capacity but also for the international negotiation of future CDM regime aiming at expanding the coverage of CDM and fostering technology transfer.

Abstract:Abstract Adhering to the strategy of energy conservation and emission reduction is one of the important principles of China’s industrial development. As one of the indispensable pillar industries of the national economy with high energy consumption and emissions. at the same time because of the restriction of the natural environment conditions, the high-speed development of behind to face the problem of the shortage of resources, ecological destruction, in order to improve people’s quality of life and life experience, improve the level of energy conservation and emissions reduction iron and steel industry is imperative. Steel smelting industry, comprehensive considering the steel utilization, energy conservation and emissions reduction targets, etc., have noticed that the costs in smelting system energy-saving, the importance of the question is, society for steel utilization, can’t bring enough money for the iron and steel smelting industry benefit, and hindered the development of new energy saving technology, increased the energy saving of iron and steel smelting system pressure. Thus it can be seen that cost capital is the main problem of energy saving in modern iron and steel smelting system. Only with financial support can the level of energy saving be improved.
Study of CO2 emissions in China’s iron and steel industry based on economic input–output life cycle assessment

Abstract:With the growing demand, China’s iron and steel industry has obtained rapid development since the 1990s. China’s steel output reached 220 million tons for the first time in 2003, becoming the first country whose annual production exceeded 200 million tons. The iron and steel is an industry of high energy consumption, high pollution and high emissions which has attracted deep concern of Chinese government. Previous research has estimated the direct CO2 emissions in individual processes of iron and steel production, while research on the indirect CO2 emissions from the related sectors of the iron and steel industry is scarce. To explore the whole CO2 emissions, this paper evaluates the direct and indirect carbon emissions in the iron and steel industry and carbon emission deduction by building an economic input–output life cycle assessment (EIO-LCA) model based on the latest available data of the input–output extension table in 2010 and China’s Energy Statistical Yearbook in 2011. The results show that coke and coal produce the most direct CO2 emissions and raw chemical materials, medical and chemical fiber manufacturing, transportation storage and the postal industry, the electricity heat production and supply industry, nonmetal mineral production, petroleum processing of coke and nuclear fuel processing, coal mining and dressing are the six sectors that produce the largest indirect CO2 emissions among the 35 sectors in the iron and steel industry. Based on the results, we suggest that China should (1) improve the quality of coke and coal, increase the efficiency of coke and coal, coal blending technology and the cokes’ strength, and employ the scrap or cities’ minerals as main raw materials in the production, and at the same time, the government and enterprises may increase to invest in technology innovation; (2) and use high-strength iron and steel instead of the ordinary one. Meanwhile, the spatial distributions of the six sectors are mainly concentrated in Shandong Province, Jiangsu Province, Zhejiang Province and Shanxi Province. Shandong Province, Jiangsu Province, Zhejiang Province and Shanxi Province may adjust their industrial structure by increasing the proportion of the third industry and accelerating the development of high-tech industries and services.
