Collaborative Model Between Government and CSOs on Aged-care Service——Analysis on Three Cooperation Approaches of Xuanwu District in Beijing

Abstract:There are three main subject during the process of cooporation between government and CSOs: the government as service buyer/client, the CSOs as contractor and producer, and the old-age as the recipient. The reason why government supplies service to the old-age by the way of cooperation with CSOs is not only the needs and pressure caused by the aging of population, but also the needs of transforming the functions of governmen, changing the pattern of public governance, constructing new system of supplying public service. At Xuanwu district in Beijing, there are three main cooperation approaches between government and CSOs: the first is "the project application linked by the Association of Public Aervice "; the second is "the membership info which based on the Center Serving Aged-care At Home"; the third is "the subsidy by vouchers which taking the Association of Old People as carrier". The three cooperation approaches have formed a particular structural model which could be called "Outsourcing- Cooperation-Participation model"—— government to guide and subsidize, CSOs to coodinate and operate, CSOs and social entities to procduct and supply service together, community resident and social strenth to participate and assist. Outsourcing service, purchasing service at own expense and donating service usually join together in this structural model.
