Abstract:Based on the method of the documentary,interview and on-the spot investigation,this paper analyzes the situation of sports facility construction in the commercial residential communities in Hangzhou city.The result shows that floor space of sports facility in majority new residential communities can meet the under-standard set by government,but minority new residential areas can meet the up-standard.On the whole,the author thinks that sports facilities in Hangzhou new city residential areas doesn't meet thee public increasing needs for sport activities,what are the troubles of plan and management of the new residential areas,points out some trouble which needs settle right away.Corresponding suggestions are benefit to the supporting facilities construction of the commercial residential communities in Hangzhou city.

Abstract:By using the method of field survey on the category, scale and distribution of community sports facilities and the questionnaire on resident’s utilization of these facilities in the western residential area of Hangzhou city, This paper found out that there were many problems in community sports facilities such as the absence of the category, small scale, the irrational distribution and so on. These problems were mainly caused for failure to regard highly on sports facilities planning in urban community, the lack of the uniform planning and the low facilities standard. In order to develop the community sports work, we should draw up the specialized planning about the urban sports facilities, enhance the screening in the layout of sports facilities in the process planning the residential district, and promote the level of sports facilities in the old and new communities.

Abstract:The construction of sports city is a urban development strategy in China, which is put forward and practiced on the basis of urban characteristics and policy opportunities.When the demands of creating an urban living environment to meet the needs of the people, seeking a breakthrough in the urban functional pattern of Chengdu, promoting the layout of the sports industry to promote the economic transformation and upgrading, and displaying the brand symbols of the rising cities in the west. In the process of urban practice, the typed positioning of the world famous city for sports events has exposed the existing problems such as homogeneous competition, imbalance of profit and loss, single main bodyand identity loss.Accurately position the future characteristic trend of Chengdu urban sports development, seek the increase of competition income scale on the basis of stable marginal benefit, stimulate the enthusiasm of market and society to participate in sports from pluralistic co-governance, in the generation of cultural objects, we focus on the generation of construction local sports event system and other four dimensions, and put forward measures to alleviate the difficulties of Chengdu’s construction of the world famous sports city, in order to provide intellectual support for the sustainable and comprehensive deepening of Chengdu’s urban sports development.

Abstract:In order to make a thorough research of the folk sports heritage in Xuzhou area,and to bring into play the function of folk sports in promoting the social development of this area,this paper makes an analysis of the characteristics,classification,existing forms and present status quo of the folk sports resouces in Xuzhou area,and provides some strategies.Though rich in folk sports resouces,Xuzhou area was slow in its pace of developing folk sports due to problems with exploitation,protection,and cultural awareness.The paper proposes to lead a industrializing road to enhance exploitation,arrangement,encrouragement of good variation,and digging up of cultural meanings.

Abstract:With the increasing awareness of national fitness, the planning and management of sports venues has become the key to improving the level of urban public services. Taking the POI data of sports venues in Jinhua City as the research object, this paper analyzes the spatial distribution characteristics of sports venues in Jinhua City, traffic accessibility and its relationship with housing prices. The study found that all the sports venues in Jinhua have good traffic accessibility, and there is a positive correlation with housing prices. Among them, the average housing prices in urban public sports venues and commercial fitness and leisure venues are higher. The research results provide a scientific basis for the planning and management of sports venues in Jinhua City, and are of great significance for promoting the balanced development of sports facilities and improving the quality of life of residents.

Abstract:The proposal of the " Outline of the Construction Plan for the Two-city Economic Circle in Chengdu-Chongqing Area " has brought new opportunities for the coordinated development of the sports industry in Neijiang and Zigong. This paper uses the methods of literature, expert interview and induction to analyze the realistic basis, main dilemma and realization path of the development of sports integration in Zigong, Neijiang. The study found that the development of Zigong sports integration in Neijiang is faced with the imperfection of school sports infrastructure resources ; competitive athletes have less mutual cooperation and are not closely linked ; lack of motivation in mass sports events ; there is a lack of characteristics and innovation in the sports industry brand. Therefore, this paper suggests that the two municipal governments take the lead in collaborating with each other and integrating various resources ; optimize regional layout and give full play to complementary advantages and dislocation development ; jointly cultivate outstanding athletes and jointly organize sports events to strengthen exchanges and contacts between the two cities ; lead the high-quality and coordinated development of green sports industry, enhance the initiative of sports development in the two regions, and jointly promote the development of sports integration in Neijiang Zigong

Abstract:Abstract High-quality development of sports competition performance industry in the Chengdu-Chongqing region is based on the improvement of the sports event system and the strengthening of market entities, and it promotes economic and social development by extending the industrial chain and enhancing the value chain. To effectively evaluate its development effect and promote high-quality development, based on the analysis of the opportunities and challenges faced by the sports competition performance industry in the Chengdu-Chongqing region, this article uses the literature research method and survey interview method to construct a performance evaluation index system from the perspective of performance evaluation theory. It also analyzes the strategic thinking of high-quality development from three aspects: guiding ideology, main principles, and development goals, and explores the strategic path for high-quality development from five aspects: integrated development of points and surfaces, priority development between regions, conditional step-by-step development within the region, selective key development of small cities, and layered development with emphasis on different stages.

Abstract:This paper proposes a framework for a layout evaluation of urban public sports facilities. First, the buffer analysis method is used to measure the service level of public sports facilities. The study findings indicate that the overall service level of public sports facilities presents the spatial characteristics of a central agglomeration, and the value of the service level diffuses outward from high to low. There is evident spatial heterogeneity in the layout of public sports facilities in Hangzhou. Second, the Gini coefficient, Lorenz curve, and location entropy are employed to measure the equity of the distribution among spatial units and the intradistrict disparity. The results show a mismatch between the spatial distribution of the facilities and the distribution of the permanent population. The patterns of distribution of the location entropy classes of Hangzhou can be divided into three types: balanced, alternating, and divergent districts. The method in this paper is effective in measuring spatial equity and visualizing it. it has a certain degree of systemicity, universality and operability. At the same time, this method can compare the diachronic characteristics of the same city and the synchronic characteristics of different cities, which has universal application value.

Abstract:With the coordinate data of community sports facilities in Fuzhou and the Geographic Information System platform, this paper developed a research framework of accessibility from three aspects of distribution, service coverage and access equality level. In addition, based on this, this paper analyzed the level and characteristics of the accessibility of community sports facilities within the third ring road of Fuzhou, China. The results showed that the community sports facilities within the third ring road of Fuzhou basically achieved the coverage of being within a ten-minute walking distance, but there were still some deficiencies regarding to the distribution of facilities and the equality level of accessibility. In addition, the results showed poor spatial matching between the number of facilities and population. A shortage of community sports facilities was found in the old central urban area, leading to poor accessibility. It is suggested in this paper that an overall improvement could be carried out through urban renewal.

Abstract:From the perspective of urban-rural integration, this paper analyzes the current situation of public sports service system in rural areas of Sichuan Province. In order to break through the dilemma of the Rural Public Sports Service System in Sichuan Province, we must seize the opportunity of the integration of urban and rural areas, conform to the regional characteristics of Sichuan, plan the steps of the supporting reform between urban and rural areas as well as the farmers’ personal sports needs; and increase the farmers’ economic income, meanwhile, we should introduce and attract social enterprises and social forces to invest a lot in the human, material and financial resources of rural public sports. Promoting the development of rural public sports service in Sichuan Province by optimizing the allocation of resources.

Abstract:Reasonable allocation of community public service facilities has attracted much attention. Based on the investigation of community public service facilities for Xicheng district, Beijing, this paper analyzes current situation and problems in planning, construction and management of these facilities and proposes corresponding solutions. Main problems of current community public service facilities include uneven distribution, insufficient supply, and low use efficiency. To solve these problems, some measures should be taken. Firstly, differentiated allocation standard based on users’ needs should be provided. Secondly, different arrangement and sharing methods according to community type and facility attribute should be adopted. Thirdly, from the aspects of hard infrastructure and soft infrastructure, management of planning and construction of these facilities should be reinforced, effective integration and utilization of resources should be implemented, and utilization efficiency of facilities should be improved. In addition, general solutions to some key problems that exist in specific facilities are also provided.

Abstract:To explore the spatial allocation of national fitness resources at different spatial scales in Fuzhou city to provide useful references for optimizing and enhancing the spatial allocation of national fitness resources and urban planning. The equity, spatial distribution characteristics, accessibility and supply-demand balance of national fitness resources in Fuzhou city are analysed in depth by using the two-step mobile search method of multiple travel modes, the Gini coefficient, and exploratory spatial data analysis methods. The results show that the overall spatial allocation of national fitness resources is in a balanced state, but there are serious inequities and spatial mismatches in each district (county); the spatial distribution of national fitness resources is characterized by centralized agglomeration and surface dispersion, being dense in the south and sparse in the north. Areas with insufficient resources per capita have an agglomeration-type scattering distribution; areas with sufficient resources per capita have a dispersed patch distribution. Access to national fitness resources and the relationship between their supply and demand are characterized by positive spatial concentration; however, the layout of the national fitness resources planned for the old urban areas urgently needs to be optimized, with the Chating and Antai streets serving as centres, to increase the effective supply. Finally,we suggestions that Top-level design should be strengthened, the communalization of sports public services should be promoted, the service capacity and utilization efficiency of national fitness resources should be enhanced, and the construction of national fitness resources in new urban areas and new industrial agglomerations should be accelerated.
A Study on the Current Situation of Public Service Facilities’ Layout from the Perspective of 15-Minute Communities—Taking Chengdu of Sichuan Province as an Example

Abstract:With the rapid expansion of cities, the construction of 15-minute communities has become an important way to improve the urban living environment and enhance the quality of life of residents. In this study, based on the perspective of a 15-minute community in Chengdu, the current situation of the spatial layout in the 12 main urban districts of 15,941 public service facility points is studied. Additionally, the matching relationship between the supply and demand of five major categories (19 subcategories) of public service facilities and the population is assessed by using the kernel density analysis method, the Gaussian two-step floating catchment area method, the hierarchical analysis method and the bivariate spatial autocorrelation. Finally, suggestions for the optimization of basic service facilities are made in the light of the current development situation in Chengdu. The results show that (1) there is a large spatial heterogeneity in the distribution and accessibility of public service facilities in the study area; (2) there is a mismatch between the supply and demand of public service facilities and the population in Chengdu; and (3) in order to further optimize the allocation of public service facilities, it is necessary to focus first on areas where demand exceeds supply. This study built a framework for assessing the current status of spatial distribution of public service facilities, which measures the 15-minute accessibility of basic public service facilities in a more comprehensive way and bridges the gap of previous single-type studies, which make it difficult to make comprehensive optimization recommendations directly. Meanwhile, the bivariate spatial autocorrelation reveals the areas of mismatch between supply and demand more accurately, and more clearly shows the areas that need to be focused on for optimization by policy makers.

Abstract:Public sports facilities, featuring exercise equipment and athletic facilities as well as professional support services, serve as a critical exercising and active living hub for citizens. Regarded as a component of public welfare, their distribution usually plays an integral role in urban planning for healthy and active cities. Ensuring that these facilities are located within a reasonable walking distance is crucial for encouraging people to visit them; hence, planners must consider walking distance when evaluating the rationale for these facilities' existing and proposed distribution. Using Nanjing, China as a case study, we employed the Baidu Maps online mapping service to implement a city-scale catchment delineation of public sports facilities. We scraped the shortest walking routes between residents' homes and the public sports facilities to delineate the walking catchments, then combined population data to explore the potential gaps between demands and needs. The results revealed significant differences in service areas and potential service capabilities across the sports facilities, demonstrating spatial inequity of sports resources and an insufficient number of public sports facilities in the study area. The walking accessibility of facilities in the peripheral areas was inferior to that of facilities in the central areas, which were expected to be overloaded with a citizen population. If implemented, the proposed plan would remediate this inequity to some extent, but considerable areas outside of 15-min catchments would persist in the study area. These findings highlight the spatial inequity of sports facilities within the city, in both the existing and proposed situation, implying disparities in physical activity opportunities among citizens. Such a straightforward estimation, reinforced with a big data approach, will prove useful for planners and policymakers, although it remains rarely adopted in China for supporting active city planning, and it will be transferable to other cities as a means of rapid assessment.

Spatial Distribution and Accessibility Analysis of Primary School Facilities in Mega Cities: A Case Study of Chengdu

Abstract:High-quality and equitable primary education services promote the building of a harmonious socialist society and are an important basis for improving people's quality of life and promoting high-quality and sustainable regional development. Here, we take Chengdu City as a test area, integrate data from multiple sources, use the random forest model to simulate the distribution data of primary school-age children in Chengdu City in 2020, and use the kernel density estimation method and the multi-traffic mode two-stage floating catchment area method to measure the spatial distribution characteristics and accessibility of primary school educational facilities in Chengdu City and combine the imbalance index and spatial autocorrelation analysis, examination of the equalization of the distribution of primary school educational facilities, and the correlation between school-age population and accessibility. The results show that in the past decade, the population of Chengdu has grown rapidly, and the number of primary school-age children has also been increasing. The overall distribution of primary school-age children in Chengdu presents a decentralized pattern of "one point with multiple cores", with the population decreasing from the center to the periphery, and the population distribution dominates the spatial distribution of primary school facilities, which also highlights the imbalance in the construction of primary school facilities to some extent (S = 0.257), which was mainly manifested by the fact that the central-eastern part of the city has more primary school facilities, while the western part has fewer. In addition, the results of both accessibility and autocorrelation analyses show that the overall accessibility of the central circle of Chengdu was high, while the accessibility of the second and third circles was at a lower level and below, with very obvious cross-regional and cross-circle differences. This study can not only provide more accurate recommendations for the allocation of educational facilities but also serve as a reference for evaluating the spatial equity of other public services in the city.

Abstract:Using the method of literature, field investigation, etc., to effectively interpret the operation of sports facilities under the national fitness service system, based on the current situation of sports site construction and management, combined with the connotation and extension of the national fitness service system, to build an ideal national fitness service system in southern Jiangsu. The results show that the sports field construction and management system reform in the south of Jiangsu province has made qualitative progress, the management mode is gradually diversified and the management situation has been improved to a certain extent. The number of sports venues and facilities per capita exceeded the national planning standards; The type of site facilities is single, and the matching of supply and demand needs to be improved; The level of sports management organization is not perfect, and the two-way system urgently needs to be run in. Suggestions are put forward: standardize the elaboration of standards, urban and rural same frequency high quality fitness; Perfect policy incentive mechanism, improve management professional level; Promoting regional exchanges and cooperation and establishing mechanisms for joint contribution and sharing; Multi-element digital development, enabling a new form of national fitness.
