Abstract:COBIT has been developed as a generally applicable and accepted standard for information technology (IT) management and control practices. Abstract:To deal with problems of evaluation, construction, selection and usage for the Federal Enterprise Architecture Framework (FEAF), steps and approaches of systemic studies were discussed. Firstly, FEAF and its methodology, usage guide and reference model were introduced. Then, the ISO standard of Generalized Enterprise Reference Architecture and Methodology (GERAM) was adopted to study FEAF and mappings between them. The analysis was conducted from several aspects which included: lifecycle, modeling frameworks, modeling languages, methodologies, reference models, generic modeling concepts, enterprise modeling tools, and enterprise modules. Finally, advantages and disadvantages of FEAF were summarized.

Abstract:The e-government top framework is the most important issue of e-government development. And constitu- ting the people-oriented service e-government is the essential goal of the research on e-government. In order to con- struct service e-government, a Citizen-Centric e-Government Service Framework(CCeGSF) is proposed in accordance with the designing requirements of standardization, compatibility and flexibility. This framework adapts the techniques of SOA and BPM, and has the advantages of loosely coupling with components, searnlessly sharing resources and flexi- bly extending application systems. The CCeGSF-hased e-government service system for Dalian Advanced Technological Development Zone works very well now, which provides users with convenient and high quality services.

Abstract:This article aims to evaluate whether the e-government development in China is ready to adopt contemporary public administration principles. In response to these questions, we propose an evaluation framework that integrates the contemporary public administration principles and current web-quality evaluation theories. The proposed framework evaluates government portal websites in terms of their content, function, and construction, following the theory of website evaluation. The indices for each of these dimensions emphasize interactions, transparency, efficiency and effectiveness, all of which reflect the contemporary public administration principles. The validation analysis shows that the proposed evaluation framework well fits the data. The empirical studies suggest that China has implemented advanced e-government services.

Abstract:Government portal websites are the core components of e-Government because it is a platform integrating different government resources. This article was devoted to study the government portal websites in China in order to disclose the development status of e-Government in China. In order to do this, two questions are answered: from which aspects should government portal websites be evaluated; how to develop the indexes for different aspects of government portal website evaluation. In our solution, we aligned the evaluation of government portal website with new public administration principles so that government can provide better services to the users because new focuses of public administration bring new strategies for e-Government. The proposed framework emphasizes content, function, and construction of government portals. The validation analysis showed that the proposed evaluation framework is well fitted. 30 major cities’ government portal websites in China are evaluated. The results suggested China has implemented advanced e-Government services such as e-democracy but the performance of those services is not appreciated by the user very well.

Abstract:Most of nations, states and cities are implementing or have already implemented their e-government systems. China government is pursuing its e-transformation. It has distinctive characteristics different from developed countries because of its culture, political architecture and its changing economy. How should we evaluate its e-government effectiveness? Based on some theory and thorough analysis of China situation, this paper designs an assessment model of e-government in China, which consists of three dimensions, nine factors and 42 variables. Abstract:The initiative and development of e-Government (e-Gov) is a kind of national strategy and a systemic engineering. As a way to locate its progress, the evaluation to e-Gov platforms, websites, and service capabilities is critical and meaningful for their further development deeply. However, the studies in service capability evaluation also need more efforts. This article proposes the conception of 'e-Gov service integration degree (EGSID)' firstly, which is used to describe the density of e-Gov services. And then, the evaluation theory and method are discussed. Continuously, the progresses of Chinese local e-Gov websites are surveyed to examine the suitability of the method. Finally, as a result of byproduct, the paper reports the analysis of EGSID and other related themes, such as the relation between EGSID and users' satisfaction. The method and results are likely to benefit administrative policy makers, government agencies and information system designers.

Abstract:This article refers the domestic and abroad related research on the field of e-government adoption,combines with service quality theory(SERVQUAL),and expands ECT model moderately.In this paper,we divide service performance and system performance into two aspects to analyze the relationships between expectations,perceptions,confirmation,satisfaction,using intention of e-government website and government image.Based on ECT model,we propose e-government adoption model for public,and apply standard empirical research to test the proposed model.Our research meets the needs of development practice of e-government in China,and explores the factors of e-government adoption for pubic.Therefore,we can say,this study not only enriches and develops IT adoption theory,ECT model,but also broadens the application scope of SERVQUAL theory,and provides a theoretical basis and practical guidance for future research.

Abstract:Chinese government has long been striving to promote the development of e-government in near several years through utilized lots of information communication technologies (ICT) in public sectors for accelerating administrative transformation. The e-government projects from different sectors of Chinese government, however, often start from multi-objectives and perform in thousands different ways. For describing the general characteristics of e-government in China, this paper investigates the key issues of the e-government application and management in China. Based on data collected from Chinese governmental employees, the paper orders the e-government key issues and discusses the implications of the findings based on the orientation-maturity framework, a specific analytical framework developed in the paper. The findings may provide helpful reference for both practitioners and scholars to better understand the current situation of e-government in China and response the forthcoming challenge of administrative transformation due to ICT diffusion and utilization.

Abstract:The effectiveness and efficiency of e-government (e-gov) services (EGS) are critical issues that have yet to be fully discussed. Inspired by successful practices in the areas of SERVQUAL, capability-based theories, and IT-related capability management, the efficient delivery of EGS should derive from the high capabilities of a government to provide such services. This article aims to develop a conceptual framework to assess and empirically examine EGSC using data from local governments in Mainland China. The fitness test and the case study prove that the conceptual framework was suitable in analyzing China's EGSC. In particular, the EGSC can be examined from 3 dimensions/layers: content service capability, service delivery capability, and on-demand capability. The results of the structural analysis illustrate the practical management applications of EGSC, which can facilitate the improvement of EGS.
