Abstract:The Cooperative governance of local government and social organizations helps to promote the establishment of our country's democratic politics,the transformation of government's function,the upgrading of social ethical and moral level,equal and high-efficient resource allocation,the optimization and effectiveness of public policies.However,in practice,there exist problems from the perspective of social organizations.For instance,social resources are not adequate,the foundation of public utilities' property right is weak,the government control is quite strict,independency of social organizations is not strong,the professional ability is scarce,the integration of multi-forces is difficult,the supervision over social organizations is absent,and their public trust is not high.Therefore,in order to promote the effect of our country's cooperative governance of local government and social organizations,it is necessary to follow the national situation-based,government-guiding and gradually-advancing principles.Meanwhile,the function boundary between local government and social organizations should be clarified,the interest relations between the two should be coordinated,the accountability should rationally defined,and the mutual trust should be built up.
