Abstract:The main functions and features of Risk-analysis and Decision-support System of Ningbo Power Grid are introduced.The theory of risk is presented.Component outage model is established based on historical statistical data. Thus the probability of grid state in a certain expected-fault is calculated.The operation state of the power grid can be described by quantitative risk index,combined results of expected-fault analysis and state probability.To make the results more consistent with the actual situation of the power grid,action logic of automatic devices,such as bus bar automatic transfer switch and transformer overload shedding device,is simulated in the power grid analysis.The system can assess the risk of grid online operation based on EMS,otherwise, it can calculate the risk of each maintenance plan offline and provide decision-support for dispatching operation and maintenance scheduling.As can be seen from the online operation,the system can guide the work of Ningbo Grid effectively.

Abstract:The main functions and features of the intelligent analysis and decision support system of Zhejiang Power Grid were introduced.This system supports the import and export of BPA、CIM、PSASP、PSSE files.It separately manages the versions of power grid structure,load and output,maintenance plan,and then forms various kinds of operation modes trough mergence.After that,this system can do power flow calculation,short-circuit calculation,transient calculation,and also can analyze the security and stability of the power grid's operation through the static voltage stability analysis,calculation of the transmission interface's thermal capability,security check and so on.The details of calculation and analysis are showed by tree reports,prompts、warnings and aid strategy are given to guide the security operation of the power grid.

Abstract:The blackout in a large area can bring big loss to national economy.A scheme of the architecture of emergency-response system for urban power grid is proposed,including the emergency-response management system and the emergencyresponse support platform.The management system defines the organization,running mechanism and resources.The platform provides automatic and intelligent support according to the management system for personnel involved in emergency-response.The problem that how to test the integrality,the rationality and efficiency of emergency-response system by joint exercise is investigated.The factors that involved in joint exercise planning are analyzed.The goal,style,content and evaluation method of joint exercise are presented.The indices of evaluation of joint exercise include security,integrality,comparability with reality,economy and pertinency.A practial case of Shenzhen city is illustrated to demonstrate the validity of the proposed emergency-response system and the effect of joint exercise againt large scale of blackout.

Abstract:Large-area blackout has great negative effect to social public security, which is difficult to manage and deal with under traditional dispatch automation system. Aiming at the deficiency of current dispatch system, the demand of emergency command system was analyzed in this paper. And the software architecture and service logic was designed. To ensure the reliability of power supply, the emergency system was designed to provide assistant decision making and technical support based on three stages before and after the emergencies occurred. The proposed system has the following functions, including risk assessment, early-warning, weak spot identification, fault diagnosis and location, equipment load-ability assessment, optimization of disaster-relief resources allocation schedule, visualization of emergency handling process. Finally, the key technologies of the emergency command system were discussed. The proposed system can validly deal with and decrease the negative effects caused by emergency incident, which can guarantee the reliability of power supply.

Abstract:Power grid dispatching automation system in future should follow the integrity nature of provincial level power grid. Since we consider provincial power grid as an organic whole, the real physical power grid should be described with a unified model, and its operation should be supported by a unified system. A unified system is not the one simply putting all the servers together, but the one with all infrastructures physically distributed. Nonetheless, dispatching decision applications should be centralized. That is to say, grid perception and real-time control are distributed physically, while analysis and decision are integrated logically. This paper proposed a design of distributed supervisory and control system with a unified model for its provincial and regional subsystems. It is expected that this architecture could provide a reference for others on the research, development and construction of power grid dispatching automation system.

Abstract:The main function of Grid Relay Protection and Fault Information System is to transit the abnormal information acquired by protection equipment and the filters of the substations to the dispatching center during the grid fault period for the dispatching staff to make a decision.The system concerns not only the related divisions on the dispatching center side,it also communicates the bay level IED in substations,therefore its security design can not be neglected.Analyzing the essential requirements of the overall security protection framework of the secondary system of the power system,it is recommended that the dispatching center side adopt the professional security isolation equipment,and the substation side adopt front-end security isolation structure of embedded system.The user security management was established at the same time.Practice shows that the design basically meets the security requirements of users for the Grid Relay Protection and Fault Information System.

Abstract:To meet the requirement of changing off-line power grid security and stability analysis into on-line analysis, after the comprehensive research of on-line assessment of such subproblems as static state security, voltage security and transient security as well as examination of protective relaying settings, a set of complete on-line comprehensive security forewarning and coordinated anticipatory control system based on energy management system (EMS) and the data platform of dispatcher training system (DTS) is established. In addition, a security evaluation system for on-line security and stability analysis as well as forewarning is proposed, thus the operation states of power grid are divided in the viewpoint of comprehensive security and forewarning. The proposed system not only offers a good platform for changing dispatchers’ off-line analysis into on-line analysis as well as changing the former experience based dispatching mode into intelligent dispatching mode, but also provides auxiliary tools. The proposed system is applied in Jiangxi power grid.

Abstract:In this paper, online security warning and risk assessment of power grid are proposed, based on date from Energy Management System(EMS), combined with information about real-time operation state, component status and external operating environment. It condenses the two factors, contingency likelihood and severity, that determine system reliability, into risk indices on different loads and operation modes, which provide precise evaluation of the power grid's security performance. Through these indices, we can know about the vulnerable area of the system and whether the normal operating mode or repair mode is over-limited or not, and provide decision -making support for dispatchers. Common cause outage and equipment-aging are considered in terms of the establishment of outage model. Multiple risk indices are defined in order to reflect the risk level of the power grid more comprehensively.

Abstract:Proper respond to any power system emergency requires a thorough understanding of the functional framework of the forecasting and warning system.The paper analyses the predictions of power equipment malfunctions,estimates of power system security,forecasts of possible blackouts and the issuing of warning messages.The functional framework considers both the power system failure and the operators' reactions.System responses are given with an optimal load-shedding analysis used to predict the blackout range.Simulations show that the system accurately forecasts power system blackouts.

Abstract:The framework of an automatic discovery system for critical flowgates and security operation rules in the power grid is designed.Based on the real-time operation data of the power grid,the system is able to automatically find the critical flowgates adapted to the online operation state of the grid.By using the automatic learning method,the system can find the fine rules of critical flowgates as the security operation knowledge of the grid.The functions of the core modules of the system are described,including online automatic discovery of critical flowgates,online calculation of limit transmission capacity of critical flowgates,online generation of mass simulation samples,feature selection,automatic discovery of security operation rules of the power grid.The online application of the system has been realized in Guangdong power grid.The application effect shows that the system is able to generate the security operation knowledge fast enough and refresh it every 1 5 minutes for online application as required.Meanwhile,the knowledge is capable of not only covering the existing security operation knowledge formulated by experts offline,but also finding new knowledge adapted to the online power grid operation mode,while improving the power grid security and economy.
Development and application of on-line dynamic security early warning and preventive control system in China

Abstract:This paper presents an early warning and preventive control system for dynamic security, which has been used in several provincial power grids in China. The framework and the main modules of the proposed system are introduced. The system architecture is based on a Multi-agent system which is developed by our team. The modules like on-line contingency assessment, total transfer capacity evaluation, preventive and corrective control schemes etc. are developed in this system. To estimate the forthcoming state's security level, all these modules also run in the forecasted 15-minutes ahead operating state. And some key technologies, such as PEBS based contingency screen and distributed computing technology, are used to improve the efficiency of the system to accommodate real-time application. Enhanced total transfer capacity calculating (TTC) method are developed which can both calculate pessimistic value and optimistic value of TTC in the same time. The preventive control algorithm is developed which is based on transient energy function sensitivity. Some engineering-oriented methods are also introduced which are used to solve practical problems emerged in real application. In the last part of the paper, some data from a real system in a provincial power grid is introduced.

Abstract:The China Three Gorges Project is the most important hydropower project nationwide. The safety and security of the project, both within construction phase and operation phase, benefits to national strategic interests. The hydropower project might encounter with natural disaster and manmade incident, such as earthquake, landslide, flood, fire, explosion, terrorism, etc. Emergency management information system (EMIS) should be established to enhance emergency management capability, which could provide science and technology support such as dynamical monitoring of significant hazard, risk evaluation, emergency response, etc. In this paper, EMIS design and some key technologies of the system is discussed. The process and business requirement of the system is analyzed. The technical structure and system function are designed. Finally, three key technologies are described: event chain technology, plan chain technology, online consultation technology.

Abstract:Abstract This paper analyses the needs of smart grids for smart substation automation systems, studies and proposes a new scheme for smart substation automation systems, which applies vertical integration of intervals to reduce the implementation of protection and monitoring functions, improve system reliability and ease of maintenance; Adopting network parallel redundancy protocol to improve the reliability and standardization of information transmission in the station; applying service-oriented monitoring function to improve the level of information sharing and coordination and interaction between substations and control centres. Abstract:The development and on-line application of voltage control and security assessment for Guangdong power grid are presented. The Linux Redhat is taken as the operating system, the Oracle as data base management system and the power system analysis toolbox (PSAT) as the dynamic simulation tool of overall process, and a multi-platform and multi task system is developed by Java Eclipse platform. The proposed assessment system can perform on-line reading of real-time operational data transmitted by EMS in Electric Power Dispatch and Control Center of Guangdong power grid, and can carry out on-line assessment on impacts of regulation by automatic voltage control (AVC) system on voltage quality, network loss, steady state voltage stability, transient voltage stability and long-term voltage stability, and control strategies to improve various operational indices of Guangdong power grid are given, and the assessment results are published by WEB. An index system for the effect of voltage regulation and control is established, and main functional modules of the assessment system and their implementation are presented. Analysis on actual operation shows that all analyzing and computing modules in the assessment system possess good operational robustness and can perform on-line voltage control and security assessment on continually varying real-time operation data of power grid.

Abstract:In order to meet the requirements of global coordinated control and online security assessment of China Southern Power Grid (CSG), the design of online distributed modeling system based on IEC 61970 standard for CSG is proposed. Models and graphs built in existed provincial energy management systems (EMSs) are transferred automatically to the control center of CSG through a wide-area power dispatch network, and then combined automatically into a consistent model for the whole 500 kV/220 kV AC/DC hybrid CSG. Some key technologies, including the determination and maintenance of model boundary, criterion for the re-denomination of equipment, extension of common information model (CIM), combination of CIM, combination and organization of scalable vector graphics (SVG) based graph, online advanced applications for whole AC/DC hybrid CSG, mechanisms of model validation and operational maintenance, are introduced. Several performance indices are designed. Implementation of the designed system will provide whole online model for some developing application systems in CSG, such as new EMS, coordinated automatic voltage control, online security early warning and decision-making systems, etc.

Abstract:With the rapid development of ultra-high voltage (UHV) inter-regional interconnected power grid and the wide application of a large number of power electronic devices, the security and stability characteristic of power grid is becoming more and more complex, and the risk of safe operation is increasing day by day. To further adapt to the power grid situation, in recent years, the State Grid Corporation of China has put forward the requirement of building a comprehensive security defense system for the large power grid, namely “system protection”. System protection is an emergency control system based on wide area information collection, rapid fault diagnosis and isolation, multi-resource collaboration, and other functions. It covers many sites and the coupling relationship between device strategies is complex. At the same time, due to the limitation of control resources, the cross configuration between strategies is gradually increasing, and the influence range of local system anomalies is becoming larger and larger. Its complexity and hidden dangers lead to a significant increase in the risk of power grid operation. At present, there is little literature on how to reduce the risk of power grid safe and stable operation caused by the failure of the system protection itself through effective coordinated adjustment. In this paper, a coordinated adjustment method based on typical expected fault scenarios of system protection is proposed. For typical expected fault scenarios of system protection with unacceptable risks, certain measures are taken in advance to reduce the possible risks to the power system.
