G20's Indicative Guidelines:The First-Step of Global Governance on Imbalance

Abstract:Because of the long-term,destructive effect and complexity of the policy coordination in countries,imbalance issue has become one of the hottest topics on the G20 in 2011.In fact,there is not a consensus on the view of economic imbalance in academia,even without a strict definition on global imbalance as well.The paper begins from the literature review in global imbalance and the background of "Indicative Guidelines",describes the forming process of the indicator system,and analyzes the methodology and merits and flaws of the four measurement methods.In generally,the produce and development of the "Indicative Guidelines" reflect the policy game among the G20 countries.Besides,it is the first try in building a systematic appraisal system for global imbalance.This system not only helps to identify and supervise the imbalance country,but also promotes the responsible adjustment measures.
