Abstract:Digital reform has become a major policy measure amid the once-in-a-century great changes.Data elements have also become an important driving force for high-quality economic development in the era of digital economy and government data opening is one of the key variables of digital reform. The core content of government data opening is unified with the connotation of innovation-driven development strategy,which is a major policy innovation and practice. The main connotation of government data opening is to realize the dual attribute value of“factors of production”and“factors of governance”of government data. Government data opening enables innovation-driven development through such mechanisms as innovation boundary extension,innovative ecological integration,human capital agglomeration and administrative efficiency improvement. On the basis of clarifying the theoretical explanation,internal logic,actual progress and key sticking points of government data opening and innovation-driven development strategy,this paper discusses the practice path of government data opening enabling innovation-driven development and put forward five suggestions including establishing and improving the institutional guarantees,promoting deep participation of enterprises,universities and research institutes,optimizing policy guidance and assessment mechanism,strengthening coordinated development among regions and improving government data governance capacity,so as to inject new momentum into China’s efforts to achieve high-quality economic development and build a modern socialist country in an all-round way.
