Abstract:This article constructs an evaluation system of innovation capability in Small and Middle-sized Enterprises (SMEs) based on innovation process. Through the empirical analysis on 235 SMEs in northeast area of China, this article explores the structure of innovation capability in Chinese SMEs, and computes the indices of innovation capability. Firstly, this article reviewes and compares two evaluation systems, which are based on 'innovation outputs' and 'innovation process', respectively. Then, this article draws a conclusion that qualitative index and evaluation system based on 'innovation process' are more suitable for SMEs. Thus, this article constructs an evaluation system of innovation capability in SMEs based on 'innovation process'. Through exploratory factor analyses, this article classifies innovation capability in Chinese SMEs into three aspects: innovation initiation capability, innovation realization capability, and innovation diffusion capability; and establishes an evaluation model of innovation capability in Chinese SMEs. Finally, this article computes the evaluation index of innovation capability in Chinese SMEs by factor analysis models.
