Abstract:Initial allocation of water rights of drainage basins,especially that of water right of economy,is the important part for establishment of the modern water right system.The specific procedures are as follows: to monitor and evaluate water resources,to plan water resources,to compute water utilization and to allocate economical water utilization.As for the allocation of economical water utilization,some principles should be paid much attention.The allocation of water rights of economy of drainage basins should be implemented level by level.
