Abstract:This paper firstly interprets the concept of green infrastructure. Then, proceeding from the Hangzhou urban ecological spatial pattern, it investigates the spatial layout of urban fringe villages in Hangzhou, analyzes the internal ecosystem characteristics, and summarizes the problems in the ecological construction. Finally, regarding to the actual situation of the eco-village in ecological construction in Hangzhou, it proposes overall ideas, processes frameworks, and specific policies to construct Hangzhou urban fringe green infrastructure.

Abstract:Green infrastructure is a concept derived from occident,concerning about urban natural ecology and green spaces.Planers and decision-makers construct the green infrastructure framework with the hope of breaking through the limitations of traditional ecological conservation,and finally realizing the coordination and sustainable development of the ecology,society and economy.This article identifies the meaning of green infrastructure as well as the backgrounds and development process.Through a mass of foreign planning case studies,what the primary issues needed to resolve and general planning process are summarized.Finally,the article discusses green infrastructure planning's key points,with the hope to provide certain references for current ecological and environmental conservation issues during the urbanization we are facing with.

Abstract:There are several ideas and concepts emerging in USA to treat the urban sprawl problems, one of which is the Urban Growth Boundary model and has been the common understanding. This concept not only emphasizes the function to keep the sprawl within limits of UGB, but also provide an approach to combine the smart growth and natural conservation. For being in the accelerating era of urbanization, China inevitably will undergo the next urban expansion wave, so the establishment of UGB, the protection of regional and urban ecological infrastructure and active steering of future urban development is quite necessary for the future sustainability. This will further make for the improvement of urban planning system, approach and administration of China. Based on the general introduction and comments on the UGB and other relevant issues, this paper analyses some problems of China’s urbanization and puts forwards recommendation and advice as well.

Abstract:As an important component of urban growth management policy,urban containment has been widely adopted in many countries to curb the widespread sprawl.Basically,it includes three forms:greenbelt,urban growth boundary(UGB),and urban service boundary(USB).The strength of control of these three forms decreases,while their flexibility and complexity increase in sequence.The global experience of the implementation of urban containment policies suggests that clear and relatively stable boundaries and a comprehensive policy kit are keys to the success of urban containment policy.At the same time,the Chinese experience indicates that these elements are seriously inadequate in practice,resulting in relatively poor implementation of urban containment in the Chinese cities.Consequently,the improvement of the implementation of urban containment policy in China may depend on the clarification of the boundaries,the integration of the different urban containment policies,as well as the establishment of a more comprehensive policy kit including tax and land use regulation tools.

Abstract:Green infrastructure has been a popular framework for smart development and conservation planning. If it is proactively planned, developed, and maintained in a systematical way, it also should be a better model for land use and spatial development in a city. By integrating a GIS-based ecological connectivity assessment with the patch-corridor-matrix model, this study provided a green infrastructure planning approach to guide the sustainable land use decision in the Longgang District of Shenzhen in China. The method has an effective performance in identifying the vital ecological areas and linkages prior to development in suburban areas, and also the key sites for protection and restoration in developed sites. It is hoped that based on this planned green infrastructure frame, the land resource units could be developed or protected when most needed and most suitable in the future.

Abstract:The purpose of the paper is to probe into the UGB mode in the USA and other Western countries and further to draw out useful experience for China.Methods employed included documentation and comparative analysis.Results show there are differences existing between China and western countries in many aspects such as the urbanization process,the urbanization speed,the foundation of land ownership system,the base of city administration,the marketization level and the driving forces of urban expansion.It is concluded that it is improper to copy the UGB mode in China without any innovation and the innovation should be conducted from four aspects: correct location,delimitation,integrative management and and flexible control.

Abstract:Urban sprawl is a world phenomenon which has drawn the scholars' attention in China.This article starts with reviewing the definitions,characteristics, measurements,mechanisms and strategies of urban sprawl at home and abroad. Then,it attempts to give comprehensive assessments on the above works.Results show that:①existing researches in China mainly focused on the descriptive analysis, and lack of quantitative analysis;②studies in the West are diverse,but are so scattered that need to be integrated;③cities in China and in the western countries have many differences in many aspects,so Chinese studies about urban sprawl must consider the actual situation of our country;④domestic evaluations always used some indices to measure the effects of policies but couldn't combine it with GIS graphs ideally,therefore,it is needed to utilize western methods as a reference to rich our studies.

Abstract:Urban sprawl caused quantities of environmental and social problems, the conflicts between the requirements of urbanization and the limited carrying capacities of resources and vulnerable environments are increasingly fierce. The sustainable development of the city has become an important topic. And ecological planning is the optimum method for the realization of this sustainability. This paper, aiming to control the urban sprawl, developed a three-dimensional eco-planning model combined with ecological risk sensitivity assessment by GIS, based on the analysis of the characteristics of the urban sprawl. And a case study of Boao Science and Education Region (BSER) ecological planning was carried out to illustrate the effectiveness and application of the model for the control of urban sprawl.

Ecological Infrastructure as a Tool for Smart Preservation and Smart Growth : The Negative Approach

Abstract:The conventional approach for economic centered urban development planning, failed to meet the challenges of swift urbanization and sustainability issues in China. The “negative approach” defines an urban growth pattern and urban form, through the identification and planning of Ecological Infrastructure, instead of reviewing through the projection of population and planning of civil infrastructure in the conventional approach. The negative approach has its roots in landscape urbanism and has evolved from the pre-scientific model of Feng-shui as the backbone of human settlement. The 19 century notion of greenways as recreational infrastructure, the early 20 century idea of green belts as urban form makers, and the late 20 century notion of ecological networks and Ecological Infrastructure (EI) as a biological preservation framework. EI is composed of critical landscape structure that are strategically identified and planned to safeguard the various natural, biological, cultural and recreational processes across the landscape, securing natural assets and ecosystems services, essential for sustaining human society. EI functions as an effective tool for smart growth in the context of rapid urbanization, and is planned ahead of time, anticipating the scale, context and configuration of future urban development patterns. EI is strategically planned and developed using less land but more efficiently preserving the ecosystems services. Using Taizhou City as a case study, this paper demonstrates how to use EI as a tool to guide and frame sustainable urban development.

Abstract:The United States urban sprawl that began from 1950 ages has already been regarded as a kind of illness of urban developments around the world. With the purpose of drawing lessons and enlightens to our country's urban planning, the paper tries to analyze social and historical reasons that have been motive power of American urban sprawl. Secondly, the paper states the rethinking of urban sprawl form all circles in the U. S., and then introduces the most famous new planning movements such as Smart Growth, Sustainable Development, New Urbanism and so on. They include urban policy and laws on urban management of exploitation, space model of urban development, and so on. Thirdly, the paper gives some reviews on the huge influence and its reasons of the new American urban planning movements. Finally, based on above observation, comparing to our country' s actuality about urban space model in urban development and planning, the paper proposes that we should have lessons drawn from American mistakes, but not follow them. Further more, the paper probes into several problems in seeking for proper urban space model and policy of urban development on the process of urban urbanizations. ①We must alert urban sprawl and keep on exploring sustainable urban governance policy and space model in the present of our country's fast and huge scale urbanizations, especially pay attention to induct the public opinions on consumption and culture in looking for the mechanisms of structural innovation. ②We should commit us to build sustainable transport frame to reduce the consumption of car, and how to do? ③We should reduce the distance between the resident district and the work place, look into our past organizing model of urban life and find a proper way for today's usage. ④We should promote multi-intensive model of land use in urban exploitation, especially in our country's situation. In the end, the paper emphasizes that cooperation of planning researchers is very important in pursuing general changes of mechanisms and urban form. At the same, the paper deem that the key, as well as the best way, in selecting and changing present spatial model to sustainable ones in urban development must cooperate with inductions of the public residential and consumptive idea.

Abstract:In the early 21st century, high-intensity human activities have led to the rapid development and expansion of urban areas in many countries, and these have had several adverse impacts upon the water environment. In particular, urban runoff quantity and quality control have emerged as key concerns for municipal officials. China, as one of the countries with rapid urbanization, faces many challenges in this process. Since the year 2000, China has been promoting the protection of its urban water environment using ecological construction. Use of green infrastructure (GI) to solve urban stormwater issues have become the priority of urban green and sustainable development. The Sponge City (SPC) approach was proposed to emphasize the comprehensive construction of multi-objective stormwater drainage and flood mitigation systems, and to consider water ecology, public safety, environmental protection, and preservation of water resources. The goal of GI is to achieve storm runoff quality enhancement and pollution control, which is similar to the sustainable development concept of SPC. According to its major functions, GI can be divided into infiltration and retention GI, regulation GI, transmission GI, pollution interception and treatment GI. GI should be planned and designed according to the long-term runoff volume capture ratio, which is determined by the annual rainfall depth and the level of catchment development at the project site. Different structural layer materials and spatial layout of GI have significant impact on their effects. Upon the completion of a project, long-term monitoring is recommended for evaluating its effectiveness. In order to ensure the continuous efficiency of GI, it is necessary to carry out regular maintenance. Different types of GI demand various maintenance methods and frequencies. Appropriate maintenance methods can effectively extend the service life of GI.

Abstract:Urban green space is urban green infrastructure and the important urban life support system. It has important ecological and socio-economic functions. It also becomes the important standard on evaluating urban ecological sustainability and life quality. In this paper, the ecological, economic and social functions of urban green space were systematically summarized, a number of issues to be settled urgently are proposed. For example, how do the urban green spaces influence the urban development form? How will a green space ecological network be developed for the people and for the conservation of biodiversity? How will the ecological, social-economic values of green spaces be measured? How can results of these values of green spaces be incorporated into the comprehensive urban green planning? Finally, the development trend of urban green space conservation, management as well as planning in the future are pointed out, as well. A comprehensive urban green space framework is also proposed which could contribute to management and planning of urban green space future development in the Chinese cities.

Abstract:In this paper, diversity trends of open space protection goals in metropolis are elaborated, and the same as five highlighting targets such as ecological protection, recreation and well-being, corridor and trail, community reviving and green infrastructure. The form of connecting open space is the vital element to the achievement for the diversity targets and values in emphasized. Ten metropolis areas with their excellent open-space planning in North American are selected for typical examples. Based on the contrast and analyses of connected open space protection development and impact factors, it is indicated that goals conflict can not be completely avoided, so the goals of recreation, corridor and trail, community reviving must built on the basis of the goal of ecological protection, and green infrastructure should be a integrated thinking mode. Then it is summarized that the characters of North American green track embodies in the connecting of open space form, waterfront development and utilization, optimum and effective models of institutional structure and complex multiple, interacting scales and so on. Finally, with the consideration of open space protection reality in China, suggestions such as integrating existing open space, organic bond with open-space planning and urban growth management, a virus approach strategies are put forward.

Abstract:UGB is becoming an increasing concern in research of urban spatial harmony and sustainable development in the USA and other Western nations nowadays.This paper aimed at sorting and analyzing correlative literature about UGB,including its theoretical connotation,characteristics and mechanism for driving.Then the responses of china for UGB were analyzed and the results show that UGB can't be applied by china without innovation.We should give it proper definition, take new methods of delimitation and carry on some necessary innovations in the conformity management and flexible control.

Abstract:Nature, diversity, and openness are what we demand from urban green space in the 21st century. Based on the summary of urban green space connotation, types and significance, this paper reviewed the research hotspots of urban green space, i.e., conservation and planning of urban-rural fringe, restoration and preservation of natural areas and indigenous vegetation, ecological restoration and planning of green way, biodiversity conservation, ecosystem structure and services, and management policy. The difference between foreign and domestic urban green space researches and practices were summarized, and some preferential urban green space research aspects in the future were proposed. It was suggested that in China, urban green space strategy should be integrated into urban planning and land use planning.

Abstract:The concept of green infrastructure (GI) was first proposed by the United States and gradually developed and applied globally. In China, GI has laid the foundation for green development and related policies, which helped solve the ecological and environmental problems in urban development in China. Many ministries and commissions in China have put forward guidelines related to GI from different professional perspectives and implemented policy intervention in urban planning and development. The relevant policies issued by the Ministry of ecological environmentEcological environment protection and the Ministry of natural resources are more specific and detailed. China’s leader Xi Jinping’sXi Jinping scientific thesis that Green is Gold is the best evidence of GI development in China. China’s Belt and Road strategy and the construction of Xiong’anXiong’an New Area involve apparent GI policy intervention. However, compared with the top-three global GI systems, China’s GI theory is relatively weak, and the public’s awareness of participation in GI is relatively low. In urban planning, designing, and construction in China, the practical application of GI is limited, especially in conflict with the short-term social and economic interests in urbanisation’s rapid development. Fragmentation and one-sidedness are primary problems in constructing China’s GI. Given these problems, we suggest that China’s GI policy-making should adhere to government-led, encourage multi-party participation, and improve public participation awareness. The goal is to build a perfect GI network and improve the GI service efficiency.
Sustaining Ecological Processes in High Density Urban Sprawl Areas in China

Abstract:This paper describes a strategy that establishes a framework for sustaining ecological functions and processes in high density urban sprawl areas. Traditionally, city planning in China is organized around the placement of construction land. Taking Hefei city in China for example, the non-traditional urban planning strategy developed herein is to prioritize the arrangement of non-construction areas by means of hydrological and ecological processes simulation, and to incorporate factors such as urban flood control, stormwater management, and indicator animals. This research has reached the following main conclusions: (1) Sustaining ecological processes in high density urban sprawl areas should be analyzed and solved using a holistic and multi-objective approach; (2) Urban planning should systematically integrate ecological processes with regulating landscape structure, and prioritize the arrangement of non-construction areas; (3) The approach presented herein makes the best use of local natural resource to solve various ecological problems, effectively maintaining the health of urban and regional natural systems, enhancing the services of natural systems for city and local residents, and reducing construction capitals.

Abstract:In China, rapid city expansion and the consequent loss and fragmentation of green spaces presents a major challenge for urban planners wanting to maintain urban sustainability. The aim of this paper is to formulate a workable framework to plan and manage urban green infrastructure for urban sustainability through a case study of Longgang, a typical developed area in China. Urban green infrastructure is associated with various landscape types, which have different functional niches in a UGI network. By integrating morphological spatial pattern analysis (MSPA) into landscape ecological principles based on a geographic information system, the functional niches of landscapes were defined as core areas, connectors, islets, and three levels of potential connectors. Then a future urban green infrastructure scenario with hierarchical hubs, links, and sites was delineated. Finally, by contrasting the plan scenario and the basic ecological control line (BECL) of Longgang, some focus areas for management strategies were proposed. With this approach, green infrastructure elements are preserved first in a given region, and new greening element locations and adaptive measures are emphasized. It is hoped that this framework could be used to promote the spatial navigation of urban green-space system planning and urban sustainability in China. © 2014 American Society of Civil Engineers.
