Abstract:Non-governmental education (non-governmentale school) has played an important role in western educational development and has been one of crucial forces for promoting local educational development since the National Development Strategy of Western Region. However,enthusiasm of private fund invests education in western region has fallen down with the changing environment of policy and market,as a result,non-governmental education in western region faces with systematical risks. At present,unstable policy,shrink market and shortage of human resource have been main problems of restricting sustainable development of non-governmental education in western region. Key point for encouraging private fund invests education in western region is to remove systematical obstacles induced by above problems. Governments should recognize the special values of non-governmental education for education development in western region and adopt better policies for encouraging and attracting private fund invests education in western region. These policy actions will shape new drive force for education development in western region.

Abstract:With the rise of the global associational revolution and the expansion of neoliberalism across the world, nonprofit organizations (NPOs) have increasingly tended to adopt market values and approaches in many countries. A recent debate has concerned the impacts of nonprofit marketization on the civil society sector. A primary concern among Western scholars is the potential harm that marketization may cause to the traditional roles of NPOs, especially in their ability to create and maintain a strong civil society. This article joins the debate by engaging in a comparative analysis of China and the USA to answer the following question: Are the same concerns in the West applicable to non-Western countries, particularly those gradually liberalizing but still highly controlled authoritarian countries? By exploring the variations in objectives, models, and effects associated with the marketization taking place under different political–social systems, we find that unlike the nonprofit marketization in the USA, the similar yet distinct process in China is facilitating rather than inhibiting the development of civil society. On the other hand, our findings also provide nonprofit practitioners with a contextual guideline to help them devise more effective service strategies tailored to fit diverse sociocultural settings.

Abstract:This paper makes use of the assumptions put forward by Simmel and Emerson, who is the representative of the theory of the society exchange. In this paper, the interactive relationship between China's government organization and non-governmental organization is deeply analyzed. The following views are concluded: The development of China's non-governmental, received benefit from the choice that was made by China central government with the background of the reform in both politics and economy. The government organization and non-governmental make evaluation on resources owned by the one another, and then choose the cooperation mode. At the first stage, there is right advantage in the relationship from government to non-governmental organization. But with the interactivity between government and non-governmental organization, and the civil' society's coming into being, the government and non-governmental organization will modify the resources' supply and demand, and finally come to a balanced state of interchange. Such tendency is shown in the rising in the efficiency of government's administrative, the ability to meet an emergency, the professional degree of non-governmental organization, and the integration degree.

Abstract:The new health care reform plan in China brings forward issues about encouraging private capital to enter health market and build private non-profit hospitals,which will play an important role in health care system.However,private hospitals especially private non-profit hospitals across the country generally encounter great development difficulties.The issues faced by private non-profit hospitals in China are analyzed in terms of social environment,internal management and external governance in the perspective of non-governmental organizations,and thus policy recommendations are made with the hope of providing ideas and advice for further development of private non-profit hospitals.
Evaluating the Charitable Efforts Made by the Governmental and Non-Governmental Organizations:Key Issues in the Development of Charity in China

Abstract:The charitable efforts made by those people demonstrating great compassion to the poor and marginal groups reflect the kindness of human nature and also the degree of civilization of society.Charity should be about the voluntary engagement of all people instead of a public affair promoted only by the government.Therefore,the issue on how to mobilize citizens into charitable engagement is more significant than the issue of how governmental agents promote charitable activities.With this understanding,we expose the problems in the operation of a state-directed system in China as it relates to charity.At present,this system plays a dominant role in determining the developmental process of charity in China.However,this system also suffers from widespread criticism among the public through channels like mass media due to various charity-related incidents that have occurred recently.This study explores the resolutions to these problems and concludes that strengthening civic organizations is the main way of enhancing charity in China. This study looks at the development of charitable organizations and the donation levels in China,but stresses that this development is accompanied with many incidents that have resulted in a strong sense of distrust among the public towards state-affiliated charitable organizations.This feeling of distrust was widely reported in the mass media after the ″ Guo Meimei″ incident and has had a strong influence on people's views towards the strategy of development on charity.To deal with these issues,this work examines the charity situation in contemporary China through empirical studies based on data collected from opinion surveys and through social investigation into the behavioral orientations of these charitable organizations. Accordingly,this analysis consists of three dimensions of study in regard to the value,organizational features and the institutional features of this state-led charity system.We argue that the value system that influences people's view on charity has gradually transformed into a new value system that is in support of public management in charitable efforts.Thus,it is not so much as a value issue but rather an organizational and institutional issue that has resulted in limited public participation in making donations.It is for these organizational reasons that some people complain that it is the lack of transparency in charitable efforts as being the major barrier for this development,but this study maintains that it is the shortcomings of this state-led charity system that is the major obstacle as it restricts the roles of NGOs to perform their charitable actions. Furthermore,by deploying a functional analysis about this state-led system of charitable organizations,the study illustrates several by-functions of the system on the development of charitable activities of civil organizations.This paper argues that there is a crucial need for the state to reform this system in order to modify the role of state in charitable operations.This should be the precondition for coming up with ways to further this development.Through analysis,the study raises policy proposals for strengthening the role of civil agents in the development of charity in China.In order to do so,it is very important to correct a popular viewpoint about the nature of charity;namely that it is an extension of social assistance and therefore should be undertaken by the state.Thus,with a goal of empowering civil agents in charitable efforts,we argue for a change in the governmental function in civil administration in the field of charity.The NGOs should have a space for development in the sphere of charity.
Study on the Construct of Market Orientation of China's Nonprofit Organizations

Abstract:Surviving in a more turbulent environment,Nonprofit Organizations (NPOs) need to be more market oriented. Only in this way can they obtain more resources and serve customers better. Based on literature review,interview,content analysis and pilot study,items for the Nonprofit Market Orientation Questionnaire were developed and targeted to top managers of 223 NPOs across Zhejiang Province in China. The survey data was mainly analyzed with exploratory factor analysis and confirmatory factor analysis. In order to verify the nomological validity,the relationship between nonprofit market orientation (NMO) and perceived organizational performance was analyzed. The results showed that NMO of Chinese NPOs was a multi-dimensional construct,comprised of customer orientation,organizational coordination, intelligence generation, organizational responsiveness and emphasis on surviving. NMOQ (Nonprofit Market Orientation Questionnaire) had high validity and reliability. At the same time, there were significant positive effects of NMO on perceived organizational customer and financial performance. The measurement results showed that the market orientation of sample NPOs was low. During the practice of market orientation, NPOs were more concerned about customer orientation, internal coordination and responsive action, but the information generation and the emphasis on survival have not been got sufficient attention. In the future,the performance consequences of NMO,the factors which influence NMO,and the complex influencing mechanisms among them should be explored.

Abstract:This article is a policy suggestion report on promoting the Non‑Profit Sector in China. It aimed to promote the legislation environment and financial conditions for China's NPOs. The article is composed of three sections the first section explores the necessity for promoting China's NPOs. The second section gives a legislation framework to promote and supervise China's NPOs. The third section is based on above analysis and gives some policy suggestions on solving the financial problem for NPO development.

Abstract:Guilin community volunteer organization has only a short history of development,which causes it to face with two kinds of problems: external problem and internal problem.In the former one,it is involved in legitimacy of its existence,competition for its managerial power,excessive administration,low level of social acceptance,etc.In the latter one,it is involved in shortage of members,simply-organized structure,unspecific arrangement of serving goals,poor managerial mechanism,serious lack and single source of funds,insufficient financial supervision,etc.To resolve these problems,the following two solutions are strongly proposed.The first one,an external breakthrough,is to strengthen legislation,perfect policy and regulations,implement uniform management in community volunteer organization,realize de-administration,improve the level of social acceptance,etc.The second,internal breakthrough,one is to develop specified community volunteer organizations,clarify the goals and responsibilities of the organizations,diversify the channels of financial source,supervise strictly the utilization of funds,etc.

Abstract:Non government public sector is one of the most important parts of the social public sector, including nonprofit civil organizations(usually called NGO or NPO overseas), engaged in all kinds of commonweal and mutual beneficial activities。In this essay we discuss the great influence of NGOs on China's society, and then point out the deficiencies of NGOs. On this basis we indicate that we should enhance training and education of NGOs and also should pay more attention on it in order to improve the capability building of NGOs themselves. Abstract:The legal environment is an important factor affecting the development of the nonprofit sector. The Nonprofit Law Index, developed by Johns Hopkins University's Comparative Nonprofit Sector Project (CNP), offers us a useful analytical framework for interpreting China's non-profit legal environment. This article uses that framework to evaluate China's nonprofit legislative environment and then analyzes the results. Its purpose is to uncover important problems with the regulations and policies guiding the management of China's civil organizations, and to offer several views and recommendations on the quantitative analysis indicator system itself and on China's civil organization management regulations and policies.

Abstract:The current situations,characteristics and existing problems of non-governmental medical institutions in China was summarized through literature review for reference of further research on the strategies of developing non-governmental medical institutions.A large number of non-governmental medical institutions play a complementary role in the health care system at present.However,the amount of medical services in non-governmental medical institutions is still small and existing problems of policy environment,management of institutions and human resource allocation still constrain the development of non-governmental medical institutions.The important research direction for the next phase is to propose target-oriented and operable strategies to guide the rational and healthy development of those institutions.
