Abstract:In the container port performance evaluation, the heterogeneity of input or output measures often exist owing to non-controllable external factors such as geographical location, regional economy, political systems and so on. Therefore, it becomes imperative to investigate the individual input or output measures so as to identify their specific impact on the efficiency of a port. In addition, the purpose of performance evaluation cannot be a mere exercise of candidate ranking. The purpose of this article is to study ways of retaining efficiency and improving on inefficiency. The article utilizes the conventional Data Envelopment Analysis model to test the sensitivity of the individual input and output of a decision-making unit (DMU). For an efficient DMU, we measure how much an input can be increased, or an output decreased, without changing its efficiency status. For an inefficient DMU, we measure how much an input should be decreased, or an output increased, to make it achieve the best practice frontier. The new approaches are applied to the efficiency analysis of 77 global container ports. The results indicate that the number of berths and the capital deployed are the most sensitive measures impacting performance of most container ports. The analysis also reveals that container ports located in different continents behave differently.
Efficiency Measurement of Zhej iang’s High-star Hotel---An Empirical Analysis Based on DEA-Malmquist Index

Abstract:Based on the non-parameter DEA-Malmquist index,this paper analyzes total factor productivity of Zhejiang’s high-star hotels from 2002 to 2011,which is decomposed into efficiency change and technical change.Results show that:Technical change is the main resource of total factor productivity growth of Zhejiang’s high-star hotels,and technical efficiency is in the negative growth condition;Total factor productivity growth of Zhejiang’s high-star hotels shows significantly volatility,and provincial differences;Convergence test results show that,in the overall sample period,total factor productivity growth of Zhej iang’s high-star hotels shows the absolute beta convergence.In addition,based on DEA-BCC model,this paper measures technical efficiency in 2011,and carries out input-output improvement analysis.

Abstract:Traditional efficiency studies using data envelopment analysis (DEA) models considered all resource inputs as homogeneous, which appears to be unwarranted. In this article, we propose an output-oriented, multidivision DEA model considering the heterogeneity of different operating departments in a hotel when measuring its efficiency. Using the data of 21 international tourist hotels (ITHs) in Taipei during 2005-2007, we first measured each hotel's systematic efficiency by maximizing the performance of two different departments (i. e., rooms along with food and beverage) and then we decomposed the systematic efficiency by separately measuring the subsystematic efficiency of each department. Managers of the underperforming ITHs would find the model application and results of this study beneficial in helping them identify the operating department(s) that was causing the inefficiency for the hotel during 2005-2007. As a result, strategies and efforts for tackling the inefficiency could then be proposed by the managers in a more desirable direction. Implications are discussed.

Abstract:This study discusses the comparative efficiency of hotels using integer data envelopment analysis (IDEA), which is an extension to the traditional DEA models. This model is particularly useful when the integer input or output data are used in the evaluation of hotel performance. Specifically, IDEA can identify more appropriate and feasible input and output targets than the traditional DEA models. The empirical analysis of IDEA is carried out based on a data set related to 23 tourist hotels in Taipei. The contributions and managerial implications for efficiency improvement of this study are also presented.

Abstract:In this paper, an input-oriented data envelopment analysis model with discretionary and non-discretionary variables is proposed for measuring the efficiency of international tourist hotels (ITHs). The model considers two outputs (total revenues and occupancy percentage), two discretionary inputs (total number of employees and total operating costs) and two non-discretionary inputs (total number of guest rooms and food and beverage capacity). Variable returns to scale are assumed. Both the proposed and the traditional input-oriented model are applied to measure the efficiency of 21 ITHs in Taipei during 2003-2007, and different efficiency measures and benchmarks are derived to help the management of these hotels adjust more effectively their discretionary inputs to achieve better efficiency. Implications are also discussed.

Abstract:Traditional efficiency studies using data envelopment analysis (DEA) models considered all input and output variables as continuous, which appears to be unwarranted. Some integer-valued DEA models have been proposed for dealing with the integral constraints in many cases, such as environmental performance measurement, Olympics efficiency assessment, hotel performance evaluation and so on. In existing integer-valued DEA models, the focus is on either input-oriented projection of an inefficient DMU onto the production frontier that aims at reducing input amounts as much as possible while keeping at least the present output levels, or output-oriented projection that maximizes output levels under at most the present input consumption. The present paper develops an integer-valued DEA model that deals with input excesses and output shortfalls simultaneously in a way that maximizes both. An empirical example in the literature is re-examined to compare the DEA model developed here with existing real and integer valued approaches.

Abstract:The traditional data envelopment analysis(DEA)model can evaluate the relative efficiencies of a set of decision making units(DMUs)with exact values of inputs and outputs,but it cannot handle imprecise data.Imprecise data,for example,can be expressed in the form of the interval data or mixtures of interval data and ordinal data.In this study,a cross-efficiency method is introduced into the DEA model to calculate the interval of cross-efficiency values,based on which a new TOPSIS method is proposed to rank the DMUs.Two examples are presented to illustrate and validate the proposed method.

Abstract:The perspective of internal structure of the decision making units (DMUs) was considered as the "black box" when employing data envelopment analysis (DEA) models.However, in the actual world there are always some DMUs that are composed of several sub-units or subsystems, each utilizes the same inputs to generate same outputs.Numerous instances can be listed, such as a firm with a few of plants.In this paper we present models that evaluated the efficiency of DMU which is comprised of same several parallel subsystems, the foremost contribution of our work is that we take the different importance of the subsystems into account in the model, which can be obviously distinguished to the existing DEA model.Secondly, since the alternative optimal multipliers may emerge in the model, the efficiency of each subsystem may be non-unique and we simultaneously develop models of efficiency decomposition for each subsystem.At last a case of technological innovation activities of each province in China is used as an example to state the models.

Abstract:Data envelopment analysis (DEA) is an effective tool to measure the relative efficiency of decision-making units (DMUs) with multiple inputs and outputs. This study classifies the outputs into desirable and undesirable outputs, and then presents two DEA models, radial and non-radial models, to measure the environment efficiency for DMUs with undesirable outputs. Finally, two proposed DEA models are applied to evaluate the performance of 26 countries within OECD, in which two inputs (population and total energy consumption), two desirable outputs (GDP and total power generation) and one undesirable output (CO2 emission) are considered, and some managerial implications are demonstrated.

Abstract:This paper focuses on evaluating the operations efficiency of paper mills located on the banks of Huai River in China using data envelopment analysis (DEA). We divide the outputs as desirable (good) and undesirable (bad) outputs and consider them simultaneously. In this manner, we expect to identify the environmental characteristics of efficiency evaluation problem with undesirable outputs. Different from conventional DEA models, a novel model is constructed in this paper to evaluate the performance of decision-making units (DMUs) from both sides of desirable and undesirable outputs. Based on the proposed model, some managerial suggestions for the poorly performing DMUs to improve their efficiency are given. Finally, a practical application on the efficiency evaluation on 31 paper mills is conducted to illustrate the proposed model.

Abstract:Data envelopment analysis (DEA) is a popular mathematical tool for analyzing the relative efficiency of homogenous decision-making units (DMUs). However, the existing DEA models cannot tackle the newly confronted applications with imprecise and negative data as well as undesirable outputs simultaneously. Thus, we introduce undesirable outputs into modified slack-based measure (MSBM) model and propose an interval-modified slack-based measure (IMSBM) model, which extends the application of interval DEA (IDEA) in fields that concern with less undesirable outputs. The novelties of the model are that it considers the undesirable outputs while dealing with imprecise and negative data, and it is slack-based. Furthermore, the model with undesirable outputs is proven translation-invariant and unit-invariant. Moreover, a numerical example is provided to illustrate the changes of the lower and upper bounds of the efficiency score after considering the undesirable outputs. The empirical results show that, without considering undesirable outputs, most of the lower bounds of the efficiency scores will be overestimated when the DMUs are weakly efficient and inefficient. The upper bound will also change after considering undesirable outputs when the DMU is inefficient. Finally, an improved degree of preference approach is introduced to rank the DMUs.

Abstract:Data envelopment analysis (DEA) has been extended to cross-efficiency evaluation to provide better discrimination and ranking of decision-making units (DMUs). However, the non-uniqueness of optimal weights in the traditional DEA models (CCR and BCC models) has reduced the usefulness of the DEA cross-efficiency evaluation method. To solve this problem, we introduce the concept of the satisfaction degree of a DMU towards a set of optimal weights for another DMU. Then, a new DEA cross-efficiency evaluation approach, which contains a maxmin model and two algorithms, is proposed based on the satisfaction degrees of the DMUs. Our maxmin model and algorithm 1 can obtain for each DMU an optimal set of weights that maximises the least satisfaction degrees among all the other DMUs. Further, our algorithm 2 can then be used to guarantee the uniqueness of the optimal weights for each DMU. Finally, our approach is applied to a real-world case study of technology selection.
A DEA-based Two-Stage Network Approach for Hotel Performance Analysis: an Internal Cooperation Perspective

Abstract:In the digital era, cooperation has become a new way of firm operation, but only rarely have studies investigated how internal cooperative mechanisms among departments affect firm performance evaluation. Grounded on resource-based view theory, a two-stage network structure model of a hotel (i.e. operations stage and marketing stage) is presented, illustrating how a hotel consumes internal resources and obtains competitive advantages and market profits. A DEA-based bi-objective model is put forward to evaluate the hotel performance from the perspective that the two internal stages cooperate with each other. To solve the proposed model, an extended augmented weighted Tchebycheff metric and a new algorithm are used. An empirical analysis using data from 68 Taiwanese international tourist hotels in 2011 was conducted, and the results corroborated the theorems and remarks about the proposed model. Abstract:Data envelopment analysis (DEA) is a methodology for measuring best relative efficiencies of a group of peer decision-making units (DMUs) that take multiple inputs to produce multiple outputs. However, the traditional DEA model only aims to maximize the efficiency of the DMU under evaluation. This usually leads to very small weights (even zero weights) being assigned to some inputs or outputs. Correspondingly, these inputs or outputs have little or even no contribution to efficiency, which is unfair and irrational. The purpose of this paper is to address this problem. Two new weight-optimized models are proposed based upon the perspective of cross evaluation. Using the results of an Advanced Manufacturing Technology (AMT) example, it is found that all AMTs are fully sorted. The decision maker can easily choose the best AMT. In addition, unreasonable weights of AMTs are effectively avoided.

Abstract:A characteristic of traditional DEA CCR mode is that it allows DMUs to measure their maximum efficiency score with the most favorable weights. Thus, it would have some shortcomings, for example, the efficiencies of different DMUs obtained by different sets of weights may be unable to be compared and ranked on the same basis. Besides, there are always more than one DMU to be evaluated as efficient because of the flexibility in the selection of weights; it would cause the situation that all DMUs cannot be fully discriminated. With the research gaps, in this paper, we propose two models considering ideal and anti-ideal DMU to generate common weights for performance evaluation and ranking. Finally, two examples of Asian lead frame firms and flexible manufacturing systems are illustrated to examine the validity of the proposed methods.

Abstract:PurposeThe purpose of this study is to evaluate the operational efficiency of 23 four‐ and five‐plum international tourist hotels (ITHs) in Taipei in 2006, paying attention to efficiency improvement using a non‐radial data envelopment analysis (DEA) model.Design/methodology/approachA non‐radial DEA model is proposed to improve the efficiency of inefficient hotels focusing on the output side by allowing for non‐proportional reductions in each positive input or augmentations in each positive output. The model considers four inputs (total number of rooms, total number of employees, food and beverage (F&B) capacity, and total operating cost) and three outputs (guest room revenues, F&B revenues, and other revenues); variable returns to scale are assumed.FindingsThe empirical results show that the radial and non‐radial DEA models provide not only different performance measurements for the corresponding hotels but also different benchmarks from different angles for improving efficiency.Practical implicationsHoteliers or other service providers should find this alternative DEA model helpful and more flexible in re‐examining their resource utilization and possibly reshuffling their resource pool.Originality/valueUnlike traditional DEA studies, which focus on measuring efficiency while ignoring differences among input or output variables, this study pays attention to efficiency improvement by considering changes in output with non‐proportional augmentations to improve efficiency.

Abstract:Data envelopment analysis (DEA) has recently gained popularity in energy efficiency analysis. A common feature of the previously proposed DEA models for measuring energy efficiency performance is that they treat energy consumption as an input within a production framework without considering undesirable outputs. However, energy use results in the generation of undesirable outputs as by-products of producing desirable outputs. Within a joint production framework of both desirable and undesirable outputs, this paper presents several DEA-type linear programming models for measuring economy-wide energy efficiency performance. In addition to considering undesirable outputs, our models treat different energy sources as different inputs so that changes in energy mix could be accounted for in evaluating energy efficiency. The proposed models are applied to measure the energy efficiency performances of 21 OECD countries and the results obtained are presented.

A unified DEA approach for evaluating congestion: a case of hotels in Taipei.

Abstract:Traditional hotel efficiency studies using data envelopment analysis (DEA) admit that the different types of return to scale (RTS) exist, but no one takes the congestion phenomena into consideration. This research constructs a unified congestion approach based on DEA to evaluate the performance and input congestion of international tourist hotels in Taipei. The model presented cannot only judge the input congestion through the result of degree of scale economic but also can calculate the amount of input congestion. In this paper, we apply the presented models for measuring the congestion of 21 hotels in Taipei during the year 2008 to 2009, as well as the relationship among relative efficiency, return to scale (RTS) and congestion. The empirical result indicates that the congestion is widely existed in the entire hotel industry in Taipei. Copyright © 2013 Inderscience Enterprises Ltd.
Data envelopment analysis models or the virtual gap analysis model: Which should be used for identifying the best benchmark for each unit in a group?

Abstract:Decision-making units (DMUs) in a group convert the same resources (i.e., input indices) into the same products (i.e., output indices) at different scales. Performance indices have different measurement units, and their market prices per unit are unobtainable. Data envelopment analysis (DEA) programs employ linear programming to estimate the virtual weight and best slack of every input and output index for each DMU, named DMU-o, to obtain the minimum relative inefficiency against the DMUs. DMU-o reduces each input's slack, the surplus, and expands each output's slack, the shortage, to the benchmark. Each DEA program specifies an artificial goal weight for each performance index. The relative inefficiencies in the primal and dual models are the sum of the weighted slacks and the virtual gap of the total virtual weighted inputs to the outputs, respectively. DEA programs have failed the uncountable attempts to conceive the artificial goal weight equal to the estimated virtual weight for each performance index; therefore, they have incomplete solutions that some of the slacks could not be aggregated into the efficiency score. Our new virtual gap analysis program assesses DMU-o comprehensively. The four-phase procedure ensures DMU-o has the achievable best benchmarks for implementation and its compatible best peers to learn. Each DMU is a point in the 2D geometric intuition of the virtual technology set in assessing DMU-o. The best peers and the improved DMU-o are on the best efficiency boundary. Inefficient DMUs are situated underneath the boundary.

Abstract:Data Envelopment Analysis(DEA)is a mathematical programming approach,which has been widely accepted as an effective tool to evaluate the efficiency of a Decision Making Unit(DMU) relative to other DMUs.Traditional DEA approaches usually treat the evaluated DMU as a 'BLACK BOX' and ignore its internal mechanism.This paper will advance a DEA-based method to evaluate the performance of a two-stage serial production system with consideration of its internal mechanism.Actually the advanced method in the paper is a special form of a Network DEA model,different from the pervious works but indeed helpful for managers to find out the reason and improvement of inefficiency for any two-stage serial production system,such as a supply chain.
