Abstract:As a developing country, industry modernization is a major task for China. In information edge, however, the process how to realize industry modernization should take a special way compared with the way taken by the developed countries, i. e, to put them in a right positions about industry modernization and informationization. Abstract:As a new type of economic and social development model, integration of the industrialization and informatisation (The Integration) has given rise to broad attention in China. China has formulated a development strategy for the integration, that is “Developing modern industry system, vigorously promoting the integration of the information technology and industrialization”. However, we may ask: what’s the integration? At the moment there’s no general consensus on this topic in the theoretic fields in China. We observe that the current focuses are mainly zoomed in the macro-aspect in exploring the path of the integration, its feasibility and other related issues. In our view, and we are afraid that this macro approach may lose sight of the problems of property rights in the integration process. In fact, the industrialization and the informatisation have their own unique attributes, and they form different property rights structures. This thesis focuses on the property rights structure, and then explores the IP dilemmas in the integration process in China. Finally, we propose some specific approaches to resolve issues arisen from the process, such as the establishment of legal mechanisms of property rights, innovation and licensing mechanisms, information security mechanisms, etc.

Abstract:By focusing on the Chinese official discourse of "neoindustrialisation" published on the People's Daily, this article not only provides an understanding of the Chinese official understanding of information society and information economy, but also foregrounds the issue of information in China's conflicted reintegration with global capitalism. This article argues that, deviant from the Western discourse of post-industrialism, the neo-industrialisation strategy promotes a coordinated effort to both "industrialise" and "informationise" the economy. Moreover, pragmatic concerns with China's realities, including unfinished industrialisation, structural unemployment and the domestic demands for all-around national development, all find echoes in the discourse of neo-industrialisation. By providing a political-economic contextualisation of this discourse, this article also strives to provide an insight of the most recent plan of forming a "super" Ministry of Industry and Information Technology in the Chinese government, which was announced in March 2008.

Abstract:Based on China's reality and the global trend of information, the 16th CPC National Congress clearly put forward the new-type industrialization concept. China's information is to be carried out under the condition of the immature industrialization. To accomplish information, we have to attach much importance to these initial conditions such as the relatively backward and multilayer productivity, which not only embodies in agriculture but also in industry and information industry; the irrational industry structure in which tertiary industry still plays a small role and agriculture and manufacturing industry are still dominate the niches; backward economic system and mechanism which are reflected as monopoly and high entry barriers in certain areas and in these areas competitive mechanism is never allowed to play a due role; inadequate culture evolution reflecting in that credit relationship is not established yet which is critical to the Internet-based information society; imperfect rules and policies including related credit regulations and laws, financial regulations and laws, privacy protection policy, intellectual property protection laws; the lower and unbalanced level of education which not only reflects in primary education but also in information education, and unbalance mainly reflecting in gap between city and rural areas, the east and the west of China. A survey of national information level also shows that there is not a single west province ranking among the first 10, but the last 4 are all the west provinces. To avoid unfavorable path dependence, therefore, the author suggests some aspects worthy to be considered for governments' reference in making decision. Firstly, government should heighten their awareness, have a long plan for the future and take full consideration of differences between China and western developed countries. Secondly, they should make full use of market mechanism in resource allocation, lay stress on the key points and give full play to comparative advantage. Thirdly, they should make best use of the advantages and bypass the disadvantages and appropriately deal with three relations, these relations are: the relation between development of hi-tech industry and traditional industry, the relation between capital-intensive industry and labor-intensive industry, the relation between the introduction of foreign advanced information technology and China's independent development. Thus, a smooth progress of information can be achieved.

Abstract:The developmental trends of China's industrialization and urbanization were good during the period of the tenth five-year plan. During the ninth five-year plan China's industrialization process evolved from the first phase to the second phase of middle-stage industrialization. Compared with industrialization, China's urbanization has developed more rapidly. In the future, China's industrialization and urbanization will face many problems, including lack of capability to self-innovate in industrial technologies, significant limitations in natural resources, heavy pressure from employment and population migration to nonagricultural sectors, an imbalance in development among regions, an imbalance in quality and quantity of urbanization development, lack of coordination of urbanization and industrialization, significant numbers of employees of village and township enterprises "waiting for urbanization," and farmers migrating to cities for employment. These are profound problems requiring resolution. Continuously promoting China's industrialization and urbanization will become more costly and difficult. During the period of the eleventh five-year plan, China will undertake important projects, such as promoting China's capacity for self-innovation, optimizing the industrial structure, transforming the means of economic growth, coordinating development among regions, cities, and rural areas, increasing migrant-worker income, promoting urban-management levels, and developing tertiary industries.

Abstract:Nowadays, industrial planning in urban planing is doubted for several reasons such as the lack of maneuverability, which plays a strategic role in building up the harmonious society. The research of our national industrial planning mainly contains the theoretic connotation, direction of industrial structure, layout of industrial planning, coordination and integration of regional industry. However, these studies haven’t formed a complete theoreticsystem. Abstract:Because whether China can change the role on global stage has important means in the background of information technology revolution, this paper discusses the development countermeasure of China. Abstract:To review the long procedure of China's informationization efforts and take a sample of its status quo, CEO & CIO China, in perfect cooperation with the Research Team of CIO Leadership Power, Guanghua School of Management, Peking University, carries out a year-long survey of large scale. Through case study, the research aims at investigating roles of informationization playing in 9 major industries of China, including consumer good manufacture, electronics & telecommunications equipment manufacture, heavy-machinery manufacture, financing & banking, retailing & circulating, logistics, and aviation, healthcare, government and telecommunications, thus getting better understanding of the evolutional phases and application levels of informationization in China. We find in the survey that working focus of information system building and road of its development varies between industries. Roles played by informationization are different too. In those highly dynamic and information-intensive industries with fierce competition and well-developed market economy, informationization is of better use. Informationization platform of leading enterprises stimulates other corresponding ones within the same industrial chain to follow suit. As a world manufacture center, China has a higher level of informationization application in manufacture industries, which tallies with its status. On the contrary, for service industries, they are facing tremendous pressure from their oversea counterparts, particularly in financing & banking, telecommunications, and aviation which used to be relative industrial monopoly. They need some in-house driving force for informationization to achieve transition and speed up development For those industries that are closely linked with people's daily life, such as retailing, hospitals and government agencies, they also place informationization on the agenda. Therefore, it is very important to study development levels, differences and roles of informationization in various industries, so as to understand limits and trends of informationization in industries and work out strategies and policies for informationization development in organizational levels.
