On Legitimacy of China's Professional Development Policy for College Teachers

Abstract:College teachers' professional development is an important issue that the policy makers and executors in education must face since the popularization of higher education in China.From the perspective of the value return,there exist some problems with the legitimacy of the policy for college teachers' professional development,including inadequate consideration of both short-and long-term interests,improper handling of the relationship between the administrative power and the academic power,insufficient attention paid to the real needs of college teachers,and unreasonable external policy environment for their career development.Exploration of the legitimacy of the policy makes it necessary to face the fact that making and implementation of the policy must be in line with the internal logic and law of teachers' professional development.
