Abstract:With the methods of documentary,questionnaire survey and mathematical statistics,taking Hangzhou as an example,urban community sports management system in Chinese economically developed areas is researched.The major problems existing in community sports management system are analyzed.Restriction factors and innovative factors of the urban community sports system reform are researched.On the basis of current sports system reform,according to the management system of our community and the relationship between the management departments of community sports and the practice of community sports activity,a new management mode for community sports is put forward,which consists of the strong government and big society.

Abstract:This thesis explained the necessary and reformation inevitability of administration management of our national urban community sports. It revealed the problems of lack of contact in management body, the different subjects being managed, the shortcomings of the social sports organizations being brought up by the government, the lack of laws for the function adjusted and administration management. It also put forward some reformation measures based on the setup and the correlation of institution in administration management, such as the management power being settled on the street district, strengthen the contact of management body, put in order the relation between the street and resident committee, put forward the socialization of sport and the change of sport industry, enhance community sport legal system construction . At the same time, it set eyes on the difficulties about the reformation.

Abstract:To improve the operational management benefits of large-scale sports venues, the literature data method, questionnaire survey method, and comparative analysis method were used to study the planning and management of large-scale sports stadiums in China. From the macro external environment, the micro external environment and the internal management of the venue, the opportunities and challenges of China's large stadiums were analyzed. Corresponding countermeasures to improve the efficiency of venue operation management were proposed. The results show that the proportion of business structure of large-scale sports stadiums in China was unreasonable, and the ontology management was in a polarized development trend. The venue utilization rate was generally low. In addition, the operational management benefits of large-scale sports stadiums in China were affected by the micro-external environment and the internal conditions of the venues. Therefore, this research has important reference significance for the operation and management of stadiums.

Abstract:The management of sports venues has undergone a series of reforms since the People's Republic of China's establishment in 1949. The reform of management right is especially significant. It reflects the government–enterprise relationship and logic of government action. Utilizing the perspective of the government–enterprise relationship, this study systematically reviews the reform model for sports venues to incorporate Chinese characteristics. The aim of this study is to understand the relationship between the People's Republic of China's government and the market through the reforms implemented for the operation and management of sports venues. According to the study, the development and reform of sports venues in China has experienced government centralization, devolution, decentralization, and cooperation. The reform of sports venues' operation and management follows a “market-oriented government-led” model which reflects the government's logic. It is concluded that a “market-oriented government-led” model is essential for the promotion of comprehensive reforms for sports venues with Chinese characteristics.

Abstract:Supporting policy is one of the important content of the public sports venues reform,which has a significant effect on the success or failure of the reform.The public sports venues reform can borrow ideas from cultural system reform in terms of the supporting policies.Based on the characteristics of the public sports venues reform,the paper puts forward some suggestions.For example,the central government agency should establish unified plan and each ministry should work together to carry out the plan.The Ministry of Finance is responsible for the examination of the transformation of venue assets.The State-owned Assets Supervision and Administration Commission is responsible for the regulation after the transformation.The Ministry of Finance increases capital investment to guarantee the legitimate rights and interests of the workers.The paper also suggests to unite other ministries to formulate preferential fiscal and tax policies.

Abstract:Large-scale sports stadiums are an important part of China’s sports stadium system and an important material basis and prerequisite for China’s basic public sports service system. This paper aims to establish the evaluation index system by exploring the utilization of large stadiums and gymnasiums under the background of sustainable development and to provide important reference for the construction and utilization of stadiums and gymnasiums in the future. Using literature methods, quantitative statistics, analytic hierarchy process (AHP), and other methods, focusing on sustainable use, this study develops a postgame utilization evaluation system for large stadiums, considering the design, construction, operation, and management of the stadium. This paper identifies 5 first-level indicators, 13 second-level indicators, and 38 third-level indicators, which mainly included five aspects of comprehensive performance, service level, environmental performance, economic performance, and venue maintenance. The AHP method was used to determine the index weight coefficient, thus forming a sustainable use evaluation index system for the large stadiums. Finally, taking Bengbu Sports Center in Anhui province as an example, this paper makes an empirical analysis.

Abstract:Stadiums that are solely used for athletic competitions can lead to a desolate post-event environment and the waste of resources. However, China still lacks systematic research on the integration models of and paths between stadiums and commercial spaces. This study identified models of stadium and commercial space integration, analyzed the associated factors, and proposed a development framework. The research methods included literature review, case data collection, pattern induction and expert interviews. By analyzing 58 cases, this study summarized eight models for stadium-commercial space integration; analyzed the correlation between different models and development types, land use environments, and business configurations; and conducted in-depth analysis of two cases. The findings indicate that an open mindset during the development stage can promote the emergence of new models, utilizing the land environment during the design stage can improve stadium utilization rate, and a multi-business configuration during the operation stage can promote the formation of urban vitality. A development framework is proposed, which emphasizes the collaboration of all stakeholders to optimize every step of the decision-making, construction and operation processes. These findings contribute to identifying development directions for stadiums in China and provide practical methods for the transformation of stadiums into dynamic urban complexes.

Abstract:In this paper, the framework and subsystem detailed design of LSSIMS (Large Sport Stadium Information Management System) is proposed on the basis of main function-demand analysis. After the main function demand is analyzed under 6 iterative stages, the overall framework design of the system is proposed on the basis of the principles of frame design. Then the LSSIMS is divided into the subsystems including the gateway websites, ticketing business subsystem, fitness management subsystem, online interactive subsystems, commercial operation subsystem and advertisement management subsystem. Finally the subsystems are designed individually by adopting the middleware technology and the thought of multi-level, loosely coupled and open design. Through the later stages of detailed design and full system development, it is showed that based on the framework design the LSSIMS provides managers with detailed statistical analysis, decision support and standardization interfaces, which can make good social benefits.

Abstract:With the goal of accelerating urban development, reducing government pressure and improving the efficiency of sports venues along with the planning construction of sports venues in cold Northeast region, the article summarizes the technical strategy of venue arch-design by the analysis of its function in forming and evolution of the cities based on city management background. It provides the theoretical references in avoiding investment risks and post-game usage of large sports venues. The article includes three aspects. From a macro point of view, it proposes a planning concept for accelerating urban management, to determine the complex interactions between stadiums and the city's overall development; from a meso point of view, it discusses the high efficient operation as well as the development strategy through comparison and analysis of the different business investment models of stadiums; from a micro point of view, by comparing and analyzing different morphology and function space of stadiums, it summarizes some compound design strategies to improve space usage.

Abstract:Introduction. The opening of university stadiums and gymnasiums to public can alleviate the contradiction between supply and demand of mass fitness service and improve the allocation of university sports resources. It also has the function of promoting the reform of college physical education and improving its popularity. Purpose. The current management model of university stadiums and gymnasiums in Henan province is relatively backward, and the lack of management talents and management funds restricts the scale and efficiency of the opening of stadiums. The purpose of the article is to outline general problems in the management mode of university stadiums and gymnasiums in Henan province and provide possible solutions. Results. To meet the needs of daily teaching, it is also necessary to meet the needs of marketization of sports venues with the opening of college sports venues. This puts forward higher requirements for the construction, reconstruction, expansion, maintenance, security and service of the stadiums. This requires a lot of manpower, material and financial resources, and will greatly increase the operation and management costs of college sports venues. However, the current provincial financial support is the main source of capital investment required for the operation and management of college sports venues in Henan Province, in addition to the school's self-raised funds. Due to the relatively low proportion of college sports funds in the provincial education funds, the investment in the construction and maintenance of stadiums is insufficient. The income-generating ability of universities is also limited, so the sports funds of most universities cannot meet the financial needs. The management mode of university stadiums and gymnasiums mainly includes four categories: independent university management mode, contract management mode, entrusted management mode and corporate management mode. Independent university management mode lacks management flexibility. Contract management mode can improve the utilization rate of stadiums; however, the cost of venue maintenance will increase. Under this mode, ownership and management are separated. Entrusted management mode had smaller degree of separation between ownership and management. Corporate management mode requires higher management level. At present, many universities in Henan Province mainly adopt the self-management model which has certain limitations. Therefore, it should be supplemented by the introduction of the other three models and be further compatible with modern Internet technology. As a result, a completely new model of opening up management is developed. Conclusions. To diversify current management models and establish a "people-oriented" management concept universities in Henan Province should appropriately introduce market models such as entrusted operation, contracted operation and corporate operation on the basis of independent management. More professional service concepts will be introduced to improve service awareness and adapt to changing market requirements through cooperation with society and enterprises. Appropriate market research on and off campus should be conducted before the venue is open.. On the basis of fully considering the needs of consumers, combined with the actual situation of universities, reasonable opening methods, opening facilities, opening hours, opening prices, and number of exercisers of sports venues can be determined. Finally, service-oriented modern management concept will be established. In this way, the dual goal of improving the quality of physical education in schools and taking into account long-term benefits can be achieved.

Abstract:This essay uses questionnaire research and on-the-spot interview,aims to survey and analyse the public sports facility construct situation of Shanghai which contains municipal、district、 street(town) and community(village),sum to 18 districts.Research shows that the public sports facility construct in all the districts need to improve the connotation;With the background of population boom,the construction of public sports facility is in high demand,and layout and design need to be perfect;Large-scale municipal stadiums basically meet the requirements of international standard;Middle-sized district level sport centers need to make balance between gymnasium,stadium,swimming pool ;The quantity of small size street level fitness center is low and the development should be taken into account;The miniature level community sport spot like JianShenYuan has set up a network system basically,and county area construction is not balanced.

Abstract:Recently, the digital operation and maintenance of large-scale public venues have received increasing attention. The traditional building automation system (BAS), which can only provide information in a non-visualized way, is incapable of meeting the complex requirements of modern operation and maintenance. Therefore, a 3D-based building information modeling (BIM) technology is needed to improve operation and maintenance efficiency. In the paper, a BAS-to-BIM combined strategy is introduced, and the BIM-based maintenance object framework for large-scale public venues is re-built. The conversion method and lightweight method for the BIM maintenance model are introduced and a new type of public protocol, which can be used to attain a unified protocol layer that serves the BIM model, is proposed. In addition, this article presents the application of technologies, such as virtual/mixed reality, to improve the convenience of operation and maintenance. Finally, a practical project of a snow-sports stadium is given as an example to elaborate on the benefit of the proposed method. It indicates that the functions, for example, information integration, visualization, and positioning, introduced by BIM technology can effectively improve the quality and efficiency of project operation and maintenance.
