On the Benefit Attribution and Its Policy Connotation of Urban-rural Medical Security System

Abstract:This study conducted from the perspective of cost compensation mechanism of integrated urban-rural medical security system has the following findings: high risk group benefits more than low risk group,and high income group benefits more than low income group.Rural residents benefit more from the medical security fund compensation than the urban residents and this will not result in the so-called rural-help-urban that people are concerned with.Moreover,in the areas where the integrated form of self-chosen insurance,the insured residents can obtain higher medical subsidy,and such a form of integrated security is advantageous in narrowing the gap in the medical compensation between the high income and low income groups as well as between the rural and urban groups.
