Abstract:The big country consciousness and the cultural superiority complex are the high cultural motives of China to join contemporary international organizations. But China's attitude toward and evaluation of the existing international setup and international system in accordance with its ethical and cultural tradition reflect its plentiful lack of theories. Even the theories it has are less sound and less convincing in interpreting such relationships as power and equality, duty and rank, cooperation and intercommunity, and conflict and intervention. To demonstrate the modern advantages of its culture worldwide, therefore, China must break through the constraint of its conventional thinking and participate theory-consciously in the construction of the new international system.

Abstract:Following the trend of quick development of international organizations, China has to find out her cultural orientation in her closer cooperation with international organizations. First, China should actively join different kinds of international dialogues, to advance cultural “taking” and “giving” simultaneously. Secondly, emphasize the dynamic study of “idea strategy” and the construction of “cultural politics”. Thirdly, truly comprehend and well explain the contemporary value of Chinese cultural tradition, based on the deep understanding of the practical demands of modern world and China's national interests. For example, we should exploit more theoretical space on the issue of “human rights” and “sovereign rights”. Considering the peaceful international communication, the studies of “evolutionary learning”, “communication and human behavior”, “intercultural conflict”, are good sources of inspiration.

Abstract:Since the adoption of the reform and open-up policy in the late 1970s, China has been increasingly integrated into the international community, and multilateral diplomacy has become an important stage in its international relations. This paper attempts to approach China's multilateral diplomacy from the perspective of international public relations. After some conceptual explorations in the first part, the author goes on to discuss the international public relations strategies that can be employed to improve the overall efficacy of China's multilateral diplomacy. Such strategies include the formation of a new coordinating institution, the improvement in discursive competency, the proper usage of international media, and the more active involvement in international non-governmental organizations.

Abstract:This paper includes three topics: The first is the characteristics and trend of the grand change of global politics; the second is the issue of China's international position today and in the future; the third is a brief discussion on China's grand strategic choice. After analyzing the evolution of world politics in the past three decades, the author summarized five basic characteristics of global political changes. During this time period, China has kept trying to change itself and as a result the whole world. The relationship between China and the world is undergoing accelerating historic changes that have propelled China to constantly rethink its international position or national identity. This paper summed up China's international position from four aspects. Regarding Sino-US relations, the author believes that it is necessary to draw three lines to avoid misjudgment on this bilateral relationship. The United States and the whole Western world have indeed brought about clear strategic, political, and security challenges to China. But it is both unworkable and unwise for China to base its international strategy on "making the US an enemy." As one of China's strategies, Taoguangyanghui, yousuozuowei (to hide one's capacity, bide one's time, and seek achievements), is still of vital realistic significance and should be held firm and not be abandoned.

Abstract:The importance of the article is the fact or of increasing political, economic, and military power of the People’s Republic of China; the extremely sharp confrontation between China and the United States in foreign policy and economics; political and economic destabilization of European countries in the context of the Ukrainian crisis (2014–2022) et al. The purpose of the article is to show the evolution of a grand foreign policy strategy from 1949 to the present. Since the early 2000s Chinese scientific community and scholars from other countries are discussing new foreign policy concepts, such as China’s peaceful rise, peaceful development, harmonious world, Community with a shared future for mankind, and other modern diplomatic theories and initiatives. There is still a number of interrelated important questions that need to be answered: how China’s grand strategy is being implemented and how effective it is; are the strategies of previous generation leaders Mao Zedong and Deng Xiaoping at present still relevant? The leading method is the historical-comparative one, which made it possible to compare strategies in the Chinese historical focus. The study found significant changes in both diplomatic work and foreign policy practice, which is characterized by decisiveness, activity and is less filled with successive content.
China’s Network Strategy for Seeking Great Power Status

Abstract:Existing scholarship on the rise of China and Chinese foreign policy has largely neglected to explain one puzzling phenomenon-although China's network position in the global economic system has become more similar to that of developed countries, China continues to set its foreign policy from the perspective of a developing country. By analysing the relationship between the environmental possibilities and China's intentional strategy, this article argues that the sharp contrast between China's positions in the international political and economic systems reflects China's 'network strategy of embedded rise'. There are two mechanisms that go in opposite directions and jointly determine China's foreign policy location in the international political spectrum. The first, called the 'structural alienation effect', is that wherein divergence in the centre-periphery positions in the global economic network increases the heterogeneity of two countries' preferences, attitudes, and incentives, and in turn weakens alignment of their foreign policies. However, this structural effect is moderated by the second mechanism, namely, the 'strategic affinity effect'. China's strategy of assuming the role of a 'broker' to connect developing countries at the periphery of the international political and economic networks with developed countries at the centre achieves high 'betweenness' centrality, and so increases its social capital and influence in international politics. This article tests the proposed theory of China's network strategy of embedded rise through hierarchical models that use global trade network centrality data and the United Nations General Assembly (UNGA) votes of 161 developing countries from 1994 to 2012. Our findings show that the globalized world both constrains and enables China's great power status.

Abstract:As China's rise continues to shape its role in international affairs, Chinese international relations scholars are engaging in a lively debate about the country's grand strategy, particularly surrounding whether or not China should abandon the non-alliance strategy it has adopted since the early 1980s. Some scholars contend that a non-alliance strategy cannot safeguard China's national interests in the face of the United States' security alliance network throughout East Asia, and that without allies China's rise will be contained by the US. Pro-alliance scholars, therefore, are especially favourable towards a formal alliance with Russia. However, orthodox scholars in favour of supporting the official position of non-alliance argue that a formal alliance deviates from the fundamental principles of independence and self-reliance that have historically guided China's foreign policy. Moreover, a number of alternative strategies have been proposed to replace or complement the non-alliance strategy, among which are quasi-alliances, coalitions, and strategic partnerships. In practice, whether or not China forms alliances with other powers and neighbouring states depends on its self-defined role within the current international system, as well as its perception of external security threats. Considering both the external and internal constraints it faces, China is highly likely to maintain the non-alliance stance while pursuing other desirable approaches to making friends and partners.

Abstract:This paper is an evaluation of the progress and transition of China's diplomacy since its reform and opening-up. The author holds that in the past three decades China's diplomacy has been undergoing a quiet revolution, the orientation of which is in consistency with the global trend of progress. This is manifested in its more cautious use of military force; more emphasis on market and trade elements; more involvement into international organizations and the process of the making and practice of laws; more attention to foreign studies and institutional innovation; and more stress on making diplomacy serve the people. At the same time, the author also points out some shortcomings, such as how concretely implement the idea of "Harmonious World"; how properly treat certain outside criticism; the lack of mechanism to deal with complicated sovereign disputes; the problem of balancing crucial needs, the feeble respond mechanism in diplomacy as compared with that in US; the increasing gap between limited resources and rising security demands; and the inadequate study on formation of public trust, etc. The author has a favorable view of the transition of China's diplomacy, but he also reveals that it still has a long way to go.

Abstract:Based on related theories of discursive power,this paper analyzes contemporary international financial discursive power by answering 'who says to whom','what to say' and 'how to say' as well as its six essential characteristics.The current international financial discursive power has a hegemonic structure,and has played both a positive role in maintaining international financial order and stability and four negative effects,such as development illusion creation,replacement of truth with false scent,grade arrangement and international authority set-up.The international financial discursive hegemony will continue to keep uni-polar structure in the foreseeable future;China should adopt a rational strategy through communication and dialogue,and take effective measures to improve its international financial discursive power.

Abstract:In international studies, "international systems" is an important concept which refers to an entirety formed through the interactions between various international actors. As the attributes of the interactions are different and so are the attributes of the systems, the international systems conceptually have plural rather than singular attributes. The concepts of power, institutions and ideas explained respectively in the realist, institutional and constructive theories, precisely demonstrate the plural meanings of the international systems. In the traditional ideas about international systems, power politics occupies a dominant position. In the contemporary era, we could no longer judge the interactions between states from the perspective of power politics since international institutions and norms are playing an increasingly important role in international systems. To realize this has great importance for both theoretical researches in international relations and strategic assessments. Therefore, facing the challenges from plural international systems, China can fulfill its goals of national development only when it has a well-ordered arrangement of strategic choices concerning power, institutions and norms in international relations.

Abstract:China's economic diplomacy is caught up in a new dilemma: having unprecedentedly rich power resources while facing increasingly difficult situation.One of the major causes lies in the increased difficulty in transforming economic power resources into concrete results.The erosion of power resources in domestic process and the difficulty of transporting power resources across sectors have contributed to the loss in transformation of power resources into results.Only by clearly delineating national interests,comprehensively employing both grand strategy and tactics,more closely coordinating internally and strengthening external strategic dialogues mechanisms can China's economic strength be properly wielded.

Abstract:AbstractAfter the 2008 financial crisis, discussions at home and abroad on the existing international order, which is based on the United States and the West, and on its future have increased significantly, but most of the relevant research results lack both a workable framework for the assessment of the international order and an empirical analysis of historical changes in the international order. By constructing a relatively complete framework for defining and assessing the international order and examining major changes of international order since 1800, we can provide a list of possible Chinese options, i.e., China is still to be a “builder of world peace, contributor to global development, and defender of the international order.” As long as it is determined that no country can truly block China’s economic growth from the outside, and that China’s economic growth depends more on domestic reform and opening up, what China needs to do is to keep calm, govern itself well while persisting in reform and opening up, and do its utmost to work with other countries and non-state actors to steadily improve the international order for the benefit of the world.

Abstract:The making,changing,and evolution of American international strategy result form both international and domestic factors.From the international perspective,the distribution of power and the pattern of threats are the two main variables defining American international strategy.From the domestic perspective,three variables play a main part in the orientation of American strategic adjustment.They are guiding principle debate between realism and idealism,partisan rivalry between the Republican and the Democratic,and competition of public priorities among different areas.Founding fathers of the United States set up a long-term primary position with regard to American international strategy in the early days of its foundation,and the U.S.attempted two times to change it after the First and Second World Wars respectively.These three periods are critical for us to examine how domestic and international variables interlink in the process of American strategic adjustment.The pattern of interlink between domestic and international factors can serve as a guide for us to predict scenarios of future strategic adjustment of the United States.

Abstract:How the domestic enterprises in a developing economy formulate an effective strategy in an environment of global competition is half a void not fully touched in strategic management. This significant topic is explored in this paper by the discussion of three interrelated issues. First, we have evaluated the external conditions of such a transitional developing economy as China, on which basis we have identified four key strategic factors-localization, resource-expansion-oriented growth, strategic divergence and collaboration fro competition-that form the basis for the successful strategy of domestic firms. Then, we have applied this four-factor model to analyzing such a special group of firms facing competitive changes as China's high tech corporations. Finally, we have proposed the concept of strategic complexity for future exploration. In addition to making theoretical contributions, we have offered managerial recommendations and the direction in making relative policies.

Abstract:The end of the Cold War, the September 11 terrorists' attacks, preponderance of US power and globalisation have shaped the present world order and posed new opportunities and challenges for China. China's need to fulfill its grand strategy of acquiring comprehensive national power within this external environment and overcome the existing challenges has given rise to its post-Cold War foreign policy strategy. Given the challenges it faces, its primary need is to ensure continuance of a peaceful environment to sustain its reform and modernisation programme. This calls for a foreign policy, which conforms to rather than challenges the existing international order. Yet its policies to advance national interests are already leading to a series of complex responses in both Asia and the Pacific regions.

Abstract:Profound changes have taken place in the field of international relations in terms of international setup,international order and international system.An exploration of the situation from the perspective of international setup may reveal the rich connotation of Chinese diplomacy,which has undergone tremendous changes in the past 60 years.The 60 years have witnessed the process during which China completed her diplomatic transition from carrying out a policy of one-sidedness to the principle of independence,and to the practice of exerting global influence.The paper maintains that changes in the international setup has been a major drive for this transition.Deep changes in the international order and international system have also contributed to the continuous transition of Chinese diplomacy.
