Abstract:During the course of establishment and reform of college personnel system,the matching human resource management mechanism is not yet complete,resulting in the frequent irrational use of talents or drain.On the other hand With the development maturity of the market economy and realization of the popular higher education,the competition of employment in the future becomes more and more furious,one must layout one's professional career systematically in order to keep one's position steadily,The career plan will be a good try in solving problems of human resource management of higher education institutes.The paper emphasizes the system optimization of internal organization of colleges and universities from the aspects of establishment of scientific career development view,sound and high performance organizational culture,perfect performance management system,harmonious interpersonal environment,stable organizational promise,expedite mental obligation and active organizational atmosphere;The paper proposes that the social system outside the organization must materialize the recognition of labor value and respect of human dignity,endowment of academic freedom and development of tower of ivory spirit from material reward to spiritual encouragement and from legal protection to policy preference,which is the important guarantee for effective operation,realization and exertion of system function of performance management system of college teachers.
