The Concerns about the Policy Discourse of Educational Equity in the Late 30 Years in China-- Empirical Study Based on the Working Points of the Ministry of Education

Abstract:By taking the Working Points of the Ministry of Education as research materials, and interpreting the policy documents with the method of bibliometrics, we have studied the concerns of equity of education policy and its trend in the late 30 years in China. The result has shown that urban-rural difference, regional difference, stratum difference and educational compensation have been involved in the Working Points, and the issues were distributed evenly. The concerns about equity issues in education have been extended in the new century. The trend shows that the policy discourse about equity has the characteristics of low-start-point, but fast-promotion. The contents and style of the Working Points have expressed distinct concerns about rural areas, rural education and educational objects in rural areas, which is just the specific reflection of the spirit of document of central government. All of these have indicated that education policy has paid much more attention to the regional equity of education, therefore, educational equity will become the significant component in the discourse of policy.

Abstract:The Chinese imperial examination system has witnessed seven controversies on its reform and abolition throughout its 1300-year-old history. With a historical investigation and classification analysis, result showed that the seven controversies mainly focused on three pairs of contradictions. They are controversies on the content and format of imperial examinations, controversies on choosing talents through imperial examination or recommendation, and controversies on selecting talents through imperial examination or schooling system. The main implications include that the content of national examination should be beneficial to talent selection, the format of national examination should be conductive to efficient talent selection, and the national examination should uphold social equity and fairness and especially should be conducive to social class mobility.

Abstract:The chapter examines academic standards and history national curricula in both the Russian Federation (RF) and Australia. The chapter argues that ideology plays a significant role in defining new curricular and standards policy documents in Russian history in secondary schools. The 2014 history standard suggests that students should be taught in the spirit of patriotism and that patriotism should be the outcome of history classes, celebrating significant military victories. This is a vivid example of the dominant role played by ideology in history education in the RF. The national history curriculum documents and standards exist in schools across the RF. There are two types of officially prescribed documents: standards and curriculum programs. Standards are employed to control and regulate general educational aims and ideas, teaching priorities, and a list of school subjects. Curriculum programs cover specific school disciplines and include at least three components: (a) aims, (b) content, and (c) suggested pupils’ activities.

Exploring the issue of a lack of cohesion in moral education: An empirical study in Chinese primary and secondary schools

Abstract:The purpose of the present study was to explore the issue of a perceived lack of cohesion in moral education in mainland China, and place it in an international academic context, by comparing three student cohorts: grade three and grade six in Primary School and the third year in Junior High School. The study employed mixed research methods; utilising the Chinese Code for Primary and Secondary-School Students as a blueprint for designing a student self-assessment survey. A total of 695 questionnaires were obtained from the three student cohorts, in addition to 25 semi-structured teacher interviews. The findings concur with and add richness to existing policy documents and academic sources. They reveal the perceived symptom of a lack of cohesion in moral education, represented by a U-curve phenomenon based on students' self-assessment survey results, and corroborated by teacher interviews, where the middle-cohort students are lagging behind the other two cohorts. These findings are compared to other internationally recorded 'dips' in moral developmental trajectories. The findings indicate two possible explanations for this phenomenon, and suggestions are offered for educators and policy makers on improving cohesion in moral education.

Abstract:In the post‐Mao era, the Chinese government carried out a series of education reforms to modernise education provision. This paper explores two related aspects of these reforms through comparative case study research in three different school locations within the same region in China. The first focus is upon system reform initiated through decentralisation and financial diversification that encouraged local governments to use multiple channels to improve their education services and resource provision. The second dimension concerns the national reforms for quality improvement intended to transform the examination‐oriented system into quality‐oriented education. Based on the comparative data and analysis, the findings of this research suggest that improving student academic performance in the key state examinations remains the top priority for schools, local authorities, teachers, parents and students. The processes of decentralisation and the development of a competitive educational market have left schools competing for funds and for students in efforts to secure an advantageous position in the education market place. In contradiction with the national policy this has reaffirmed examination orientation within Chinese schools and, as demonstrated by the case study comparison, has resulted in an increasingly stratified education system.

Abstract:In the conditions of international integration of national economies, the construction of education systems is also characterized by a focus on the establishment of uniform international standards. At the same time, each country has its own national characteristics, which are reflected in the construction of the education system, the implementation of training specialists in various fields of activity. Currently, there is an expansion of areas of cooperation between Russia and China. Cooperation takes on new forms and new aspects of interaction. The education system of Russia in the context of changing socio-economic development and the situation in the international arena, changes in interaction with various countries, requires reform of higher education, since it underlies the training of specialists capable of representing the interests of the country in the international arena. The development of international mobility programs for modern higher education in Russia and China makes the problem of studying the specifics of educational conditions in different countries and cultures extremely relevant. The countries have common borders and long-standing ties. They are characterized by interaction in all areas and directions: cultural, socio-economic, political. China is currently actively developing in the field of technology. This makes it possible to use the experience of training specialists, the methodology of organizing training in higher educational institutions and the development of curricula for higher professional education. The educational process should not only contribute to the training of specialists capable of developing international cooperation between Russia and China, but also form an objective idea of the ideological, intellectual, historical and cultural potential of the peoples of these states.

Abstract:The article is devoted to the analysis of the main tendencies characteristic for the development of education in Russia in the past and present. The periods of activation and recession in the activities of the interested departments for the adjustment of international relations in the field of education are characterized. The legislative, administrative and normative documents and materials regulating activity of public institutions and organizations for the development of scientific and educational cooperation with foreign partners and inclusion of Russian educational organizations into the global and macroregional scientific and educational networks are analyzed. On the basis of the analysis of scientific researches of various level and data presented in the scientific pedagogical periodical press of the pre-revolutionary Soviet and post-Soviet periods the conclusion about tendencies development of the theory and practice of modern Russian education is drawn.

E-mail: vikbolotov@yandex.ruThe article describes the key stages in the development of the education quality assessment system in Russia: certification of educational institutions, participation in international comparative studies, implementation of the Unified State Examination (USE) and Basic State Examination (BSE), and the emergence of a community of education assessment experts. The most urgent goals in the development of the Russian education assessment system are seen to be switching to competency-oriented USE and BSE (with the subject-specific component preserved), developing national monitoring studies to compare education quality among regions and municipalities, tracing the socialization patterns of school graduates, elaborating various models of inclass and in-school assessment, and providing tools to measure the individual progress of students. Meanwhile, the lack of competent interpretation of measurement results appears to be the main challenge in education quality assessment.

Abstract:This article examines one major research journal from China and one from the United States. The study compares the two journals with regard to three questions: 1) Who is doing research published in the journals? 2) What are the major issues and concerns represented in the journals? 3) What research methodologies are favoured in the journals? The authors believe that understanding another country's educational research practices, through addressing these questions, can better enable domestic researchers, educators and policymakers to acknowledge the major educational concerns and issues that exist across countries. As boundaries between national borders continue to blur, this understanding can help educational researchers better interpret and present their findings with greater international relevance.
Learning Chinese in Russian Federation Schools: Status and Trends

Abstract:This scientific article is devoted to the study of the Chinese language in schools of the Russian Federation, its status and trends. The relevance of the research topic is due, first, to the growth of the popularity of the Chinese language in the Russia among schoolchildren and students of higher educational institutions; secondly, by strengthening bilateral relations between the People’s Republic of China and the Russian Federation in the context of «power transit» and restructuring of the international situation. The study is based on neo-liberalism, which views international relations as a non-anarchic structure with the primacy of international law, institutions and international trade. The main conclusion of the study is the characteristic of the history of the study of the Chinese language in Russia as cyclical. The practical interest of the Chinese language acquired only at the end of the 19th century and developed until the deterioration of relations between the USSR and the People’s Republic of China, when the orientation of the Chinese language in the Soviet Union changed from practical to scientific. Chinese is taught in schools in the Russian Federation on an equal footing with other foreign languages. The popularity of the Chinese language among schoolchildren is growing every year. Among the key problems of learning the Chinese language in Russian schools are the lack of teaching staff against the background of increased interest, the lack of teaching aids, the lack of native speakers, the concentration on learning Chinese at universities. The scientific novelty of the conducted research lies in the analysis of the history of the study of the Chinese language in Russia from the time of the reign of Peter I to the present day, the comparative analysis.

Abstract:Over the past few decades, the Chinese education system has undergone significant changes, influenced by a number of social, economic, and political factors. This paper provides an analysis of contemporary issues in Chinese education, highlighting key challenges and proposing solutions. A major concern is the intense pressure placed on students to excel academically, which results in high levels of stress and mental health problems. A competitive examination system and societal expectations of success are responsible for this pressure. Additionally, the rigid curriculum and emphasis on ranking have been criticized as stifling the development of cooperative and creative skills. It is underway to reform the curriculum and teaching methods, but progress in reducing academic pressure and promoting innovation in education is inconclusive. While Chinese education faces a number of contemporary challenges, efforts are being made to address these challenges and improve its overall quality and equity. It will be necessary to maintain a sustained commitment and implement innovative strategies to achieve meaningful progress over the next few years.
Analysis and evaluation of sex education in the compulsory education courses in China

Abstract:Objective To analyze the contents about the sex education in the textbooks and the curriculum standards of compulsory education,and to provide suggestions for the future development.Methods With "International Technical Guidance on Sexuality Education" as a reference,the curriculum standards of compulsory education and the textbooks published by People's Education Press were studied,based on the method of Interpretative Structural Modeling (ISM) combined with textbook analysis and evaluation scheme of the University of Sussex.Results In general,seven courses including Chinese contained the contents of sex education,covering five concepts with 19 themes of sex education.Four important themes were not included,namely,sex,sexuality and the life cycle of sex,sex behavior and sex reaction,pregnancy prevention and long-term commitment,marriage and parenting.The discussions on each theme of the two core concepts concerning relationship and values,attitudes and skills were relatively insufficient in depth.The textbooks manifested unevenly to show different sex-related knowledge,focusing more on the relationship and body's growth,and more was shown in the political course and biology ones branched curriculum or arts courses,and a couple of super-standard situations could be found in five courses like biology.Conclusion "Primary and Secondary School Students Sexuality Education Guidelines" should be amended to strengthen the sex education by multi-disciplinary correlation under a clear unified education guideline.

Abstract:This article highlights the processes of education reform in the People's Republic of China (PRC) associated with the transition to a new stage of civilizational development, from an industrial to an information digital society. The main purpose of this study is to analyze the new stage of education reform in China. The following methods were used in the article: an empirical research method, such as analysis of open sources, official documents, publications in the state media of the People's Republic of China, as well as expert assessments of scientists from Russia, Singapore, Australia and island China. The method of qualitative analysis – in-depth interview was also applied. It was noted that there is a continuous search for new approaches to education that would be competitive in the global market, but at the same time taking into account national specifics. One of the main documents referred to by the authors in the study is "Opinions on standardization of the development of educational institutions off-campus", published in July-August 2021 from the General Staff of the State Council of the People's Republic of China. These documents were adopted in order to optimize the education system of the People's Republic of China, which was strongly influenced by the COVID-19 pandemic. The main goal of the "Opinions" is the need to improve the quality of school and higher education, as well as the standardization of extracurricular education in the centers of additional education. These measures are aimed at improving the quality of education in the country. The article provides brief reviews of articles by foreign scientists and highlights the main points of the laws with the main excerpts from a number of provisions on the role of teachers in China. The adoption of new reforms in China, as well as the situation with COVID-19 in the world, affected the activities of foreigners working in kindergartens and additional education centers, who remained inside the country during the pandemic. This law imposed a complete ban on the activities of educational institutions, thereby leaving foreigners without a basic source of income abroad. This article presents a number of in-depth interviews with young professionals with experience in teaching foreign languages in China. The interview was conducted on the condition of complete anonymity, all the names in the article have been changed. It was found that the information received from the respondents has a certain value, as it allows us to assess how the reforms in the field of education have affected not only the Chinese themselves, but also foreigners working in China. During the interview, the main conclusions were drawn, presented in the form of graphs and diagrams that allow you to visually assess the results of the study. This article covers the events that have been taking place in China since the summer of 2021 to the present day, this is its scientific novelty, since "Opinions" have introduced a number of significant changes into the Chinese education system that have not yet been fully studied, and their impact on Chinese society has not been fully revealed.

Abstract:Purpose: Focusing on the hot-debating issue of school choice in China, this article aims to present a narrative of the policy interventions, especially promulgated by the Chinese central government during the past 20 years, and to discuss those challenges facing the governments and the society as a whole in the new era. Design/Approach/Methods: This article conceptually approaches the topic based on policy texts analysis and literature review. Findings: This article pictures the historical dynamics of school choice phenomenon and its interaction with the corresponding policy initiatives promoted by the central government. It argues that school choice governing in China basically experienced three stages since the middle of 1990s, namely controlling “choice fees,” promoting equalization and equity as well as comprehensive governance toward greater quality and equity. The effective implementation of these policy measures is gradually cooling down the “choice fever” in urban areas and restoring order for student enrollment in compulsory education, but great challenges are still lying ahead since the problem of school choice turns to be “wicked” in nature and cannot be simply solved within the education sector. Originality/Value: This article contributes to the global discourse of school choice research with much updated information of policy initiatives and the newly emerged situations since 2014, calling for close attention and deeper research from researchers both from China and from abroad.
