Abstract:To promote comprehensive, coordinated and sustainable development of Public rental housing supply, we must solve the bottleneck problems and market defect. As the deepening and development of policy-type finance, China's fundamental realities that economy, market and system are being reforming decide that development finance will play a vital and unique role in quite a long time. It reflects system energy and resources with Chinese characteristics: In the combining of government’s coordination advantage and financing advantage, financing promotes the development of market and system. Through the proposition that the exploration of development finance on promoting the marketability and quality of China public rental housing supply system, we can study and research from the feasibility, the rationality and the specific ways of achieving, and we get the conclusion that: in the case of system deficiencies and market malfunction, building public housing system and the market under the development finance backing is not only a creative way to achieve the Government's target for the balance of the social public welfare and the efficiency improvement about the residential services, but also exploration and practice for development finance to expand new function domain through the integration of system resources to obtain profit.

Abstract:With the proposal of new urbanization strategy in China, people-centered urbanization turns to be the core, and the housing problem of the urban population becomes extremely important. In order to satisfy the primary needs of families with financial difficulties among the urban population, Chinese government made a great effort to establish a housing security system. However, actual execution process deviates from the original intention of the system. Local government as a dual agent of the economic development and housing security, it is not only to pursue efficiency mechanism, but also to meet the legitimacy mechanism. Under the incentive of efficiency mechanism and restraint of legitimacy mechanism, local government carries out the “goal displacement” in the implementation process of the housing security system. Therefore, this paper studied on the mechanism of housing security system, and further provided policy suggestions to the development of affordable housing in China’s urbanization process.

Abstract:This paper discusses different allowance strategies of affordable renting house,and concludes the standard for making choice under specific social and economic situation.By constructing optimization model,allowance strategies of 281 cities are estimated.It points that more than 70% of the cities shall be guaranteed by provision of low-rent homes at present time.The result indicates that provision of monetary subsidy,the presently main way,is not reasonable for the social economic situation in China.Based on international experiences,the paper researches the options for affordable renting house.

Abstract:Urbanization and industrialization have achieved great promotion since market economy was adopted last century in China. City, the most important carrier to support urbanization, of course, realizes quality and quantity optimization on production factors such as population, land and capital. Whereas, housing inequality becomes serious due to urban-rural dual structure during urbanization. People pay more attention to floating population urban housing problems than before. Based on new-type urbanization, the paper firstly analyzes indemnificatory housing’s difficulty in construction as well as its implement and combines the reality of commercial residential building in stock, utilization to justify the rationality of housing vouchers policy. Finally, for the sake of easing urban housing problems, the paper puts up an idea and constructs floating population urban housing purchase system via housing vouchers, where containing housing vouchers financial channels, subsidy objects and cash approaches.

Abstract:Rapid urbanization has transformed cities by improving the quality and quantity of production factors, such as population, land, and capital gain optimization. However, housing problems of the floating population (liudong renkou) have seriously increased during the urbanization process. This study reviews the history of indemnificatory housing development in China and explore its effectiveness in the context of sustainable urbanization. Difficulties in the housing subsidy policy are identified, and an optimization-based framework for housing subsidy system that focusing on housing voucher is designed with the consideration of capitation grant, occasion for implementation, cost estimation, implementation procedure, and supplementary policy. The appropriateness of the housing voucher policy was tested on Zhejiang Province, and expert interview was conducted to evaluate the proposed housing subsidy system. This study provides an effective alternative housing subsidy policy which can facilitate the settling down of floating population in cities and also contribute to sustainable urbanization.

Abstract:Low-rent housing is the most basic level of China's multi-level housing system.But due to the absence of an effective exit mechanism,the flaw in the design of the access policy,and the sluggish circulation of the entire housing security system,there has existed in major cities a prevalence that most people go into the system but not come out.From the overall perspective of the low-rent housing,the government is to improve the mechanism of admittance to the system,to build the withdrawal mechanism under the dynamic supervision,and to advance the multi-level housing security system.

Abstract:Housing security is an essential part of social security which is concerned by government and academia. Depending on the subsidies targeted, we summarize the key points and the effectiveness of housing subsidies in mediumand low-income households (MLIHs) of United States, United Kingdom and other developed countries. It is concluded that"Brick Subsidy"could tackle the overall lack of housings; however, "Head Subsidy"may be a better policy when the housing shortage eases. The main housing subsidy of China is"Brick Subsidy"which plays better results under the circumstances of current housing shortage. Thus, according to the experience of developed countries and the efficiency of policy, the housing subsidy in China may concentrate on strengthening the"Head Subsidy"while gradually weakening the subsidies to suppliers.

Abstract:Urban residential land supply is both driven by and significantly influences urbanisation processes, the optimisation of which are necessary to address housing issues. At present, China's urban housing system has three major problems, namely a shortage of affordable housing, rapidly increasing prices for regular commodity housing, and an under-supply, relative to market demands, of high-end commodity housing, calling into question the effectiveness of existing land supply policies. This paper first reviews policies governing residential land supply and then considers these policies in light of findings from semi-structured interviews conducted with key actors and a survey of households in Hangzhou, a city of more than nine million in eastern China. These analyses show that although the Chinese government has undertaken steps to reform land use allocation and increase housing affordability in its cities, significant opportunities for reform remain in both affordable and commodity housing sectors. Results from this study aid in formulation of a framework for residential land supply and a dynamic model for reform for Chinese governments to undertake to integrate housing provision across a range of household income and housing type classifications. The model demonstrates how reformation of the residential land supply system through improvements to the elasticity of residential land supply, optimisation of land supply for affordable housing, deregulation of land supply for and taxation of high-end commodity housing will significantly ease housing stress within Chinese cities. Finally, international experience indicates that the Chinese government can leverage revenues to acquire or otherwise support construction of additional affordable housing, with the in helping to arrest housing price inflation while achieving socialist ideals..
Evaluation of Affordability and Accessibility of Public Rental Housing: A Case study of Beijing

Abstract:Effective affordable housing supply calls for affordability and accessibility to public services. This paper analyzes the affordability of eligible households of Public Rental Housing programs in Beijing,using the Residual Income Approach. Result shows that the distribution of Public Rental Housing rent subsidies significantly improves the affordability of low-income households and lowto-middle-income households. While income gap still exists among partial low-income households and low-to-middle-income households. Meanwhile,accessibility to public services,including elementary and middle schools,hospitals and public transportation,is measured based on the spatial distribution of Public Rental Housing programs in Beijing. The result indicates that Public Rental Housing projects are generally located between the fifth ring and sixth ring in eastern,northern and southern Beijing,with relatively poor traffic accessibility and imbalanced distribution of education and health resources. The result reveals the challenging of Public Rental Housing in both affordability and accessibility in Beijing.

Abstract:This paper aims to establish a new integrated analytic framework, within which to analyze the relationship between housing price and household consumption, financial market, and household characteristics (homeownership and credit conditions) to explore how to use these links to help industry optimization and urban development in the long run. The authors first present a behavioral economic model to show the asymmetric responses of consumption to housing price and the heterogeneous role of financial marketization across different household groups. Then, based on China Family Panel Studies (CFPS) 2010, 2012, and 2014, the authors find urban housing price influences some nonessential expenditure items like education, medical, and transportation, but such influence is subject to financial marketization. Further, the positive moderating effect of financial marketization on consumption is significant on homeowners, particularly for those being constrained. However, this moderating effect is not significant among renters. These heterogeneous responses offer meaningful implications for policy makers in formulating relevant long-term economic strategies that not only spearhead industry optimization and financial policy reform but also transform housing wealth into consumption, along with bolstering economic development in China. Abstract:Housing security project is a major measure to ensure and improve people’s livelihood. In recent years, Beijing attaches great importance to the construction of affordable housing, improves housing security policy system, increases the scale of construction, and further optimizes the access mechanism. However, there are still some deficiencies. The housing security legislation is still not perfect. The structure of supply and demand is not balanced. The construction work to be optimized. Fund to support shantytowns is insufficient. Shantytowns transformation is difficult. Beijing should be to accelerate the legislation of housing security, balance the supply and demand structure of protection housing, promote monetization guarantee work, establish a sound financial support system for housing protection, speed up the transformation of shantytowns, and realize the full protection.

Abstract:Acute housing poverty and low housing affordability among low-to-medium-income households have become challenges in the pursuit of a harmonious society in China. Promoting housing subsidies and stimulating investment on affordable housing have been at the center of China’s housing policy. This paper analyzes the correlation of affordable housing program in Beijing with household affordability of adequate housing and accessibility to public services, which include elementary and middle schools, hospitals and public transportation. Economic and Comfortable Housing is studied based on unique database of eligible household and affordable housing projects. We find that the program fails to make housing affordable and accessible for eligible households. The implications of housing policy design in the context of the economic and social well-being of targeted households are highlighted in the study.

Abstract:In 2009,China's urban housing policy and practice was controversial in the context of the economic stimulus program,which attempted to ease the impact of the global financial crisis.On one hand,the implementation of the public housing provision policy has made progress,but is still far behind the expectation due to the reluctance of local government.On the other hand,housing market recovered instantly as a result of the accommodative monetary policy and made a considerable contribution to meet GDP growth goals,although the soaring housing price had substantially driven out the first-time buyers,increasing the instability of the current housing system which relies heavily on homeownership.In the future,promoting the public sector and improving private rental sector should be the key issues of the housing policy in China.

Abstract:Increasing affordable housing subsidies and the efficiency of subsidies is the key of carrying forward affordable housing construction.In this study,we analyze efficiency of demand-side and supply-side subsidy policies based on housing supply elasticity and filtering.We classify eleven cities in China according to the regional supply elasticity and housing filtering,and further discuss the feasible subsidy scheme.We find that different housing supply elasticity and filtering degree could lead to significant variance in efficiency of housing subsidies.

Abstract:With innovative ideas and the spirit of reform,Rizhao municipal Party Committee and government actively explore a new way—monetary subsidies to affordable housing.They adhere to marketing land use,monetary subsidies,the purchased house for owner's living,transparent operation and dynamic management,and as a result they achieve the multi-good results with the satisfaction from the households that can hardly afford a house,real estate developers and the community.Facing the market economy conditions,we can learn from such case as the monetary subsidies to affordable housing in Rizhao how to overcome the arising problems and disadvantages from the reformation,how to determine governments roles and functions,how to implement creatively the party and state's policies,and how to establish a clean government of people-oriented and governing for the people.On these aspects,this case can serve as a reference on government management methodology.

Abstract:In recent years, the number of the China's low-rent housing increases constantly. This growth partially alleviates the growing pressure of tight housing, while the low-rent housing in China is still in short supply. There are some flaws in the exit mechanism of China's low-rent housing, which caused that a large number of low-rent housing can not be recycled. Therefore, the effectiveness of the low-rent housing's original protection didn't fully reflect. This paper, according to the data in China Statistical Yearbook 2004-2010, discussed the difficulties and causes of the exit mechanism for low-rent housing in China, and gave the reasonable policy recommendations. to improve the low-rent housing exit mechanism by analogy analysis and game analysis.
