Abstract:Community co-management for the forest resources,being an entire process of management to combine development of ecological productivity and improvement of economic productivity,has been widely confirmed.From the view point of economics,there are three main theoretical supports which are the arrangement on property rights in the initial phase,the resource allocation in the planning stage and the monitoring and evaluation in the implementation phase to develop the community co-management according to different stages.In recent practice of forest management in China,community co-management has become the trend of localization.So the measures of increasing the coupling degree are as follows: protecting collective property,strengthening government capacity,establishing a mechanism of motivation,changing management system and establishing a system of participatory dynamic monitoring and evaluation.

Abstract:This article analyzes the application of co-management in establishing and zoning nature reserves, explains two types of participatory models, explains the main content and steps required to implement a co-management program, and suggests future direction of co-management. In China, great progress has been achieved since 1956 when the first nature reserve was established. However, conflicts between nature reserve officials and community members, and differences between conservation and utilization of natural resources suggest that the traditional community affair model is unfit to some degree. A more workable and economically sustainable model is recommended. Co-management appears to be the preferred management model. International conservation organizations have carried out projects in Chinese nature reserves in recent years, and co-management is thought to be an effective approach to resolve conflicts coming from community and to improve nature reserves management.

Abstract:This paper introduces the situation of community co-management (CCM) of nature reserve (NR) and describes the evolution of community management in Yunnan province.The paper evaluates the implementation result of CCM and points out some existing problems which involve the management of fuzzy concept,conflict objection,achieve the management system of unite duty,power and benefit with difficult,the function of administrative is not obvious et at.Based on the problems,this paper proposes suggestions on CCM that develop scientific operation mechanism,improve the forest property rights in Yunnan province to achieve the goals of unite duty,power and benefit,bring community into full play,coordination the relationship between the NR authority's functions and community economic development.

Abstract:Development theory holds that development is both a process of social changes and a technical problem in resource management and social engineering.The theory of value conflicts which is the foundation of development theory holds that the process of development always faces the problem of obtaining interests.The ethics for a harmonious development of nature and community under the condition of social justice is the core for the management of nature reserves.Nature reserves play an important role in the protection of bio-diversity and eco-system.The resources in the nature reserves are the basis for the protection of the ecosystem and the foundation for the survival and economic development of the local people.The control and ownership of the resources is the major cause of the conflicts in the nature reserves and the surrounding areas.These problems are locally special and nationally universal.Thus,the study of the sustainable development of the community co-management model in the nature reserves of Yunnan has much practical and theoretical significance.

Abstract:To meet the requirements of economic development and protection,the protection of the natural resource conservation should on the premise of reasonable exploitation and utilization.This paper researched on the basis of investigation between reserve resources protection and circumjacent community economic development,summarized the domestic scholar's research achievements in China,firstly analyzed the present situation of nature reserve and the circumjacent community development,then analyzed the common problems of Chinese nature reserves of natural resources protection and community management.Lastly reviewed the Nature Reserve and the coordinated development of community that China's future experiences,natural resources protection and community of harmonious development direction are:(1)develop the common management and community,(2)improve Nature Reserve,management policy,(3)share benefits fairly,(4)establish and perfect the mechanism of ecological compensation.

Abstract:Many scholars have paid their attentions on how to resolve the contradictory between the protection and development.Externality characteristic of nature reserve was analyzed from a special view point of public goods in this study,furthermore,the influence of the externality characteristic on the protection and development was discussed as well.An effective way to deal with the contradictory of nature reserve was found based on the theoretical aspect and the externality characteristic aroused from nature reserve,which are clarify the rights of natural resources,establish complete eco-compensation mechanism,increase fiscal supply and share the benefit of nature resources.

Abstract:Biodiversity in China faces increasing pressures and threats from communities within or bordering natural preservation zone. People and communities use natural resources and often overuse them. It is proved that developing methods for integrating communities into nature reserve management is wise approaches for addressing community development and conservation dilemma.Based on the brief introduction of the meaning, origin and bringing into effect process of community co-management, the study is carrying on the case of DaWan village in Mountain TaiBai, as a new kind of model in resource management. It can alleviate efficiently the conflict between development within community and resource protection in our country. But some problems such as low participation in communities, neglecting participation for the women and the poor, low ability for accepting new technology and so on, is obvious.Combining with the practice in our country, community co-management will be made use of by ecological tourism; some matters must be paid attention.(1)To reinforce the policy and law in co-management as soon as possible, stability basis will be built for ecological tourism.(2)Provide incentives, people need incentives to participate in any resource management plans or community development projects.(3)Development by themselves in communities must intensified.(4)A lot of support should be strived for from local government in field of policy, taxes, and abundance financial budget for communities participation in ecological tourism.(5)Manage mechanism about conflict must be effective.

Abstract:The green development concept and the construction of ecological civilization have brought new opportunities for the construction and management, development and protection of nature reserves.This paper discusses the development of the nature reserve and the existing problems in the construction.From the perspective of ecological ethics, ecological compensation, environmental legislation and dissipative structure theory, the superiority and necessity of community co-management model are further clarified.This paper puts forward a new idea to construct a coordinated development and management of nature reserves.It is believed that the model of community co-management should be a win-win model with the orderly healthy evolution of ecological environment and sustainable development of community economy on the basis of ecological law.This idea advocates government-led, community participation, resource sharing, equal power, and obligations.It aims to provide support and paradigm for realizing the scientific nature of community co-management in nature reserves.

Abstract:On the basis of a large-scale survey on the relationship between nature reserve and community, the article indicated that community residents know the importance of protecting resources and environment and community co-management has mass basis across forestry system nature reserve in Guangxi. Community residents and practitioners have significant different cognition of communities′ response to reserves and reserves′ effect on community by independent T-test. There are several factors affect the harmonious relationship such as unreasonable boundary, conflict between developing economic and protecting and disaccord between residents′ responsibility and right.

Abstract:The establishment of nature reserves is the important protection measure to protect the natural environment,natural resources and to maintain ecological balance.At present,nature reserves increase quickly in "quantity",but relatively slow in "quality".The destruction of nature reserves often occurred.The key reason is the imbalance of environmental interests and economic interests during the creation and development of nature reserves.This thesis analyses the absence of interest balance contents in the legislation of nature reserves.And then it brings forward the solution of legislation,in order to balance the interests of all the aspects and to reach the goal of sustainable development of nature reserves.

Abstract:The positive externality of the ecological benefit of the nature reserves leads to the necessity of eco-compensation for nature reserves? The diversification of eco-compensation is pressing because of the widespread deficiency of funds for the nature reserves? Based on the theoretical study and the field investigation on the current problems in the nature reserves in Shandong province, the compensation model oriented to solve the existed problems is suggested? Aiming to solve the current problems in the nature reserves, the compensation money for a specific nature reserve could be determined by the index of importance and the result of assessment of the nature reserves as well as the compensation standard? The compensation model is practical and easy to be adapted to various conditions, which could promote the solution of the existed problems in nature reserves by limited funds from the provincial government? The model has been adopted in Shandong province and could provide references for other regions.

Coordinate Conservation with Sustainable Development by Community-Based Co-management: an Analysis of Five Typical Cases in Qinba Mountain Area

Abstract:Community-based co-management (CBCM) is considered as an effective approach to coordinate the relations between ecological conservation and sustainable development. This study aims to provide suggestions for optimizing the CBCM system of protected areas in the Qinba Mountain Area by analyzing the coordinated paths, successful experiences, and current issues of typical CBCM cases. By literature review, field investigation, expert interviews, and comparative case studies, we thoroughly analyzed five typical CBCM cases in protected areas in the Qinba Mountain Area, namely Jiuzhaigou, Tangjiahe, Zhuhuan, Taibaishan, and Baishuijiang Nature Reserves. We also summarized 12 coordination approaches of CBCM from the perspectives of government, market, and society; and found 4 successful experiences (leading by government, adopting multiple approaches, reflecting regional characteristics, and making mechanism innovation) as well as 4 major issues (i.e., incomplete eco-industry, low capability of communities, unrecognized eco-cultures, and insufficient state support). At the theoretical level, we analyzed CBCM from three dimensions, namely equity vs. efficiency, centralization vs. decentralization, and public benefits vs. private interests. And at the practical level, we provided policy recommendations at national, regional, and protected area levels.
