Economic Analysis on Promotion of Organic Fertilizer in China

Abstract:Although the resources of organic fertilizer are abundance, utilization rate of organic resources decreases. We can not ignore such situation since it will have negative effect on our environment. This paper analyzes the problems in the process of promoting organic fertilizer from economic perspective. Positive externality and regulatory system are the two main factors blocking the promotion of organic fertilizer. Positive externality that has not internalized increases the farmers’ consumption costs or the enterprises’ production costs. And the problems in the regulatory system decrease the profits further. Therefore, the fundamental reason blocking the promotion of organic fertilizer is the positive externality that has not internalized, or the lack of economic incentives. According to these analyses, our government should take some measures in order to promote organic fertilizer and improve rural environment. Such measures include the establishment of preferential fiscal and taxation policy and the improvement of our regulatory system.
