Abstract:This paper based on the city public safety, analyzed characters of accidents in city, explained the basic assignment of emergency response and the principle of compiling emergency response plan, explicated document system, instituting steps and action procedure of emergency plan. Abstract:The emergency rescue protocol of accident in enterprise is the basic work in building emergency management system of the enterprise. It is of great significance in improving the emergency response capability of the enterprise in work safety, and decreasing the losses caused by the accident. Based on the study of the compiling technique in accident emergency protocol for Nansha Oil Depot, Guangzhou Development Oil Products Co. Ltd., the structure of emergency management system in enterprise is expatiated. The overall thought in compiling emergency protocol in enterprise is put forward. The framework of system and file elements of emergency protocol is discussed from the view of compiling technique. The framework of emergency system includes general planning and procedure document system. The file elements of emergency protocol of enterprise include 2-1 st grade elements, 18-2 nd grade elements and 28-3 rd grade elements. The compiling technique for emergency protocol has been put into practice by hundreds of enterprises in Guangdong province.

Abstract:The emergency plan is a project drawn up in advance for prevention against the possible important accidents, assuring the rapid and effective emergency response and rescue actions, and reducing the accidents loss. In order to reduce accident damage, the Chinese government has taken many measures to improve its ability for major accident prevention and emergency management. In this paper, we introduce the basic emergency measures for major accidents and its future developments. The basic situations of work safety in China are analysed in Section 2. The construction of an emergency system for major accidents is presented in Section 3. The core elements of the emergency plan in China are introduced in Section 4, and the main regulations for emergency system construction are introduced in Section 5. The current research status of emergency systems in China is introduced in Section 6. Finally, the future developments of the emergency system against major industrial accidents are discussed.

Abstract:Objective Providing recommendations for the construction of the emergency plan, through carding the state of the US emergency plan construction. Methods Searching documents and literature relevant to US emergency plans, and summarizing the results of the US construction plan. Results The emergency planning system of USA based on scenarios building has greatly improved its emergency management capabilities and provide a strong guarantee to respond to public emergencies. Conclusion In the"Thirteen Five"the ifrst year and the amendments of emergency plan should strengthen the using of"scenario-response"model, implement the basic idea"public participation, local management", and strengthening the legal system to protect emergency plan.

Abstract:As a developing country, the safety management in China is not so perfect. There are many hidden dangers which are likely to lead to accidents. However, the effectiveness of emergency management system greatly influences the severity of consequence. Study on the emergency management system is a subject with realistic significance. The characteristics about organization setting, working procedure, main participating body, commanding mode, emergency planning and technical supporting system in USA, Japan and China are analyzed. According to the analysis, the shortcomings of emergency management system in China are revealed. By combining the developing tendency of emergency management and current situation in China, the development countermeasures including organization system, operational system, legislation, emergency planning system and technical supporting system are put forward. They are expected to be a guide for the emergency management system development in China.

Abstract:Three typical cases of safe production accident in petrochemical industry including "Jihua Explosion","Dalian New Harbor Oil spill",and "Lanhua Succession Explosion" were analyzed from environmental pollution view.The significant position of environmental pollution control in emergency plan and the important function of excellent contingency plan to avoiding environmental pollution accident or maximally reducing the loss of environmental pollution accident were proved.Based on these,common problems in current emergency plan of petrochemical enterprise were investigated as an example of contingency plan of environmental pollution accident from a petrochemical corporation in Tianjin.In view of existing problems,some advices were put forward about emergency response capability,emergency action,emergency training,emergency drill,emergency plan revision,and environmental pollution control for enhancing the pertinence,maneuverability,and the rationality of science of the contingency plan which play a principal role in emergency rescue and prevent environmental pollution accident supervening safe production accident.

Abstract:Based on the related theories about organization and management factors in accident risk control,the connotation and functional mechanism of organization and management measures are expounded.Typical accident cases caused by the deficiency of organizational and management measures are analyzed.It is pointed out that the organizational and management measures are helpful to the improvement of individual safety level,the enhancement of the effectiveness of engineering-technical measures,the realization of enterprise's overall safety goal,and thus the reduction of enterprise's accident risks.In practice,the combination and complementation of organizational and management measures,engineering-technical measures and individual behavior management can be effective to fulfill the control of accident risks.

Abstract:With the deepening of education reform, great changes have taken place in the internal and external environment of colleges and universities in China. University emergencies occur from time to time, and have a gradual upward trend. Studying the emergency plans of colleges and universities is to build a more secure and stable campus life, to ensure the normal teaching order of colleges and universities, to minimize the damage and loss caused by emergencies, and to provide the basis for the disposal of emergencies in colleges and universities. Through on-the-spot investigation of some colleges and universities, this paper summarizes the problems existing in the emergency plans of colleges and universities, mainly focuses on the preparation, evaluation and drilling, and puts forward the construction and improvement strategies of the emergency plan system in colleges and universities, as well as the key direction in the future.

Abstract:Chinese Public Emergency Response Plans is not only a technique problem, but also a public policy issue. In this perspective, the function of Chinese Public Emergency plans depends on the cooperation of different plans, and the fit of emergency organization, mechanism, legislation, even the support of social cognition and governance structure, besides individual plan. Based on all these factors, it can construct a theoretical framework. In this framework, an empirical observation to the implication of transportation emergency plans in the Southern Snowstorm in 2008 shows that public policy is the major and common problem. Therefore, for better operation of Chinese public emergency response plans, it should make efforts in public policy besides in technique, such as to establish the emergency plans management system, reconstruct the structure of the plans, set up risk and resource database, make the organization, mechanism, legislation fit better, and carry more comprehensive exercise, even concern social cognition and governance basically in the long run.

Abstract:First the authors have made a general revision of emergency management records, then, they have given a detailed discussion on the relation among environment, emergency itself and the impact of the three main elements of emergency on the society. Since the emergencies are the events that take place unexpectedly and beyond human control, and in turn bring about negative influence on human society in somewhat unfavourable state, it is natural that the society gives active response to such emergencies. Facing such unhappy emergencies, it is of primary importance to think how to design an efficient monitoring network and raise the efficiency of the managing system. The main features of emergency include the speed of its happening, duration and the space of impact. Next, the authors category the various emergent events and the mutual relations between the disasters. Later, the authors brought out a emergency system management framework, composing with emergency hazards, human society, monitoring, risk identifying and evaluation sub-systems. The key factor in dealing with emergency hazards is to optimise these sub-systems and heighten the efficiency of the controlling system. Finally, the article has made a detailed discussion of the models of emergency identification, the perfection of monitoring network and tactics so as to optimise the resources to prevent and salvage of viable emergencies.
