Security Governance:From the Perspective of Non-traditional Security Management

Abstract:As the process of globalization accelerates,non-traditional security threats such as trans-border crimes and drug trafficking have become more serious and more difficult to identify and manage,which presents a major challenge both to policy-makers and scholars. This article examines the concept of security governance,identifies its characteristics and compares different governance models,trying to obtain a viable security governance model appropriate for China. It argues that,unlike conventional security studies with a theoretical and conceptual focus,the security governance approach emphasizes policy implementation and outcomes;its non-state-centric approach and its ability to integrate various resources offers a new way of thinking on how to cope with non-traditional security challenges. Nevertheless,to achieve the full potential of the security governance approach,it's still necessary to redefine other associated concepts including "national interest","security","safety indices" and "ways and means of maintaining security". In other words,we need a new,non-traditional way of thinking about securityness.
