Issues underlying reform of China's oil and gas pricing policy

Abstract:Reform of China's refined oil products pricing mechanism involves increased marketization,gradually improved linkage to varieties and linking methods,and increased promotion by type.Current problems being faced are mainly the oil price adjustment's long cycle,lag,mechanism,and simple way it easily induces some speculative behavior,and exacerbates supply-demand imbalance.Reform of refined oil pricing policy is expected to be market-oriented,incremental,and enhanced by tax adjustment and coordinated follow-up by supporting policies.A definite and uniform adjustment mechanism hasn't been established for domestic natural gas prices;in addition,the difficulty of pricing reform is proportional to the number affected families,numbering in the millions.As expected,the price discrepancy between domestic gas and imported pipeline gas and LNG will be solved in small steps but at a fast pace,so that the domestic natural gas pricing structure achieves consistency with the prevailing international structure.The market price of natural gas will eventually be close to the thermal equivalent price of competitive alternative energy.The key to oil and gas pricing reform is the mechanism,not the price level.Pricing reform has pros and cons,but we should consider it from a long-term strategic perspective,rather than get bogged down in its short term effects.Natural gas prices world-wide have been at an historic low in recent years;so,now is the time for implementing natural gas pricing reform in China.
