Abstract:The global expansion of public-private partnerships (PPPs) has generated interest in risk allocation for PPP projects. Many previous researchers have shown that without proper risk allocation, PPP projects cannot be successful. Current research is limited to equilibrium allocation of risk. The objective of this study is to improve this situation by constructing an alternating offer bargaining game model of risk allocation between two players involved in PPP projects, i. e., the public and private sector. Risk allocation can be analyzed as a game to more fully reflect the bargaining process among the parties. Equilibrium risk allocation outcomes were analyzed for the two cases in which the bargaining process was initiated in the first round by the public or private sector, and shows that risk allocation ratio is associated with the sequence of alternating offer, discount factor, and asymmetric degree of information. The probability, severity, and impact of risk factors were considered to prioritize risk allocation. Demonstrating the proposed model using a PPP project case study validated the model as effective and practical. This study contributes to the theoretical foundation for understanding the process of bargaining risk allocation of participants and provides a practical model to aid the participants to achieve fair risk allocation rather than a crude approach with preferences and biases. It promotes participants' rational and cautious behavior. This work also proposes a new risk allocation tool based on bargaining game theory for PPP project researchers to analyze game behaviors in the construction field. Understanding the Risks in China'S Ppp Projects: Ranking of Their Probability and Consequence

Abstract:PurposeBased on the Chinese government's increased public‐private partnership (PPP) experience in the last decade, they have made a lot of efforts to improve the investment environment. This paper hence aims to conduct a more up‐to‐date evaluation of the potential risks in China's PPP projects.Design/methodology/approachAs part of a comprehensive research looking at implementing PPP, a two‐round Delphi survey was conducted with experienced practitioners to identify the key risks that could be encountered in China's PPP projects. The probability of occurrence and severity of the consequence for the selected risks were derived from the surveys and used to calculate their relative risk significance index score.FindingsThe results showed that the top ten risks identified according to their risk significance index score are: government's intervention; poor political decision making; financial risk; government's reliability; market demand change; corruption; subjective evaluation; interest rate change; immature juristic system; and inflation. Further analysis was conducted on these risks so that the possible consequence, the most impacted parties, and the preferred allocation are discussed. Recommendations on commercial principles or contract terms between the Chinese government and private consortium are also provided.Originality/valueThese up‐to‐date findings concerning the probability and consequence of key risks would provide a valuable reference for private investors who are planning to invest in infrastructure projects in China.

Abstract:Project risks were not properly managed in the many past Public-Private Partnership (PPP) projects in China. Although numerous research studies have been conducted on risk management in China's PPP projects, the realization of risk management in China's construction industry especially in PPP projects with high risk exposure and complicated contract structure has hitherto not been well studied. This paper therefore attempted to examine the current use of risk management in China's PPP projects by an empirical survey. The results indicated that the use of risk management was inadequate; qualitative risk analysis methods were preferred to quantitative and semi-quantitative methods; risk management usage in the execution was found to be much higher than in the planning, conceptual or termination stage; interviewees were unfamiliar with most of the risk identification and assessment tools. All above could be partly due to the project nature, but more fundamentally due to the local industrial culture. The absence of risk management culture was found to be the dominant factor which limited the implementation of risk management in practice. Recommendations to alleviate the difficulties of risk management were thereafter provided in this paper.

Abstract:The risk allocation of PPP/BOT project is approached by concession. There are two different styles of the agreements related to allocation of risk, to assume the risk by one sector or to share the risk between two sectors. To research why the system is where it is now, this paper sets a hypothesis surveyed from the real world and demonstrates it by a real BOT project. The paper gets a reasonable conclusion of allocation of PPP/BOT project and provides an economic way to allocate the risks in the real world.

Abstract:Earlier research studies on public-private partnership (PPP) indicated that an objective, reliable, and practical risk assessment model for PPP projects and an equitable risk allocation mechanism among different parties are crucial to the successful implementation of these PPP projects. However, actual empirical research works in this research area are limited. This paper reports the first stage of a research study, which aims to identify and assess the principal risks for the delivery of PPP projects in China and to address their proper risk allocation between the private and public sectors. An empirical questionnaire survey was designed to examine the relative importance of different risk factors and to analyze the allocation of risk factors to different parties in PPP projects. A total of 580 questionnaires were sent out, and a total of 105 valid responses were obtained for data analysis. The Mann-Whitney U test is employed to investigate whether significant difference in perception existed first between the private and public sectors and second between industrial practitioners and academics in China. The empirical findings show that the three most important risk factors for PPP projects in China are (1) government intervention; (2) government corruption; and (3) poor public decision-making processes. These findings reveal that the Chinese government intervention and corruption may be the major obstacles to the success of PPP projects in China. A major cause for these risks may be attributed to inefficient legislative and supervisory systems for PPP projects in China. After conducting the Mann-Whitney U test on the 105 survey respondents, the empirical findings indicate that the perceptions of all 34 risk factors in China between the private and public sectors were not significantly different. Similarly, there were no significant differences between academics and industrial practitioners except that the former perceived the problem of government corruption to be more severe than did the latter. For risk allocation, the empirical results indicate that the public and private sectors were in general consensus with most of the risks identified. The major risks that the public sector preferred to accept are within the systematic risk category, especially political, legal, and social risks. The private sector preferred to retain the principal risks within the specific project risk category, especially construction, operation, and relationship risks, in addition to economic risks within systematic risk category. The remaining risk, environment risk, is preferred to be shared between the two sectors. This research study enables international construction companies to better understand how risks should be assessed and allocated for PPP projects in China. Abstract:The PPP project financing model has been widely adopted in the world. There is however a critical issue in its application that it's hard to reach an agreement for risk allocation between the public and the private sectors, resulting in a relatively longer negotiation period and a higher transaction cost. This paper analyzes firstly factors affecting the risk allocation of PPP projects and then proposes more reasonable risk allocation principles as well as a framework for risk allocation accordingly, which could service as practical guidelines for public and private sectors during PPP project negotiation.

Abstract:Public private partnerships (PPPs) have gained widespread adoption as an innovative way of procuring public infrastructure projects over the last two decades. Risk identification, assessment, and allocation have received considerable attention from researchers due to the risk heavy nature of PPP projects. Adoption of PPPs has triggered a sudden increase in research interest in the area in recent years. This study attempts to provide an updated systematic review of literature related to risks in PPPs using a PRISMA flowchart. The results of the study offer some valuable insights into the future and current state of research. The study found that the focus of research on PPPs has shifted from an overall risk identification and assessment approach to individual risk analysis. Moreover, this research trend is on the rise in developing countries, and that quantitative methods for risk management in PPP research and qualitative methods in practice are preferred. In developed economies, due to negative public sentiments, transparency concerns, and arguments of value for money not being achieved, PPPs are becoming less popular. For these reasons a shift to availability-based payment mechanisms such as in Design-Build-Finance-Maintain (DBFM) from traditional revenue-based mechanisms as in Build-Operate-Transfer (BOT) has been observed. These shifts in research trends and practice offer researchers future opportunities to investigate these relatively newer approaches.

Abstract:Negotiations among project participants in Public-Private Partnership(PPP) especially between government and the private consortium are time-consuming and costly.Disputes often arise during the operation period,due to the characteristics associated with PPP mode which typically involves huge investment,long concession period,high risks and complicated contractual structure.Earlier research works indicated that a fair quantitative risk allocation among the stakeholders is essential for the success of PPP projects;however,actual empirical research on the ground is limited.In light of these,this paper suggests the timing and key points of risk allocation in a PPP project,and then summarizes their influences on value for money and the criteria to allocate risks.A comparative study of several risk allocation schemes is also provided as a reference for further research and practice of PPP projects.

Abstract:This study mainly focuses on the risk assessment of public–private partnership (PPP) projects. Evaluating the risks of PPP projects precisely is critical to their successful implementation. However, the traditional approaches often lack mechanisms in manipulating imprecise and vague information, and they need auxiliary information or pre-assumptions (e.g., preset fuzzy membership functions). To solve this problem, an integrated method for evaluating risks in public–private partnership projects is proposed. This method is based on the strength of the group analytic hierarchy process (GAHP), rough set theory, and cloud model theory. The proposed approach integrates the strength of rough set theory in coping with vagueness of the information from experts’ assessments without much pre-assumptions, the advantage of cloud model theory in investigating the randomness of experts’ judgments, and the merit of the AHP method in evaluation under multiple criteria and complex situation. Finally, an application in a PPP project in Wuhu, China, is provided to show the feasibility and effectiveness of the proposed method. The proposed approach is effective in modeling hierarchy assessment as well as dealing with vagueness and randomness, and it can help managers to make reasonable and effective decisions in risk management.

Abstract:This paper identifies 38 typical renegotiated PPP projects since 1990s in China based on literature review,and makes the case analysis. Then,analyzes and categorizes the causes and outcomes of these renegotiations. Research shows that revenue risk,government credit risk,law and policy change risk are dominant causes of renegotiations,and renegatiations generally end up with adjustment of contract terms regarding to revenue allocation,or contract termination with the exit of the private partner. Finally,proposes policy recommendations on project front-end analysis,flexible contract terms and renegotiation mechnism,government credit,and government accountability.

Abstract:The implementation of public–private partnership (PPP) is perturbed by multiple factors, and it is difficult for the Chinese government to fully control the risks of PPP projects. Based on the DPSIR model, this study constructed the PPP projects risk evaluation index system by using the TOPSIS method. Then the spatial variation, standard deviation ellipse, and gray dynamic model were used to analyze the spatial–temporal dynamic evolution characteristics of the risk level of PPP projects from 2003 to 2019 and to make reasonable predictions of the future spatial distribution pattern. This study yielded the following five results: (1) the average risk level of China's PPP projects is 0.722, with a decreasing trend of fluctuation and relatively stable risk; (2) high-risk provinces for PPP projects decrease, medium-risk provinces increase; (3) the spatial variability of risk is increasing, and the spatial differentiation is significant, showing a spatial evolution pattern of "west > central > east," but areas with low-risk values are clearly migrating to the east; (4) the spatial distribution pattern of risk has a north-easterly orientation, with a "north-west to north-east" trend in the path of movement; (5) There are differences in the spatial distribution patterns in the east–west and north–south directions, and the spatial spillover effect is not obvious. Based on the above results, the risk center of China's PPP projects will be shifted to the northeast in 2025–2035. Our study captures the evolution of PPP project risks in China in both temporal and spatial dimensions, which can provide lessons for optimizing global PPP project risk management.

Abstract:Chinese government actively encourages and guides private capital to enter infrastructure and municipal public utilities sectors. However, risk management of BOT projects is a great challenge for private enterprises when compared with state-owned ones. The study on a sludge treatment BOT project run by a private enterprise shows that there exist risks in coordinating capability with public sectors, payment, project changes, technical innovations and process controls, payments calculation method, etc. Taken into account of risk management theories and characteristics, risk allocation principles and goals, and common weaknesses of private enterprises, the study further reveals the risk management and allocation flaws of private enterprises in political, constructing, operating, marketing, yielding, financial and legal aspects. As a result, some risk management and allocation suggestions are made for private enterprises in developing BOT projects in the future.

Abstract:Purpose Building a smart city is a necessary path to achieve sustainable urban development. Smart city public–private partnership (PPP) project is a necessary measure to build a smart city. Since there are many participants in smart city PPP projects, there are problems such as uneven distribution of risks; therefore, in order to ensure the normal construction and operation of the project, the reasonable sharing of risks among the participants becomes an urgent problem to be solved. In order to make each participant clearly understand the risk sharing of smart city PPP projects, this paper aims to establish a scientific and practical risk sharing model. Design/methodology/approach This paper uses the literature review method and the Delphi method to construct a risk index system for smart city PPP projects and then calculates the objective and subjective weights of each risk index through the Entropy Weight (EW) and G1 methods, respectively, and uses the combined assignment method to find the comprehensive weights. Considering the nature of the risk sharing problem, this paper constructs a risk sharing model for smart city PPP projects by initially sharing the risks of smart city PPP projects through Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to determine the independently borne risks and the jointly borne risks and then determines the sharing ratio of the jointly borne risks based on utility theory. Findings Finally, this paper verifies the applicability and feasibility of the risk-sharing model through empirical analysis, using the smart city of Suzhou Industrial Park as a research case. It is hoped that this study can provide a useful reference for the risk sharing of PPP projects in smart cities. Originality/value In this paper, the authors calculate the portfolio assignment by EW-G1 and construct a risk-sharing model by TOPSIS-Utility Theory (UT), which is applied for the first time in the study of risk sharing in smart cities.

A holistic review of research studies on financial risk management in public–private partnership projects

Abstract:Purpose Globally, the management of financial risks has gained much attention in the public–private partnerships (PPP) market in recent years. Existing studies rank financial risks among the topmost risk factors that determine the success or failure of a PPP project. As essential for managing financial risks, a systematic review of previous studies on financial risk management of PPP from 1995 to 2019 (inclusive of both years) has been presented in this paper. Design/methodology/approach The paper undertakes a systematic analysis of 49 relevant and available studies on financial risk management of PPP projects. Findings From the results, high-interest charges, increased construction costs and increased market risks are some of the key financial risks hampering the success of PPP projects. Techniques used to assess financial risks include Monte Carlo Simulation (MCS) and Net Present Value (NPV). Financial risks control adopted by project managers include minimum revenue guarantee and real option pricing. Extremely limited studies on financial risk management in PPP projects in developing economies was revealed. Practical implications Project managers in developing financial risk management models may use the outcome of this paper to improve the financial success of PPP projects. Holistically, researchers will be guided to investigate and heighten the pertinent issues on financial risk management of PPP projects in academia. Originality/value The results provide a rare guide to project managers in controlling financial risks of PPP projects which is an unexplored topic. It is also the first paper to highlight the issues of financial risk management in PPP projects research.

Abstract:China is gearing up for the introduction of build-operate-transfer (BOT) contracts on a larger scale to attract significant foreign investments for infrastructure development. Since late 1996, several pilot BOT concessions have been awarded, including the first state approved BOT project, the Laibin B Power Plant. There are thus opportunities for foreign investors. It is important to identify and manage the risk associated with china's bot power projects. An international survey was conducted during late 1997 and early 1998 to seek the views of international professionals. This article discusses the results of that survey and proposes a risk management framework for investing in future BOT power projects in China.

Abstract:AbstractDuring the past decades in China, the traditional state monopoly has experienced difficulties in meeting the huge demand for new infrastructure and improvement in service levels, engendering the growth of different forms and degrees of private sector involvement.
