From "Legal Mobilization" to "Street Protest":Failure of the Collective Actions of Farmersturned-workers and Its Political Consequences

Abstract:One of the consequences of the reform and opening-up policy is the legal recognition and protection of the rights of farmers-turned-workers since 1990s,so that these former farmers now enjoy the same legal status in the city as that of their counterparts in stated-owned enterprises.In reality,however,legal protection often fails to work,therefore driving the farmers-turned-workers to the street for more radical ways of protest.Based on some theories regarding political process,this paper proposes that it is the contradictory policy goals of the state and local governments which reduce the farmers-turned-workers'political opportunity in their collective actions.This proposition,if tenable,helps to explain how political factors can frustrate the farmers-turned-workers'effort of "legal mobilization" and galvanize them into more radical ways of protest.
