Abstract:Tax and price policies are widely recognized to be one of the most effective means of influencing the demand for and thus the consumption of tobacco products. Consequently, implementation of Article 6 of the WHO Framework Convention on Tobacco Control (WHO FCTC) is an essential element of tobacco-control policies and thereby efforts to improve public health. It is well documented that increasing taxes on tobacco products can provide dual benefits of reducing the disease and death caused by tobacco use as well as generating income for government’s revenues. However, the effectiveness of implementing tax and price policy depends on a few of key points of tax structure design and administration.China adopts a monopoly system for tobacco industry, the monopoly is extremely profitable and powerful to interfere with the tax policy applied in tobacco products and hence challenges the effectiveness and efficiency of implementing Article 6 in China. Nevertheless, the latest tobacco tax adjustment in 2015 proves that raising tobacco tax and price is a win-win strategy for the purpose of tobacco control. The 2015 tobacco tax adjustment increased government’s revenue, decreased cigarette consumption, brought positive impact on public health. However, it’s also notable that cigarette price is still extremely low and increasingly affordable over time; the tax as % of retail price is still far behind WHO recommended standard; the mixed tiered tax structure provides incentives for price manipulations to the extent that manufacturers can alter their pricing or production behavior to avoid higher tax liabilities. All these indicates China still has a long way on tobacco tax hiking, especially needs to focus on a few key issues such as reducing cigarette affordability, re-orienting excise tax structure towards specific in the medium-term, and towards a uniform system either mixed or specific in the long-term, as well as establishing a system that will earmark the tobacco tax revenue for public health services and sustainable development goals.
