Function Value Allocation Theory and Its Application in Electricity Markets

Abstract:Reasonable allocation of some quantities is a problem frequently encountered in power systems, especially in the context of competitive electricity market environment. In this paper, the Function Value Allocation (FVA) theory is proposed and related issues discussed. Many allocation problems in power systems can be regarded as FVA problems, such as allocation of transmission line flows, congestion costs, transmission losses and operating reserves among various transmission users. Available FVA methods Could be classified into proportion methods, expression decomposition methods, function value comparison methods and sensitivity methods. Allocation formulas of these methods for general functions are proposed and compared with each other. For a specific kind of functions, i. e. multinomial functions, various allocation methods are formulated and compared. Applications of FVA in electricity markets are discussed and several related issues, such as selection of independent variables and initial states, and the treatment of counter flow are analyzed. A numerical example is presented to compare the different allocation methods and illustrate the effect of the selection of independent variables on allocation results.
