The Local Governments' Impetus for Innovations,their Characteristics and the Related Performance:An Analysis of the Test of Cases Adopted from "The Awards for Innovation to China's Local Governments"

Abstract:In recent years,various levels of China's local governments have carried out many activities for innovation,to which theorists and practicians have paid great attention.But their motive for innovation,the characteristics of innovation and their performance in this aspect need to be studied further.Having collected and straightened out the text of 133 items(which were reported to the central government in 2005)of local government innovation that were announced at the third session of "The Awards for Innovation to China's Local governments",we have used the method of text analysis to study these cases.We have found that the internal motive force of and the external pressure on the local governments are the most important causes for their innovation,that there have been more innovations made by the governments of east China than by the governments of the central and west part of China and the governments at the prefecture and county level have made most innovations,that most innovationshave been those in public service and the next have been in administrative political reform(and there exist differences in different regions and organizations),that local-government's innovation has improved their performance and caused the realization of " win jointly",and that,however,at present,more channels are needed to encourage and spur the local governments to make innovations.
