Abstract:This paper aims to put forward optimization strategies for the shortcomings of rural financial information dissemination, so as to improve the effectiveness of financial information dissemination in rural areas,so as to form a win-win situation of two-way financial information interaction between rural commercial banks and farmers, stimulating rural development. Under the background of rural revitalization, financial information dissemination can help financial enterprises establish brand image and promote financial products and services, which plays a significant role in getting through the "last mile" of Inclusive finance. At present, facing the dual effects of policy environment and market environment, banks and other financial institutions are altering their focus and continuously increasing the dissemination of rural financial information. However, due to the influence of multiple factors such as regional environment and audience characteristics, related products, services and financial knowledge have not been fully, sufficiently and effectively disseminated. This paper takes the communication behavior of farmers and rural commercial banks in Jiangsu as the research object.In order to integrate into consumers' life and understand consumers' exposed or potential needs, we analyze the characteristics of information communication and audience in rural areas in the form of questionnaire and written interview, and put forward targeted optimization strategies according to the problems and difficulties existing in the current actual communication, so as to improve the effectiveness of financial information communication.The innovative feature of this paper is to carry out interdisciplinary research, cross integrate the theories of Journalism and communication and finance, and apply the information communication theory in journalism and communication to the field of finance.

Why the Informal Financial Market Plays an Important Role in China?

Abstract:We develop an asymmetric-information oligopolistic model to analyze the informal financial market.When outside investors' monitoring is quite easy,the equilibrium interest rate is low and the project is financed with high investment level,and vice versa.In China's rural area,where people have deep social interaction with each other and entrepreneurs invest mostly in the labor-intensive business with low technology,outside investors easily monitor entrepreneur,and good project is invested and the equilibrium informal financial market is characterized with low interest rate and high investment level.This paper can partially explain the argument highlighted in Allen et al.(2005):even though the legal system does not efficiently protect investors,the development of informal financial system supports the growth of the informal sector in China.This paper also argues that it is the inefficiency of the formal financial system that leads to the existence of equilibrium with high interest rate,which may induce local financial crises in rural China.To prevent local financial crises,the government can either improve the efficiency of formal financial system,or increase the external investment opportunity of capital held by external investors through policies supporting the development of small and medium banking system.
Explanations for the Low Participation Rate in the Formal Credit Market by Rural Households in the Poor Areas

Abstract:Using a demand-identified bivariate probit model, this paper attempts to understand the rationale behind the low participation rate in the formal credit market by the rural households in China's poor area. Response to the questions on the willingness to borrowing from the survey data ensure the dependent variable in demand equation is observable, which results in an improvement of estimation efficiency. We found (1) the low households participation rate in the formal credit market can be attributed to the factors from both the supply and demand sides; (2) The wage incomes have a negative and significant effect on the rural households' demand for formal credit; the ratio of non-farm income to total income has a positive and significant effect on the household access to formal credit, though its effect on the demand for credit is insignificant. The latter finding presents a challenge to the argument there is a high demand for formal credit for off farm production and investment in the poor areas of China. Regardless of the changes in the demand for formal credit, to increase the supply of credit alone is not expected to increase the real outreach and improve the welfare of rural households. The paper suggests that measures should be taken to improve the design of loan products so as to increase the real demand for credit.

Abstract:Studies have revealed that the financial demand from China's rural area can not be satisfied from the existing formal financial supply in the rural area of China,and the informal financial market has become an important financing source of the farmers and organizations.Through a theoretical model,the paper analyzes the financing mechanism that maintains the operation of this financial market.This analysis has revealed that the personal relationship between the borrower and the loaner plus the latter's supervision is the core element in maintaining this relational financing mechanism,and the borrower and the loaner maintain an interdependent relation.On the other hand,the scale of the transaction and the borrower's costs in this transaction also play a key role in the operation of this mechanism.

Abstract:Due to the influence of the complexity and diversification of financial needs in rural areas, traditional financial services have exposed many problems, and it is difficult to fully meet the personal credit needs of farmers. Under this circumstance, rural digital financial inclusion has achieved rapid development. Compared with the traditional inclusive finance model, digital inclusive finance has wider coverage and higher service efficiency, helping to promote the development of the rural economy. At present, the development of rural digital inclusive finance still faces many difficulties, which need to be solved and optimized urgently. To this end, this paper discusses the development difficulties and countermeasures faced by rural digital inclusive finance for reference.

Farmers' Demand for Formal Credit in the Poor Areas: Direct Identification and Empirical Analysis

Abstract:This paper accurately depicts the level and the characteristic of farmers' demand for formal credit, and explores the way to meet such demand. Under the conceptual analytical framework with direct identifying and complete cataloguing, the paper tends to identify and measure the farmers' formal credit demands, and estimates the determinants of the credit demands and amounts. The research findings are as follows: firstly, the authors study and classify the farmers' credit demand in the poor regions through an analysis framework with a clear concept. Secondly, the authors estimate the influencing factor in rural credit demand through the improved TobitⅡmodel. Finally, some policy suggestions are proposed for the rural financial system reform.

Abstract:The financing problems affect the efficiency and fairness objectives of rural economic development very much. Why we need a rural financial system, not choose to spread the market financial system to rural area instead? This article argues that, there are four key issues in rural financial market that can't be solved by market financial system: critical information asymmetry, lack of collateral, specific costs and risks, and non-productive usage of funds. If the rural markets were evolved naturally, the market failures and negative-externalities can't be avoided. But when the government interrupts in rural financial market, it will prefer to build up a formal financial system, which restrains the development of informal arrangement, but the later has the advantage to solve the four key problems, then the government failure will come out. In this market-based logic, the key to solve market and government failures lies on the construction of vertical cooperation rural financial system. Studies on the practices of many developing economies and China proved the evolving process. But the market-based logic can't solve the rural financial difficulties in essence. China should use the market-based logic, and also try to use anti-market-based logic to solve rural financial puzzle.

Abstract:Agricultural supply chain finance provides a feasible supply channel for the fund demand in rural economic development, alleviates the financing difficulties of small and micro enterprises and farmers in rural areas. However, there are also problems such as low standardization of agricultural products, imperfect credit risk system and incomplete information system, which seriously hinder the implementation of Rural Revitalization strategy. Abstract:Rural internet finance is a new business mode combining traditional rural finance with internet technology, which has the functions of accelerating the innovation of rural financial products and inclusive finance, and has important practical significance for promoting agricultural modernization and solving the problems of agriculture, rural areas and farmers. On the basis of expounding the present situation of China's rural Internet finance development, this paper analyzes the opportunities and challenges faced by China's rural Internet finance development, and puts forward some countermeasures to promote the healthy development of rural Internet finance from five aspects: strengthening the supervision of rural Internet finance, perfecting the rural credit system, establishing and perfecting the risk control system of rural Internet finance, increasing the publicity of rural Internet finance, and cultivating rural Internet finance talents.

Abstract:This paper is based on the investigations and surveys on farmers of twelve provinces in West and Middle China.We find that funds flow out of rural areas and the formal financial institutions can not meet the farmers' demand for credit.So we emphasize that the fundamental issue for rural finance development is the source of funds.Under current situation,it is inevitable for formal financial institutions to quit the rural market.From the development point of view,rural finance development is based on rural economic development.The practical choice today is to encourage diversified types of financial organizations to serve rural market.

Abstract:Different from past studies taking information economics as the main theoretical basis,this paper reexamines economic performance of rural formal financial development in China from a new perspective of dual economic transformation.Based on Fei-Ranis model of dual transformation growth,it constructs a general equilibrium model of urban and rural economic interaction based on financial markets of industrial and agricultural sectors.Then it makes a normative analysis of the relation ship between rural finance and dual economic transformation and proposes a hypothesis.This paper employs a SVA model in consideration of the theoretical hypothesis and the long-term interaction among variables to verify the theoretical analysis abovementioned.The empirical results show that,after the control of other factors,the development of financial markets between industrial and agricultural sectors based on the mechanism of natural market evolution is contributive to dual transformation growth.

Abstract:Historically, China's political attempts to provide access to rural credit has met with mixed results and an institutional structure that often strays from intended policy goals. Unlike Robin Hood of English lore, the emergence of financial institutions in China appears to have robbed from the poor to lend to the rich, with actions that severely depleted the lending resources required for rural development. Historically, there has been a close correspondence between financial depression and the many policy‐driven financial institutions that dominated the rural financial system in China. More recently, ongoing reforms are dedicated towards a gradual liberalization within the system. Therefore, the purpose of this paper is to rethink the structure of rural finance in China, reviewing the current reform and putting forward the policy implications. The paper explores the context of agricultural transition and political process as defined by the various interlinkages across the Chinese rural financial system. The paper finds that there has been negligible progress in the evolution of the rural financial market in China. The policy‐led financial institutions ended up as merely a disbursement window and a costly drain on state budget. Institutional changes were locked in by patching up the existing institutions. The ongoing reforms projected by policymakers promote competition among different institutional lenders and thus potentially improve the financial services in rural areas. This paper analyzes the new‐round reform of rural finance in China and brings forward the future direction of rural finance in China.

Abstract:In this paper, rural financial systems in the United States, Japan and India are investigated. It has been found that in these countries, there is a relatively mature rural financial market which caters to the rural economic activities through different channels. The experience of the three countries may provide inspiration to China's rural financial system. The diversity of the current economic structure in China requires a diversified economic system; therefore, the financial reform in the rural areas of China should be carried out in multi-dimensional mode in order to establish a standard rural financial market in diversified organizational forms.

Abstract:Rural banking in China: geographically accessible but still financially excluded? Regional Studies. Based on the distribution patterns of rural credit cooperatives in about 2200 counties in 2009, this paper examines two aspects of financial exclusion in rural China after the restructuring of the banking industry. Despite the state's efforts to ensure financial inclusion in rural areas, poor farmers could be spatially included while still being denied loans due to their inability to provide collateral, and the lack of formal credit records. The mismatch between the supply and demand of credit has led to informal loans substituting for formal loans and thus contributed to the proliferation of informal banking in China.
