Abstract:This paper differentiates the output market equilibrium exchange rate,misalignment and volatility from asset market, and gets short-term or long-term value of RMB equilibrium exchange rate. The findings indicate that the RMB is not seriously overvalued or undervalued, and real exchange rate(RER)is undervalued in the output market, which has an enlarging trend, but overvalued in the asset market. The long-run volatility in the output market mostly stems from relative supply impact, but mechanism for its adjustment and relative monetary supply impact account for most of the short-run variations in the asset market. Policy implication indicates that at least controlled capital account decreases risk premium, and allows decision maker to adjust short-term volatility of the RER, then enlarge the volatility range in order to ease appreciation expectation, which can eliminate short-term misalignment in the asset market; Decision makers can only regard long-run equilibrium exchange rate as target exchange rate of appreciation given the determinant factors of the long-term volatility, which can realize the equilibrium between internal and external economy by force of supply management policy on condition that demand management policy is invalid.

Abstract:This paper estimates fundamental equilibrium exchange rate of RMB based on internal and external balance of China’s economy. The findings indicate that RMB real exchange rate is overvalued in the period of 1982–1991, but the extent of the undervaluation has an enlarging trend since 2004. Then, we put forward a new theory called “Prior Equilibrium Exchange Rate” and apply it to RMB, finding that real effective exchange rate of RMB need to be appreciated about 20% between 2008 and 2010, and the appreciation range of bilateral nominal exchange rate between RMB and the world’s key currencies depends on the objective functions of the government. Policy implication indicates that decision makers need to refer to equilibrium exchange rate which is derived from different theories and to make great efforts to adjust it towards equilibrium level and establish RMB “Prior Equilibrium Exchange Rate.” Meanwhile, policymakers should implement a potential objective interval system of exchange rate appreciation. The appreciation range of bilateral exchange rate of RMB against USD from 2008 to 2010 may be set between 6% to 10%.

Abstract:In the face of huge balance of payments surpluses and internal inflationary pressures, China has been in a classic conflict between internal and external balance under its dollar currency peg. Over the longer term, China’s large, modernizing, and diverse economy will need exchange rate flexibility and, eventually, convertibility with open capital markets. A feasible and attractive exit strategy from the essentially fixed RMB exchange rate would be a two-stage approach, consistent with the steps already taken since July 2005, but going beyond them. First, establish a limited trading band for the RMB relative to a basket of major trading partner currencies. Set the band so that it allows some initial revaluation of the RMB against the dollar, manage the basket rate within the band if necessary, and widen the band over time as domestic foreign exchange markets develop. Second, put on hold ad hoc measures of financial account liberalization. They will be less helpful for relieving exchange rate pressures once the RMB/basket rate is allowed to move flexibly within a band, and they are best postponed until domestic foreign exchange markets develop further, the exchange rate is fully flexible, and the domestic financial system has been strengthened and placed on a market-oriented basis.

With the effective intervention of the central bank, the exchange rate target zone system with open central exchange rate and open target zone is the most attractive one, and its basic feature lies in its inherent stability; therefore it is a good choice for establishing future RMB exchange rate target zone system.

Abstract:Through the empirical study for real exchange rate and the goal of internal and external equilibrium,a conclusion can be drawn that,the switch a basket of currencies regimes achieve better internal equilibrium and bring significant economic performance;Relative floating exchange rate regime's achieving the goal of internal equilibrium is not significant,but can efficiently achieve the goal of external equilibrium.The fixed exchange rate regimes can achieve the goal of internal equilibrium,and the economic performance is significant but failing to effectively achieve the goal of external equilibrium.Variance in Chinese exchange rate regime have revealed that the changes in the exchange rate should suit the domestic economic structure as well as the ability to adapt to market.Although RMB is on a current trend of appreciation,but which must be a gradual slow progress,in order to offer the export industries and the domestic economic structure time and space for transformation.The gradual taking shape of my equilibrium exchange rate must company with the coordination of domestic economic performance and international economic performance so as to achieve sustainable economic development.

Abstract:Singapore‘s BBC (Basket-Band-Crawl) regime is a typical of intermediate exchange rate regimes. Therefore it is useful to investigate Singapore’s exchange rate policies. We adopted the Multiple Structural Change Model (MSCM) in testing Singapore’s BBC exchange rate regime from January 1, 2003 through November 9, 2012. We identified the currency weights that Singapore pegs against, dates of structural changes of the currency basket, and long term appreciation of Singapore dollar against the basket. These results generally match the Monetary Policy Statement of Monetary Authority of Singapore (MAS).

Abstract:This paper studies China's recent exchange rate policy for the renminbi (RMB). We demonstrate empirically that a two‐pillar policy is in place, aiming to balance exchange rate flexibility and RMB index stability via market and basket pillars. We further extend and validate the formulation that incorporates the so‐called countercyclical factor. Theoretically, we develop a flexible‐price monetary model for the RMB in which the two‐pillar policy arises endogenously as an optimal response of the government. Abstract:This paper differentiates“market-dominating”from“government-dominating”appreciation, which is based on flexible price monetary model and employs dynamic optimization method to solve optimal path of exchange rate appreciation and the optimal monetary policy.The conclusions indicate that the“market- dominating”appreciation should adopt single monetary rules and optimal exchange rate appreciation path is a single variable curve if exchange rate expectation elasticity of output is less than interest rates elasticity.And as to“government-dominating”appreciation,if exchange rate expectation elasticity of output is larger(less) than interest rates elasticity,the government should take monetary expansion(disinflation)policies,and the corresponding optimal exchange rate appreciation appear as stage characteristic that the government may choose the strategy to depreciate firstly,then appreciate(“appreciate firstly,then depreciate”).

Abstract:3-state-Markov regime-switching model was first introduced into AR model to investigate the dynamic path of the real effective exchange rate of RMB from January,1991 to June,2008. According to the results,there are three regime states of the path of the REER of RMB,i.e. over-depreciation regime,moderate-appreciation regime and appreciation regime. The main results of the study are as follows:①the dynamic path of the REER of RMB,most of the time,are in the regime of moderate-appreciation regime and appreciation regime; ②the two reforms of the foreign exchange rate system since 1991 both had a positive influence on the REER of RMB.

Abstract:This paper uses system dynamics theory to construct feedback model,flow diagrams and structure equations between exchange rate and economic development.It also applies computer simulation for assistance,and reveals the dominant factor affecting the exchange rate through determination and control simulation of relevant parameters.The studies show that GDP,growth rate of GDP,BOP surplus,net increment of international reserve,interest rate and unemployment rate are the main influencing factors of exchange rate.So this paper simulates RMB exchange rate and economic development system,in order to afford reference for achieving the economic goals of China.

Abstract:This paper explores the issue of RMB exchange rate formation mechanism. The author argues that in essence the debate about RMB exchange rate appreciation is that of trade issues. Right now, it is disadvantageous for China and even for the whole Asian economic development to appreciate RMB exchange rate sharply. The goals of RMB exchange rate system reform are to improve the RMB exchange rate formation mechanism and to keep RMB exchange rate steady in a rational and balanced level. In order to make RMB exchange rate more flexible and reflect the change of market supply and demand, the reform should be focus on the following aspects: (1) pricing RMB exchange rate based on foreign trade parity theory; (2) pegging the Yuan to a basket of currencies gradually; (3) enhancing the flexibility of RMB exchange rate and enlarging the magnitude of exchange rate adjustment; (4) establishing a market-oriented formation mechanism of RMB exchange rate to realize a rational exchange rate; (5) liberalizing the interest rate system and complete the process as soon as possible;(6) accelerating the pace of state-owned commercial bank reform;(7)establishing and improving the macro economic control mechanism;(8) realizing convertibility of capital and financial account step by step.

Abstract:We establish an exchange rate determination model for central banks’ interventions in financial markets. The model shows that central banks can adjust exchange rate by several policy instruments and that different instruments may have different effects on exchange rate determination. It specifies potential policy instruments for central banks as well as their policy effects. Based on these effects, feasible matches of policy instruments in contingent intervention are put forth.

Abstract:Since 1978,the RMB real exchange rate has shown a long-term depreciation trend.Based on the analysis of China's economic reform process,this paper shed light on the internal mechanisms of the real exchange rate depreciation,and argued this phenomenon could be contributed to the institutional change and technological progress during the reform,instead of so-called manipulation.In addition,current internal and external economic imbalances are essentially caused by the distorted economic structure.This article believes that in order to alleviate the appreciation pressure on RMB,the best choice is to implement in-depth reforms in factor markets,such as land,labor and natural resources market.

Abstract:<p>We consider a central bank strategy for maintaining a two-sided currency target zone, in which an exchange rate of two currencies is forced to stay between two thresholds. To keep the exchange rate from breaking the prescribed barriers, the central bank is generating permanent price impact and thereby accumulating inventory in the foreign currency. Historical examples of failed target zones illustrate that this inventory can become problematic, in particular when there is an adverse macroeconomic trend in the market. We model this situation through a continuous-time market impact model of Almgren–Chriss-type with drift, in which the exchange rate is a diffusion process controlled by the price impact of the central bank's intervention strategy. The objective of the central bank is to enforce the target zone through a strategy that minimizes the accumulated inventory. We formulate this objective as a stochastic control problem with random time horizon. It is solved by reduction to a singular boundary value problem that was solved by Lasry and Lions (1989). Finally, we provide numerical simulations of optimally controlled exchange rate processes and the corresponding evolution of the central bank inventory.</p>

Abstract:The traditional exchange rate theory can no longer explain the radical fluctuations of the exchange rates.In 1990s,the market microstructure theory of foreign exchange was used to explain the fluctuations of the exchange rates and proved effective in empirical tests.It became a focus of attention with researchers.With insights into the participation body,transaction mechanism and main parts of transaction in the exchange market,it offered an analysis of the factors that caused radical fluctuations in the exchange rates.It provided us with an insight in analyzing the exchange rates.The analytic thinking of the theory can well serve as an interpretation of the stability of the RMB exchange rate ever since the foreign exchange system reform began in 1994.China's foreign exchange market is a double-track market consisting of a wholesale market among designated foreign exchange banks and a retail market between banks and customers(enterprises and individuals).Obviously,there exists a gap between the two markets.The main parts of the transactions in the two markets are very similar in terms of transaction volumes and the nature of property right.In the wholesale market,the operating rooms of state-owned banks and the central bank possess the majority of the transaction volume,while in the retail market,state-owned enterprises and state-held companies possess the majority of the transaction volume.Therefore,we can see that the main parts of transactions in the two markets are either state-owned or state-held.The market transaction variety is still far behind the requirement of the marketization of the exchange rates.Based on this analysis,we can draw a conclusion that a foreign exchange market exists and it is easy to put it under control.This explains the stability of the RMB exchange rate since the foreign exchange system reform started in 1994.However,we have to admit that the negative effects of maintaining nominal exchange rates of RMB are becoming more and more obvious and that it is imperative to implement an RMB exchange rate reform.Since it requires time to accomplish the property right reform of the main parts of transaction as well as to improve the trading variety of the foreign exchange market,the exchange rate reform has to be based on three principles: initiative,control and step-by-step progress. In determining the path to follow and making strategic decisions,we should start with the microstructure of the market.The reform should focus on the following aspects: reinforcing the property right reform of the main parts of the micro-transaction market;broadening the scope and the basis of the foreign exchange market;strengthening the fundamentals that determine the RMB exchange rates;promoting the opening of capital accounts;implementing a more elastic RMB exchange rate system.

Abstract:This paper uses the Redux model and shows that the fluctuation of the RMB under certain fluctuations; then analyzes the effect of the fluctuation of the RMB on the actual effective exchange rate. The study found that trade opening can reduce the fluctuation of the real effective exchange rate of the RMB; the rationalization of industrial structure can also enhance trade opening and restrain the real effective exchange rate fluctuation of the RMB. Meanwhile, the "Belt and Road" initiative intensifies the real effective exchange rate fluctuation of the RMB, possibly due to the change of the "Belt and Road" initiative and implementation in the total industrial structure of import and export. Therefore, all provinces (autonomous regions and municipalities directly under the Central Government) should increase basic research such as science and technology, promote the rationalization of industrial structure, and make the help of the good opportunity of the "Belt and Road" initiative to reduce the real effective exchange rate fluctuations of RMB.

Abstract:This paper examines the operation of newly-reformed Chinese currency regime after July 21,2005.The regression results initially reveal that the RMB appears to remain pegged to the US dollar during the past 10 months.However,Chow tests do detect structural change in the new Chinese currency regime since February 2006.Further sub-sample regression analysis shows that the RMB exchange rate mechanism has orderly shifted from strict dollar-pegging to the reference to a basket of currencies.Overall,it turns out the new Chinese currency reform is a dynamic and step-by-step process with increasing flexibility.

Abstract:Under the Mundell-Fleming-Dornbusch (M-F-D) framework, the paper develops a stochastic model to study the optimal choice of RMB exchange rate regime based on two objectives, namely the exchange rate stabilization and price stabilization. The paper finds that different policy objectives will lead to different optimal choices of RMB exchange-rate regime. If the central bank aims to stabilize the price level, the optimal choice would be a certain type of intermediate regime, or the optimal choice would be a fixed one if it aims to stabilize the RMB exchange rate. Based on the model, the paper empirically estimates China’s open economy parameters and uses them to estimate the optimal flexibility of RMB exchange rate regime. The paper points out that China should allow more exchange rate changes to absorb its foreign exchange market pressure in order to stabilize the general price level, which indicates that China should move toward a more flexible exchange rate regime.
