Abstract:Education is the foundation stone of the prosperity of our nation,and educational equality is the inexorable requirement of the construction of harmonious society.However,the equality of education has been doubted by people nowadays,and how to formulate scientific and reasonable university enrollment plan has become a hot issue,that has attracted great concern of the society.Based on comprehensive analysis of the factors that affect university enrollment,this paper comprehensively considers the requirement of optimized distribution of educational resource and the development of university,proposes a secondary distribution model,and provides scientific and reasonable basis for formulation of university enrollment plan.
