Abstract:In China utilization of large amount of coal at low efficiency in electricity sector has already resulted in severe problems such as resource depletion and environment degradation. Based on current thermal generation efficiency, 120-140 million tons of standard coals are wasted each year, which are more than 5% of total energy consumption in China. China is now among the world's largest SO2 and CO2 emitters. Under the circumstances, Energy-conservation based generation dispatching (ECGD) plays an important role in reducing energy consumption and pollutant emission in China. However competition mode has not been integrated into current ECGD. Thus it is hard to take both economic benefit and environmental benefit into consideration. Therefore, it's important to evaluate the environmental benefit and the impact on economic benefit of ECGD. A model and corresponding algorithm of long-term ECGD is proposed in this paper. Evaluation indices are presented to assess the environmental benefit and the impact on economic benefit of ECGD, including average increment on purchasing price, coal conservation capacity, average coal intensity decrease, generation converted from coal conservation, SO2 emission reduction ratio and difference ratio of unit utilization hours. By developing sensitivity analysis method of ECGD based on unit cluster adjustment, optimal decisions on finely tuning of ECGD could be made. Then, a novel ECGD method based on competition mode is put forward. By introducing the generation right trading and new dispatch mode, the proposed electricity market designation based on ECGD manages to deal with environmental and economic benefits simultaneously. By utilizing the proposed ECGD method, the case study based on the data of Henan Province in China has been worked out. The results of the case show that, though with the same effects in energy conservation and pollutant emission reduction, the uplift in purchasing costs is mitigated in the proposed competition mode of ECGD.
