Abstract:As the world's factory, China has enjoyed huge economic benefits from international export but also suffered severe environmental consequences. Most studies investigating unequal environmental exchange associated with trade took China as a homogeneous entity ignoring considerable inequality and outsourcing of pollution within China. This paper traces the regional mismatch of export-induced economic benefits and environmental costs along national supply chains by using the latest multiregional input-output model and emission inventory for 2012. The results indicate that approximately 56% of the national GDP induced by exports has been received by developed coastal regions, while about 72% of air pollution embodied in national exports, measured as aggregated atmospheric pollutant equivalents (APE), has been mainly incurred by less developed central and western regions. For each yuan of export-induced GDP, developed regions only incurred 0.4-0.6 g APE emissions, whereas less developed regions from western or central China had to suffer 4-8 times the amount of emissions. This is due to poorer regions providing lower value added and higher emission-intensive inputs and having lower environmental standards and less efficient technologies. Our results may pave a way to mitigate the unequal relationship between developed and less developed regions from the perspective of environment-economy nexus.

Abstract:International trade has become the fastest growing driver of global carbon emissions, with large quantities of emissions embodied in exports from emerging economies. International trade with emerging economies poses a dilemma for climate and trade policy: to the extent emerging markets have comparative advantages in manufacturing, such trade is economically efficient and desirable. However, if carbon-intensive manufacturing in emerging countries such as China entails drastically more CO 2 emissions than making the same product elsewhere, then trade increases global CO 2 emissions. Here we show that the emissions embodied in Chinese exports, which are larger than the annual emissions of Japan or Germany, are primarily the result of China’s coal-based energy mix and the very high emissions intensity (emission per unit of economic value) in a few provinces and industry sectors. Exports from these provinces and sectors therefore represent targeted opportunities to address the climate–trade dilemma by either improving production technologies and decarbonizing the underlying energy systems or else reducing trade volumes.

Abstract:Abstract International trade affects CO 2 emissions by redistributing production activities to places where the emission intensities are different from the place of consumption. This study focuses on the net emission change as the result of the narrowing gap in emission intensities between the exporter and importer. Here we show that the relocation of production activities from the global North (developed countries) to the global South (developing countries) in the early 2000s leads to an increase in global emissions due to the higher emission intensities in China and India. The related net emissions are about one-third of the total emissions embodied in the South-North trade. However, the narrowing emission intensities between South-North and the changing trade patterns results in declining net emissions in trade in the past decade. The convergence of emission intensities in the global South alleviates concerns that increasing South-South trade would lead to increased carbon leakage and carbon emissions. The mitigation opportunity to green the supply chain lies in sectors such as electricity, mineral products and chemical products, but calls for a universal assessment of emission intensities and concerted effort.

Abstract:Economic globalization and concomitant growth in international trade since the late 1990s have profoundly reorganized global production activities and related CO 2 emissions. Here we show trade among developing nations (i.e., South–South trade) has more than doubled between 2004 and 2011, which reflects a new phase of globalization. Some production activities are relocating from China and India to other developing countries, particularly raw materials and intermediate goods production in energy-intensive sectors. In turn, the growth of CO 2 emissions embodied in Chinese exports has slowed or reversed, while the emissions embodied in exports from less-developed regions such as Vietnam and Bangladesh have surged. Although China’s emissions may be peaking, ever more complex supply chains are distributing energy-intensive industries and their CO 2 emissions throughout the global South. This trend may seriously undermine international efforts to reduce global emissions that increasingly rely on rallying voluntary contributions of more, smaller, and less-developed nations.

Abstract:Shocks to international trade conditions, such as imposing tariffs, not only affects the global economy but also has substantial implications for carbon emissions. However, it is unclear whether the impact of changes in trade on carbon emissions will be consistent or change over time, as both trade patterns and emission intensity are dynamic in nature. Here, we simulated the economy and carbon dioxide (CO2) emissions in four representative years from 2004 to 2014 under a free trade scenario and a trade restriction scenario. Our simulations show that trade restrictions would have decreased global emissions by 6.0%, 5.7%, 5.2%, and 4.7% in 2004, 2007, 2011 and 2014; however, restrictions also drove a relative increase in emission intensity for all years. Although more pressure to emit was placed on developing regions with trade development over the study period, the impacts of trade restrictions on CO2 emissions weakened due to an absolute decrease in emission intensity across regions over time, especially for developing regions. Enabling continued improvements in emission intensity in developing regions by enhancing financial assistance, knowledge sharing, and technology exchange with trade is therefore critical to ensure win-win situations for both economic development and global carbon mitigation.
The Contribution of Chinese Exports to Climate Change

Abstract:Within 5 years, China's CO2 emissions have nearly doubled, and China may already be the world's largest emitter of CO2. Evidence suggests that exports could be a main cause for the rise in Chinese CO2 emissions; however, no systematic study has analyzed this issue, especially over time. We find that in 2005, around one-third of Chinese emissions (1700Mt CO2) were due to production of exports, and this proportion has risen from 12% (230Mt) in 1987 and only 21% (760Mt) as recently as 2002. It is likely that consumption in the developed world is driving this trend. A majority of these emissions have largely escaped the scrutiny of arguments over “carbon leakage” due to the current, narrow definition of leakage. Climate policies which would make the developed world responsible for China's export emissions have both benefits and costs, and must be carefully designed to achieve political consensus and equity. Whoever is responsible for these emissions, China's rapidly expanding infrastructure and inefficient coal-powered electricity system need urgent attention.
Transnational Transfer of Carbon Emissions Embodied in Trade: Characteristics and Determinants from a Spatial Perspective

Abstract:Based on the multi-regional input-output analytical framework and spatial econometric regression models, this paper analyzes embodied global emissions in trade, so as to unravel the characteristics of spatial emissions transfer for 39 countries from 1995 to 2011, and investigates the determinants of transnational transfer of the global emissions in trade changes from a spatial perspective. One important finding from this study is that the global emissions in trade primarily have flown from developing to developed countries and regions. Notably, however, for those countries endowed with rich natural resources and developed economy like Canada, they have become the net carbon exporters in trade. Another important finding is that such important determinants as energy and industrial structure have spatial spillover effects on the emissions embodied in trade changes. Regarding climate policies, our results suggest that the increase in the share of clean energy could curtail the impact of trade on global carbon emissions. Notably, our study also finds that improving energy efficiency would not lower the emissions embodied in global trade because the forecasted reduction in energy use and thus carbon emissions that may be lost due to the sum of consumer and market responses.
Carbon Emissions Embodied in International Trade: the Post-China Era

Abstract:The so-called post-China countries (PC-16s), distinguished by low wages and high economic growth, will replace China as the "world's factory". The aim of this paper is to assess the effect of these changes on global CO2 emissions pathways. To achieve this, a counterfactual is proposed wherein China's trade with the rest of the world is replaced by the PC-16's trade in a global multiregional input-output context. The emissions savings realized by trade replacement are significant in those scenarios where the current pattern of trade is maintained (-13% on emissions traded and -3.5% on global emissions) and in scenarios where enterprises relocate their production directly or indirectly to the most environmentally efficient countries (ranging from -15.2% to -18.2% on emissions embodied in trade). Nevertheless, the potential savings drop considerably (ranging from -1.5% to -7.1%) if companies and host countries take advantage of cheaper, but more polluting means of production and do not internalize the externalities. Through changes in international trade, there is a possibility of reducing emissions, which have to be included in international, multilateral and bilateral agreements to mitigate climate change if we do not want to lose the opportunities these changes present. Abstract:International trade's impact on the pollution reduction, especially varied reduction effects dealing with global or local pollutants has not been thoroughly researched empirically. We explored effects of international trade participation on both the carbon dioxide emission intensity and sulfur dioxide emission intensity with a panel data of 179 major countries during 20 years when globalization thrived. Carbon dioxide causing climate change is a global concern. While sulfur dioxide is one major air pollutant causing local health problems. Empirically, international trade participation mainly reduces carbon dioxide emission intensity but not sulfur dioxide emission intensity. Also, trade in goods form is more effective than in service form. However, international trade participation does little to improving a country's overall technology level, implying that regulation enhancement under international norm is the main mechanism. Compared with developed countries, developing countries can reduce both kinds of pollutant emission intensities more effectively by participating into international trade. A case study of China's entering into World Trade Organization (WTO)'s impact on pollutant reduction can provide more evidence. Also, developing countries with higher industrialization level experiences a bigger improvement in cleaner production. And developing countries with higher democratization level pay more attention to reduce local environmental concerns.
Temporal Change in India’s Imbalance of Carbon Emissions Embodied in International Trade

Abstract:In India, rapid industrialization and reorganization of the global supply chain are driving economic growth, accompanied by increasing exports and carbon emissions. India is poised to succeed China as the next world manufactory, which will lead to huge emissions in the country. To formulate appropriate emission mitigation measures, it is necessary to further understand the temporal change in India's emissions at the sectoral level from both the production and consumption perspectives. However, existing studies that have estimated emissions in India have paid less attention to the link among original emitters, final producers and final consumers and to its temporal change. Based on an emission inventory compiled in this study, we trace emission flows from original emitters to final producers and then to final consumers through the international supply chain by using an environmentally extended multi-regional input-output model. This study finds that both production-based and consumption-based emissions in India increased constantly from 2000 to 2014, and production-based emissions had higher growth rates due to the increased coal share. The major receivers of India's exported emissions were developed countries (e.g., the European Union and the United States), while the main sources of India's imported emissions were developing countries (e.g., China and Russia). From 2011 to 2014, India's net exported emissions increased by 29.2% because of the decrease of imported emissions. Moreover, intermediate products (63% and 73.7%) were the major contributors to exported and imported emissions, most of which were embodied in manufacturing products (48.8% and 65.7%, respectively). Therefore, international cooperation to optimize the energy and trade structure and to improve energy efficiency can be effective in mitigating carbon emissions in India.
Trade-driven Changes in Global Air Pollutant Emissions During 2004-2017

Abstract:International trade is associated with air quality, public health, and climate change through redistributing air pollutant emissions. Global trade patterns have undergone significant changes in the past decade causing large changes in anthropogenic emissions. Revealing the long-term pattern change of trade-embedded emissions and identifying the driving factors that change the emissions could be key to enhancing international and economic-environmental cooperation. Here we quantify international trade-induced air pollutant emissions (including black carbon (BC), organic carbon (OC), carbon monoxide (CO), ammonia (NH3), non-methane volatile organic compounds (NMVOCs), sulfur dioxide (SO2), nitrogen oxides (NOx)) and assess the contribution of five driving factors from 2004 to 2017. The results indicate a reversal of growth in global trade-related BC, CO, and NOx emissions since 2011, while there is a continuous increase in NH3, NMVOC, and CO emissions. The domestic consumption-based emissions and emissions embodied in exports (EEE) except for NH3 and NMVOC in East Asia show a consistent trend with global trade-related emissions, having a considerable contribution to global emission change. Sustained rising domestic consumption-based emissions and EEE in South Asia, Southeast Asia and Africa show that further cooperative and coordinated mitigation efforts are needed.
Emissions Embodied in Global Trade Have Plateaued Due to Structural Changes in China

Abstract:In the 2000s, the rapid growth of CO2 emitted in the production of exports from developing to developed countries, in which China accounted for the dominant share, led to concerns that climate polices had been undermined by international trade. Arguments on “carbon leakage” and “competitiveness”—which led to the refusal of the U.S. to ratify the Kyoto Protocol—put pressure on developing countries, especially China, to limit their emissions with Border Carbon Adjustments used as one threat. After strong growth in the early 2000s, emissions exported from developing to developed countries plateaued and could have even decreased since 2007. These changes were mainly due to China: In 2002–2007, China's exported emissions grew by 827 MtCO2, amounting to almost all the 892 MtCO2 total increase in emissions exported from developing to developed countries, while in 2007–2012, emissions exported from China decreased by 229 MtCO2, contributing to the total decrease of 172 MtCO2 exported from developing to developed countries. We apply Structural Decomposition Analysis to find that, in addition to the diminishing effects of the global financial crisis, the slowdown and eventual plateau was largely explained by several potentially permanent changes in China: Decline in export volume growth, improvements in CO2 intensity, and changes in production structure and the mix of exported products. We argue that growth in China's exported emissions will not return to the high levels during the 2000s, therefore the arguments for climate polices focused on embodied emissions such as Border Carbon Adjustments are now weakened.Plain Language SummaryIn the 2000s, CO2 emissions from production in developed countries flattened while emissions from their consumption grew. The rapid growth of exported emissions from developing countries to developed countries, with the largest contribution from China, played a significant role. This led to concerns that climate polices had been undermined by rapid growth in international trade. Since around 2007, growth in these exported emissions has plateaued, predominantly due to changes in China. Our study investigates China's changes, demonstrating that in addition to the effects of global financial crisis, China implemented potentially permanent structural changes. We argue that China's exported emissions are unlikely to return to the growth levels from the 2000s, and therefore trade‐related climate polices will be much less relevant.

International Trade Reshapes the Decoupling of Emissions from Economic Growth

Abstract:Efforts to stabilize the global climate change while also continuing human development depend upon "decoupling" economic growth from fossil fuel CO2 emissions. However, evaluations of such decoupling have typically relied on production-based emissions, which do not account for emissions embodied in international trade. Yet international trade can greatly change emissions accounting and reshape the decoupling between emissions and economic growth. Here, we evaluate decoupling of economic growth from different accounts of emissions in each of the 159 countries and analyze the drivers of decoupling. We find that between 1995 and 2015, although 29 countries exhibited strong decoupling of territorial emissions (growing economies and decreasing emissions), only 19 countries achieved economic growth while their consumption-based emissions decreased. Most developed countries have achieved decoupling of emissions related to domestic goods and services, but have not achieved decoupling of emissions related to imported goods and services. The U-test confirms that the domestic component of consumption-based emissions exhibits a stronger decoupling trend from gross domestic product (GDP) growth than consumption-based emissions, and emissions from imports continue to rise with GDP per capita without a corresponding decline, providing a statistical validation of the decoupling analysis. Moreover, in the countries where economic growth and consumption-based emissions are most decoupled, a key driver is decreasing emissions intensity due to technological progress─and especially reductions in the intensity of imported goods and services. Our results reveal the importance of assessing decoupling using consumption-based emissions; successful decoupling may require international cooperation and coordinated mitigation efforts of trading partners.

Abstract:The two-volume publication is one of the first attempts to systematically address both international climate change law and global climate change governance. It deals with international law and the multiple regulatory regimes reflecting fragmentation in the absence of a universal climate change regime. International climate change law, global climate governance and diplomacy are interrelated and extremely complex: The publications explore these areas from a variety of doctrinal, transdisciplinary and thematic perspectives. Volume I assesses the most pressing impacts of climate change on various international law regimes. The main focus lies on • international climate change law as a new international law discipline; • climate change and human rights; • climate change, international trade and investment law; • the law of the sea and sea level rise; • judicial review and international climate change litigation. other subjects such as mitigation regulation, natural resource management and climate-engineering. Abstract:As an important tool for global climate governance, carbon emissions trading systems have received a lot of attention. Rising carbon emissions do lead to 'non-linear' shocks to the global climate and the economy-society-region. The greenhouse effect of carbon emissions may generate new economic costs and the Chinese government nowadays has attached great importance to low carbon sustainable development as well. This article presents the background of China's carbon emissions trading on sustainable urban development and the countermeasures taken by the Chinese government. By examining the current combination of China's economic and policy goals for carbon neutrality, it provides an in-depth analysis of the implications of the establishment of carbon markets for sustainable development and concludes the article with policy responses and recommendations for the early achievement of climate change goals. To this point, the implementation of carbon emissions in China offers a diverse and attractive sustainable development opportunity for all players in the ecosystem.
Unequal Exchange of Air Pollution and Economic Benefits Embodied in China's Exports

Abstract:As the world's factory, China has enjoyed huge economic benefits from international export but also suffered severe environmental consequences. Most studies investigating unequal environmental exchange associated with trade took China as a homogeneous entity ignoring considerable inequality and outsourcing of pollution within China. This paper traces the regional mismatch of export-induced economic benefits and environmental costs along national supply chains by using the latest multiregional input-output model and emission inventory for 2012. The results indicate that approximately 56% of the national GDP induced by exports has been received by developed coastal regions, while about 72% of air pollution embodied in national exports, measured as aggregated atmospheric pollutant equivalents (APE), has been mainly incurred by less developed central and western regions. For each yuan of export-induced GDP, developed regions only incurred 0.4-0.6 g APE emissions, whereas less developed regions from western or central China had to suffer 4-8 times the amount of emissions. This is due to poorer regions providing lower value added and higher emission-intensive inputs and having lower environmental standards and less efficient technologies. Our results may pave a way to mitigate the unequal relationship between developed and less developed regions from the perspective of environment-economy nexus.
GHGs and air pollutants embodied in China's international trade: Temporal and spatial index decomposition analysis

Abstract:Temporal index decomposition analysis and spatial index decomposition analysis were applied to understand the driving forces of the emissions embodied in China's exports and net exports during 2002-2011, respectively. The accumulated emissions embodied in exports accounted for approximately 30% of the total emissions in China; although the contribution of the sectoral total emissions intensity (technique effect) declined, the scale effect was largely responsible for the mounting emissions associated with export, and the composition effect played a largely insignificant role. Calculations of the emissions embodied in net exports suggest that China is generally in an environmentally inferior position compared with its major trade partners. The differences in the economy-wide emission intensities between China and its major trade partners were the biggest contribution to this reality, and the trade balance effect played a less important role. However, a lower degree of specialization in pollution intensive products in exports than in imports helped to reduce slightly the emissions embodied in net exports. The temporal index decomposition analysis results suggest that China should take effective measures to optimize export and supply-side structure and reduce the total emissions intensity. According to spatial index decomposition analysis, it is suggested that a more aggressive import policy was useful for curbing domestic and global emissions, and the transfer of advanced production technologies and emission control technologies from developed to developing countries should be a compulsory global environmental policy option to mitigate the possible leakage of pollution emissions caused by international trade.

Abstract:International trade separates consumption of goods from related environmental impacts, including greenhouse gas emissions from agriculture and land-use change (together referred to as "land-use emissions"). Through use of new emissions estimates and a multiregional input-output model, we evaluated land-use emissions embodied in global trade from 2004 to 2017. Annually, 27% of land-use emissions and 22% of agricultural land are related to agricultural products ultimately consumed in a different region from where they were produced. Roughly three-quarters of embodied emissions are from land-use change, with the largest transfers from lower-income countries such as Brazil, Indonesia, and Argentina to more industrialized regions such as Europe, the United States, and China. Mitigation of global land-use emissions and sustainable development may thus depend on improving the transparency of supply chains.
