Abstract:As key players of national climate change mitigation action, cities, especially resource-based cities, have to face many practical challenges in the course of green development and ecological civilization construction.The realization of China's CO2 emission reduction target in middle term and long term will depend on whether our resource-based cities can achieve the successful transformation of low-carbon development.Based on China's high spatial resolution grid database (CHRED) towards 340 prefecture-level cities, this study analyzes the carbon dioxide emission characteristics of 126 resource-based cities in China, by using DPSIR (Driving Force-Pressure-State-Response-Response) framework, analogy studies and scenario analysis.This paper also reveals the challenges they faced in terms of urban energy consumption structure and industrial structure, and explores the future CO2 emission trends and carbon emission reduction potential of the proposed cities.The results show that under usual peak scenario, CO2 emission in 126 resource-based cities will attain a peak value of 7.265 billion tons in 2030, accounting for about 60% of total CO2 emission in China.And in early peak scenario, CO2 emission of all resource-based cities will peak with 5.378 billion tons in 2025, representing about 45% of total CO2 emission in China.Finally, the study puts forward the following countermeasures and suggestions on the transformation of low-carbon development and achieving carbon emission peak of resource-based cities in China: First, strengthen capacity building on energy statistics work, and promote information management platform of carbon emissions performance in the resource-based cities.Second, enhance institutional capacity building in terms of green & low-carbon development.Third, improve current primary energy consumption structure with fossil fuels dominated, and increase the share of clean fuels in energy mix.Fourth, accelerate the development of green & low-carbon technology, promote the optimization and upgrading of traditional industries, and facilitate remarkable reduction of carbon emission intensity in the resource-based cities.

Abstract:Eco-city construction is a powerful method which can advance a city from traditional industrial civilisation to ecological civilisation. The city of Huaibei, with 50 years of coal mining history, has been listed as a national resource-exhausted city. The city's sustainable development and ecological restoration work face severe challenges. This study presents a time-space evolution analysis of mining subsidence to show the evolution and the distribution of the subsidence area in Huaibei. Intensive use was made of land evaluation to formulate land use measures. According to this analysis, and based on the popular eco-reconstruction movement, suggestions for land reclamation and eco-reconstruction are proposed for the city of Huaibei. The paper aims to make strategic recommendations to help Huaibei city transform from a resource-exhausted city to an eco-city.

Abstract:The supply of construction land index is difficult in coal villages migration, especially the construction land index in urban and rural, lacking of construction land index becomes the bottleneck of village migration. In order to ruduce the pressure of the contradiction between supply and demand of land used for construction purposes. This paper combines with the actual situation of coal villages, taking Huainan as an example, starting from the connotation and significance of the policy of linking the increase in land used for urban construction with the decrease in land used for rural construction, based on the analysis of the current situation of the city construction land use, making predictions on the potentiality of village land readjustment in coal mining areas, the potentiality of the rural residential areas hook readjustment and the potentiality of linking the increase in land used for urban construction with the decrease in land used for rural construction, the results show that the overall hook potentiality is larger.

Abstract:China's coal-fired power industry is undergoing a fundamental transformation. From a historical perspective, we conducted a comprehensive assessment of the coal power sector in China, to understand the cause of the transition and where its future lies. Through the interactions among landscape, regime and niches, China's coal-fired power industry has developed cleaner and more efficient, which positively mitigated the local pollution. Yet the decarbonization in the power sector is unsatisfactory. Due to its dominating role and nature of high-carbon emitting, the coal power sector has always been a big challenge during China's climate actions. Although the goal of peaking carbon emissions by 2030 demonstrates China's ambitions, expanding coal-fired power generation capacity hinders climate change mitigation and low-carbon transition. In this regard, we discuss the guidelines for the future high-quality coal-fired power development to provide recommendations for policy-makers and industry stakeholders. China's coal power sector should commit to the vision of deep decarbonization by 2050. Abstract:Based on synthetically analyzing,the development strategy of circular economy for China's coal industry is put forward as follows:①to research,develop and spread advanced technologies,such as the clean mining technology,advanced technology for generating electricity using the high efficient desulphurization technology,etc.;②discarding the conventional narrow conception of resource,under the instruction of industrial ecology idea,to strengthen the reuse the outgrowths;③to lengthen the property chain to increase the additional value of coal product;④to couple the coal industry with the other industries,such as electric power industry and chemistry industry,etc.,to increase the efficiency of resources;developing energy saving technologies for the reduction of energy consumption;⑤to adjust the industrial structure and policy.Some advice for the policy is also suggested.

Abstract:Energy is the lifeblood of the national economy. At present, China's energy development situation is severe, and its external dependence on crude oil and natural gas is relatively high. Considering the national conditions of coal, strengthening the clean and efficient utilization of coal is strategically significant; specifically, the clean and efficient coal transformation is an important approach. This study summarized the status quo of clean and efficient coal transformation, and analyzed the high-end, diversified, low-carbon, and intelligent development trend of the industry as well as the technology development trends that include coal transformation to clean fuels, coal transformation to bulk and special chemicals, and pollutant control in coal transformation. Moreover, the study analyzed the development challenges regarding water resources, carbon emissions, product competitiveness, and supporting policies, and proposed a development idea that is led by planning, demonstration, and innovation. The research suggests that the strategic position of clean and efficient coal transformation in the energy system should be clarified, the national coal-to-oil-and-gas strategic reserve mechanism should be established, financial credit and energy statistics policy support should be strengthened, and the scientific and technological innovation ability should be improved by building research and development platforms.

With the deterioration of the living environment, cities are facing the great challenges of economic restructuring. This article analyses the living environment status of coal urban in northeast of China in two aspects of the industrial building and civil construction, from environmental managing, ecological planning, industrial scaling, government functions, economic development and other several aspects to identify the factors that cause urban environmental pollution and ecological damage which affect the sound development of ecological living environment, sums strategies and controls measures which suit living environment’s sustainable development of coal resource city.

Abstract:Eastern China has a long history of coal mining and a large number of coal mine sites have been abandoned in this region leaving a legacy of mining-related land subsidence, coal waste piles and brownfield sites. Furthermore, as a result of the historical planning approach in the region, many cities were built around coal mines. Therefore, the ecological restoration of abandoned mine land has become vital to the sustainable development in these cities. This paper uses the Datong coal mine site in Huainan as a case study to develop a detailed ecological restoration plan and functional division for an abandoned underground coal mine land by considering the local conditions and mining history, site assessment and integrated monitoring tools.
History and Future of the Coal and Coal Chemical Industry in China

Abstract:In recent years, the traditional coal and coal chemical industries in China have suffered from overcapacity. Although the development of new coal chemical industries is receiving increasing attention, the constraints of new environmental laws and carbon emission reduction targets continue to increase. Therefore, it is necessary to judge the developmental scale trend of the industries and, furthermore, to provide guidance to businesses and governments. Based on the coal and coal chemical industries, this research recognizes significant factors affecting industrial development in terms of market, enterprise reform, policy, technology, industrial structure adjustment, and so on and carries out a qualitative analysis and quantitative evaluation of the industry developing driving force. A dynamic mathematical model is set up to fit the historical trend of industrial development, and the fitting parameters are modified based on the actual data. As the fitting result shows, the Driving Force Model is practical for characterizing the scale of industrial development. The developing trends in the coal and coal chemical industries in China are predicted based on the model. The results show that the Shanxi coal industry will have to emerge from a difficult period of industrial development, and the development of the coal chemical industry in China will greatly depend on the price ratio between crude oil and coal. Ultimately, this research proposes suggestions for the sustainable development of the two industries in terms of circular economies, technical breakthroughs, policy making, and so on. Abstract:China is rich in coal resource, which is vital for energy security in this country. In early 21st century, the coal chemical industry in China will be oriented to the development of high efficiency, safety, cleanliness, and optimum utilization. In this review, the authors present an introduction to the utilization status of primary energy production and consumption in China. Since 2005, fundamental research studies, supported by the Ministry of Science and Technology of Chinese National Basic Research Program, have been carried out at Taiyuan University of Technology. The Ministry stresses that the new coal chemical industry should be developed in a sustainable manner to realize effective utilization of energy. Moreover, upgrading the high technology to improve actively the recycling processes of coal chemical engineering is of strategic importance to realize the modern coal chemical engineering.

Abstract:Coal industry is a typical resource-dependent industry.With the depletion of the non-renewable coal resources and the increasing ecological and environmental protection,Chinese coal enterprises are facing growing challenges about how to achieve sustainable development through business restructuring.This paper takes one of the most representative enterprises,Jiangxi Pingxiang Mining Group as a case,and conducts an in-depth study from the perspective of innovation on the key factors impacting the business restructuring of large coal enterprises.It is found that the insistent implementation of strategic innovation,system innovation,technological innovation and management innovation is the key reason for the successful restructuring at Pingxiang Mining Group.This study may provide useful references for relevant enterprises.

Abstract:Due to the energy characteristic of rich coal and less gas in China, developing coal to gas (CTG) was one of the important ways to obtain the natural gas resources and to alleviate the contradiction between supply and demand of natural gas. Developing CTG projects could not only utilize inferior coal resources in China reasonably and adjust the structure of coal consumption, but could also realize the clean utilization of coal and relieve the tense gas supply, as well as ensure the energy security. The industrial process, governmental policy and current status of the CTG industry in China were presented. Besides, the necessity and economy of domestic development of CTG as well as the main problems in the development process of CTG were analyzed. Finally, feasible suggestions for healthy development of CTG industry were put forward.

Abstract:<p>Achieving sound development in China's coal industry is of great significance for ensuring national energy security and achieving the goal of environmental and atmospheric governance. To analyse the present situation in China's coal industry and provide suggestions for its comprehensive development, a Coal Industry Development Index (CIDI) system is declared including 28 secondary indexes associated with 6 dimensions. A minimum-deviation combination weighting method is proposed to obtain more reasonable synthetic index weights than other methods, and a comprehensive evaluation model is constructed based on grey theory and TOPSIS to calculate the CIDI from 2011 to 2019. The results show that the CIDI has a fluctuating upward trend year by year, as the government and enterprises have attached great importance to coal production, and a series of measures have promoted the intelligent and safe development of China's coal industry. However, clean and green production first fluctuates and then rises, indicating that coal industry has not fully realized clean production and efficient utilization and is still the key controlled object of carbon emission reduction. Therefore, investments in the cultivation of coal market entity, resource guarantees and innovation-driven development ought to be strengthened in the future.</p>

Abstract:Abstract At present, China’s resource constraints are becoming tighter and environmental problems are serious. Shanxi province’s energy policies implementation has a huge impact on the ecological environment. This paper focuses on the emission of air pollutants from coal-fired power generation, coal chemical industry, biomass power generation, coal bed methane power generation, as well as the impact of emission reduction measures such as "coal to electricity" and "coal to gas" on the atmospheric environment in Shanxi Province. In 2015, coal power, coal chemical and other energy-related industries in Shanxi province emitted 429,800 tons of sulfur dioxide, 348,000 tons of nitrogen oxides and 364,400 tons of dust, accounting for 38%, 37% and 25% of the province’s industrial emissions respectively. After the strict implementation of energy policies, the emissions of air pollutants SO 2 , NO x and dust from energy-related industries should be 121,500 tons, 236,100 tons and 19,300 tons respectively in 2020. Emission of air pollutants SO 2 , NO x and dust from energy-related industries should be reduced by 72%, 32% and 95% respectively in 2020 compared with that of 2015. However, we need to improve environmental access, tighten standards, strengthen environmental protection requirements in the energy industry, and continue to optimize the energy consumption structure.

Abstract:The modem coal chemical industry is one of the important routes for China to address energy-supply security and climate change issues.This paper introduces technologies and industrial status of the modern coal chemical industry,containing coal to liquids,coal to nature gas and coal to chemicals.Main industrial policies that are related to the modern coal chemical industry and have been issued since 2004 are reviewed and commented.The adjustments and fluctuations of policies in different periods in the light of different industrial development stages are recognized.The evolution of the policies has reflected the government's deepening understandings on the coal chemical industry and increasing attentions to environmental issues.Finally,this paper summarizes the main direction of policies for the modern coal chemical industry,expounds the strategic position of the modern coal chemical industry,and points out that the modern coal chemical industry will develop towards a green,efficient,low-carbon and intensive direction through strengthening the R&D,promoting the demonstration and combining with other advanced technologies.

Abstract:Although there are many researches on the life cyc1e of the resource-based cities, scientists have paidlitt1e attention to the evolution of the forms and spatial structures of these cities. Based on a case study of Fush-un, a typical coal-industry city in China, this paper is designed to fill in the research gaps. It mainly includes:(1) Inquiring into the function of the natural conditions and the econmic activities during the developmentof the resource-based cities, thus revealing the law of the formation of the coal-industry city's form.(2) Analyzing the differentiation between the resource development area and the industrial and commercialarea in the whole resource-based city area and pointing out its specific form and spatial structure.(3) Pointing out the multi-polar linear structure of the coal-mining area and the multi-core structure of theindustrial and commercial area in Fushun coal region, then interpreting the reasons. (4) Putting forward a general model of the evolution of Fushun's city form and its spatial structure and em-phasizing that the interaction between coal industry area and de-coal industry area in Fushun coal region is thekey to city's form and spatial structure. Abstract:China is the world’s largest consumer and producer of coal. China is confronted with a dilemma of balancing economic growth with environment protection. This article uses the first Circular Economy Park for coal industry to discuss the strategies that China’s coal enterprises have utilized to shrink their carbon footprints. Through the use of two circulated economic industrial chains involving “coal-electricity-building materials” and “coal-chemical industry” to reduce, reuse, and recycle resources, the Tashan Circular Economy Park has achieved significant energy conservation and CO2 emission reduction. It has provided a “Chinese definition” of low carbon for coal enterprises.
