Abstract:Unreasonable energy consumption structure has led to low-efficiency of energy utilization of China.From the reform and opening-up in year 1978,the energy consumption structure of coal as the major energy source has not been changed significantly.Making use of panel data during the period from 1996 to 2007,the authors used a generalized method of moments to estimate the marginal efficiency of coal,oil,gas,and electricity.Results showed that the energy marginal efficiency in a descending order is gas,electricity,oil,and coal.The marginal efficiency substitution rate between two types of energy was calculated.For investigating the impact of energy consumption structure on energy efficiency,the authors used the ridge regression method, revealing that the proportion of coal,oil,gas,and electricity in energy consumption has an effect on energy efficiency.Results demonstrated that an increase in the proportion of coal will result in a decrease in energy efficiency,and that increasing the proportion of oil,gas,and electricity will enhance the energy efficiency.Great efforts should therefore be made to reduce the proportion of coal and elevate the proportion of gas in energy consumption structure.Although the marginal efficiency of coal is the lowest,there is limited room for China to dramatically change the energy consumption structure in which the coal consumption has dominated for a long time due to limited natural resources.Efforts are also need to be made to promote the conversion of coal-electricity, reduce direct combustion of coal,and promote the proportion of electricity consumption in the terminal energy consumption so as to increase the overall energy efficiency of China.This would be greatly helpful for gradually improving the energy consumption structure of China.With the booming development of China's economy,the demand for oil is rapidly growing.The issue of national oil supply security should be placed more emphasis.It is suggested that measures of energy supply security of China be strengthened,the yield of oil at home be increased,and the plan of strategic oil reserve be implemented.Meanwhile,strategies should be formulated immediately that petroleum companies of China are encouraged to invest abroad,establish and complete petroleum futures market of China,and to fight for the pricing right of oil.Natural gas is a type of energy with good quality and high energy efficiency.Hence,the government should not only implement theWest-East natural gas transmission projectbut also encourage the use of natural gas and making it more widespread in policy.
