Impact of Property Right Reform on the Operation of Hospitals in Guangdong Province

Abstract:This study uses data on hospital closures to examine the relation between exit and inefficiency in an industry where for-profit, not-for-profit, and government firms coexist.The likelihood of hospital exit over the period 1999-2003 in Guangdong Province is estimated as a function of hospital relative inefficiency residual,ownership did not have a significant effect on the probability of exit for government hospital.The results regarding the relative inefficiency residual,ownership,and exit behavior yield some health policy implications for our hospital ownership reform.It would be important for policymaker to evaluate ownership effects on both the cost ope,and other factor.We distinguished the effect of a higher level of inefficiency from the effect of commitment to nonprofit goals on the exit decision.We find that less efficient hospitals were more likely to exit when ownership was for-profit, but that relative inefficiency did not have a significant effect on the probability of exit for government hospital.Property rights reform is not the sufficient condition to improve the efficiency of hospital,nor is it the necessary condition to reach such goal.There are many factors to affect the efficiency of hospital,one of which is the policy burdens.
