Abstract:The orientation of the function of urban communities is a fundamental issue in the construction of urban communities. However, there remain some misunderstandings in the current studies and practices of urban community construction in China. First of all, the government and many researchers often equate the function of communities with that of community organizations. Secondly, they may equate the function of communities with how to transfer various social security and welfare functions previously undertaken by work units and organizations to urban communities. Thirdly, they may equate the function of communities with that of traditional communities. In addition, these misunderstandings have given rise to some ″unexpected ″ negative consequences in the urban community construction. There are two most serious ones. First, the organization and operation of almost all urban communities in China are increasingly becoming over-organized or executive. Second, citizens have little sense of participation in urban communities and construction of urban communities, which leads to a situation in which the government is ′enthusiastic ′ whereas the society is ′indifferent ′.The present paper holds the opinion that the discussion of the functional orientation of urban communities ought to be in accordance with the transition of the fundamental structure of the state-society relationship. Under the condition in which the state, market, and non-profit organizations each exerts unique functions, the function of urban communities should neither replace nor obstruct the function of these organizations. Urban communities must exert their unique functions to be one institutional existence in the society. This unique function is to construct public spheres in the urban society and through this construction, urban communities become a medium and mechanism by which various social activists can express their desires, interests, and communicate with others. These public spheres are not the spheres where the state is in opposition with the society, but rather spheres which mediate the relationship between the state and the society. This sort of public spheres is simultaneously influenced by the state and the society, but it has its peculiar character and logic beyond the influence of the state and the society.
