Abstract:The establishment of competitive labor market is one of the central problems of China's reforms. China's economic reforms have taken place in the segmentation between the urban and the rural. Employee redundance in SOEs, "big-pot-system" and "iron-rice-bowl" in the old system have led to inefficiency. Meanwhile, rural labors attached to the land were isolated from industrialization process, thus a large number of surplus rural labors can not transfer to non-farm industries in time, which causes great waste and loss. Labor market reform based on the aims of "punishing idleness" in urban areas and "alleviating poverty" in rural areas was carried out, which pushed the employees in SOEs to market and improved the allocation efficiency of rural labors. The release of restrained productivity through progressing reforms is the basic drive of China rapid growth. Labor market reform is a bidirectional process of adjusting and approaching the rights between ruraland urban labors. China has gained great achievement in reforms, however, the rights equality between urban and rural workers are still far from realization, and the difference between nominal and actual rights is the most outstanding problem, which threatens the harmony of social and economic development. Since growth, stabilization and equity are three major factors influencing the government behavior, the inequality of rights in labor markets has become a great obstacle of economic development and social stability. Implementing the new development concept and constructing a harmonious society are now leading to the change of the policy direction.

Abstract:The earlier labor market segmentation theory shows that for the institutional and social reasons , non - competitive groups would arise from the labor market which leads to labor force not being mobile freely. Modem labor market segmentation theory not only develops the viewpoints of earlier segmentation by institution with new analytical methods ,but also analyzes the segmentation by market force of labor market. The segmentation of China's labor market is typically institutional. The research on western segmentation theory will provide use of reference for uniting and perfecting the labor market of our country.

Abstract:In the process of market reform, the status of some laborers is declined. The reason is rather the immature of market than the result of market economy. In raising the laborers’ status, the investment of human capital is more fundamental than the system of protecting the laborers’ rights. Human capital investment can result in a both-sides-win for laborers and capitalists, and it is an effective way to promote the harmony between laborers and capitalists. The government should be active in the process of raising laborers’ status.

Abstract:As the excessive labour market segmentation has negatively affected China’s social and economic development in many ways, this paper describes the status quo of China’s labour market segmentation and the segmentation’s history since 2000. In addition, the paper analyzes institutional factors that affect labour market segmentation among different groups and assesses the effects of specific policies that are closely related to the development of the labour market. More specifically, this paper reviews key labour market policies and programs introduced during the last decade and analyzes the impact of the Minimum Wage Policy, the Labour Contract Law and the Household Registration System (hukou) on labour market segmentation. At last, it offers several policy recommendations to reduce the China’s labour market segmentation.

Abstract:Using 2002 Chinese Household Income Project data and Chinese rural migrant questionnaire data, this paper, from informal employment approach, investigates whether the Chinese urban labor market is dual segmented in the context of social transition. The results indicate: there are two different wage mechanisms in Chinese urban labor market; The informal employment, rather than household registration system, has been the uppermost key affecting the labor entering the primary labor market.

Abstract:Since economic reforms began in 1978, the Chinese labor market has undergone a set of remarkable transformations that have dramatically affected the working lives and welfare of China's citizens. Like other rapidly growing developing countries, China has experienced a rapid structural change, featuring a steady flow of labor from agriculture to industry and from rural areas to urban areas. As a transition economy, China has shifted gradually from planned allocation of labor in state-sector jobs to a more open labor market, with increasing numbers of workers employed in the non state and private sectors. Table 6.1 summarizes the magnitude of these changes, drawing upon official data. From 1978 to 2005, the share of labor employed primarily in agriculture fell from 71 to 45 percent, the share of labor working in urban areas increased from 24 to 36 percent, and the share of urban labor working in the state-owned or government sectors fell from 78 to 24 percent.

Abstract:After "opening up" in 1978, China followed a development strategy that has led to internal and external economic imbalances, especially since its labour market reform of the mid-1990s and the resulting surge in rural-to-urban migration. Low labour costs emerged as its main comparative advantage, but its over-reliance on exports for growth was starkly exposed by the global economic crisis of 2008. This, coupled with widening income disparities, could jeopardize the sustainability of China's growth unless it adjusts its reform and development strategies to promote income equality and domestic consumption. The Employment Contract Law in force since 2008 could signal institutional change in the right direction.

Abstract:Recent reforms of Chinese state-owned enterprises strengthened a nascent managerial labor market by incorporating incentives suggestive of competitive Western labor markets. Poorly performing firms were more likely to have a new manager selected by auction, to be required to post a higher security deposit, and to be subject to more frequent review of the manager's contract. Managers could be, and were, fired for poor performance. Managerial pay was linked to the firm's sales and profits, and reform strengthened the profit link and weakened the sales link. Thus the economic reforms helped develop an improved system of managerial resource allocation responsive to market forces.

Abstract:Until China began its post-Mao economic reforms, the country did not have a genuine labor market. State-owned enterprises were the only source of demand for labor. Administrative agencies assigned workers to firms, so individual choice played no part in the determination of labor supply. Then China began the process of transitioning from a state-run economy to a more market-driven one. The early reforms focused on agriculture and product markets but slowly the government freed firms to make labor demand decisions and freed workers to choose their own places of work, creating a genuine labor market. Abstract:The massive downsizing of the state-owned sector and the concomitant impressive growth of the private sector at the end of the 1990s have altered the nature of the Chinese labor market. The introduction of market mechanisms has contributed to increasing labor turnover and competitiveness in market wages. Using two urban household surveys for 1995 and 2002, this paper analyzes the evolution of labor market segmentation in urban China by applying an extended version of Oaxaca-Blinder decomposition methods. During the seven-year period, the sharp increase in real earnings for all workers shows substantial differences across ownership, economic sectors, and regions. We find strong evidence of a multitiered labor market along these three major lines and highlight increasing segmentation within each of the three dimensions, with the gap between the privileged segments of the labor market and the most competitive segments widening over time.

Abstract:Abstract This article examines the changes to and relations between labor policy and labor legislation in the context of China's market transition with a focus on the 1994 Labor Law and the 2007 Labor Contract Law. The initial impetus to labor policy change came from the unemployment crisis at the end of the 1970s and the early 1980s. Since then, the state has relaxed its control over labor mobility and job allocation. The last two decades of the last century witnessed the most important changes in China's labor policy, that is, the replacement of lifelong employment with contract-based employment and the replacement of government job assignment with the labor market. Such changes indicate the paradigmatic shifts of China's labor policy in the reform era. Under the new labor policy paradigm, the role of law has been strengthened in governing labor relations and other labor-related affairs. Within the policy context of promoting economic growth while maintaining social stability, both policy and law are coordinated and complementary in stabilizing labor relations and protecting labor rights. Given the socioeconomic circumstances and the underdevelopment of the rule of law in China, policy is still important during the period of market transition.

Abstract:This paper contributes to the assessment of China's rural labor markets, while paying attention to whether these markets are developing in a manner conducive to the nations modernization. According to our household survey, we find that the rapid increase in off-farm employment has continued and accelerated during the late 1990s. Our analysis shows that migration has become the most prevalent off-farm activity; has become dominated by young and better educated workers; expanded most rapidly in areas that are relatively well-off; and begun to draw workers from portions of the population, such as women, that earlier had been excluded from participation.

Abstract:An urban labour market is in the process of being formed in China. The objective of this paper is to analyse the stage that it has reached. A 1999 household survey is used to investigate whether the labour market has three tiers comprised of recently retrenched and re-employed urban workers, non-retrenched urban workers, and rural–urban migrants. It tests whether wage levels and structures differ across these categories of worker. Panel data are used to model the evolution of the wage structure and, specifically, the impact of retrenchment and re-employment. The results indicate that non-retrenched urban workers enjoy a wage premium, although migrants receive similar returns to education. Re-employed workers receive no return to education and appear to have lost out on the wage rises enjoyed by the non-retrenched. There is evidence to suggest that the urban labour market is segmented into these categories, which differ in their openness to market competition. The urban labour market has a long way to go before it is fully competitive.

Abstract:This book focuses on the impact of the market-oriented economic reform in China on one aspect of the labor market outcomes, individuals' access to different employment sectors, and is based on the author's doctoral dissertation accomplished at University of Maryland.China began implementing its reform and opening-up policy in 1978.Prior to this, China's economic and social structure exhibited the characteristics of a typical dual economy, the social stratification remained mainly between urban and rural areas thereby.Economic resources were mainly allocated to cities where people enjoyed not only higher level of income, but also better welfare of housing, health care, and children's education.On the contrary, people from rural areas were restricted to strict household registration system and material rationing restrictions.As a result, it was difficult for them to migrate to cities.China has achieved a rapid economic development since the "reform and opening-up" policy were implemented which has speeded up the restructuring of industries and sectors as well as urban-rural structure.Private economic sectors appeared and developed rapidly, meanwhile the restrictions and cost of labor mobility have removed so that the benefits of market allocation of resources began to appear.Therefore, the research on the employment structure, labor mobility status, and the corresponding factors during reform era has significant theoretical and practical implications.The aim of this book is to understand how the three major mechanisms of social stratification-education, family background, and gender-have influenced the access to the state/collective sectors, the private sector, and the sector of family farming during market-oriented economic reform era.This study contributes to the debate on how the market transition has been changing the process of social stratification in China.Theoretically, the debate in literature is concentrated on the rising influence of human capital and the declining power of political capital in determining the socioeconomic status of individuals.This research views family background and gender as equally important as human capital in the social stratification.Empirically, most studies focus on income inequality as the outcome of social stratification, but this research pays attention to

Abstract:Because of the absence of correspondent institutional stipulation,the decentralized economic reform makes China benefited,and results in local protection and market segmentation as well.The formation mechanism of local protection and market segmentation mainly results from the interaction of local government.Local protection can be further decomposed into reasonable protection and unreasonable protection,and market segmentation can be decomposed into segmentation from local protection and natural market segmentation.Our policy suggestion on how to eliminate unreasonable local protection is to practise fiscal transfer to poor regions and reform the present judicial system.In addition,local government should completely exit from the competitive industries.

Abstract:The start point of labor market evolution in China is the rigid socio-economic segmentation between the rural and urban areas in planned economy. The emergence of urban labor markets is accompanied with the development of internal-external labor markets. In the meantime,due to the rural-urban migration,the rural-urban dualism with Chinese characteristics nests in the secondary sector of internal-external dualism. That is the postulation of double dualism on Chinese labor markets segmentation and the root of it is the unequal rights between the rural migrants and urban labors. Adopted China’s urban household survey data,the results of cluster analysis support the postulation. How to resolve the two dualisms,especially the rural-urban dualism,and form a uniform labor market is a challenging task for the government.

Abstract:Since China's reform and opening to the outside world,the gap between the income of China's urban people and that of rural people(GBIOCUPATORP) has had a tendency to be widened.We have constructed a "pure" dynamical growth model and a general equilibrium model that covers the twist of labor markets and the disparity in the department's efficiency,to calibrate and analyze the formation of GBIOCUPATORP.The "pure" dynamical growth model can better simulate the characteristics of the transfer of the labor force from agricultural sector to non-agricultural sector,those of the gradual drop of the proportion of the agricultural departments to the national economy,and those of the gradual rise of the proportion of the non-agricultural sector to the national economy,but the results of the numerical simulation in not corresponding to the fact of GBIOCUPATORP.Then,we have resorted to the above-mentioned general equilibrium model to construct a model of GBIOCUPATORP.The results show that the formation of GBIOCUPATORP and the relations between GBIOCUPATORP,various economic systems,policies and variables can be reasonably interpreted within this general framework.With the method of parameter calibration and numerical simulation,we have found that this model we have constructed can be verified by the features of China's economy.

Abstract:How trade liberalization affects women’s position in the labour market and what role public policy should play to make the process work better for women are among some of the most debated issues in academic communities and in policy-making arenas. This work sheds light on these contentious issues by analysing the trends in labour market outcomes of women and men in China in the decade after its accession to the World Trade Organization (WTO). The publication reviews the changes associated with China’s economic reforms and opening to international trade and investment since the process started in the late 1970s. Since the early 2000s, a wide range of policy measures have been introduced to strengthen labour market regulations, reduce inequality and increase social security. However, most of these policy initiatives were ‘gender neutral’, paying inadequate attention to the institutional constraints that disadvantaged women in the labour market.
Empirical Study on the Employment Protection Impact on the Efficiency of the Chinese Labor Market

Abstract:The effect of Labor Contract Law on China’s labor market efficiency has been controversial since its implementation. Using data of the dynamic investigation from 2012 to 2016 on the China Labor-force Dynamics Survey(CLDS),from a prospective of the micro-view, this paper analyzes the effect of employment protection on the wage and employment of labor market by constructing employment protection factor with the multi-level empirical methods. The results indicate that the employment protection strictness has a dual effect. Although the law increases the possibility of unemployment, it increases the wage level at the same time. In the long-run, employment shock caused by the employment protection on the overall labor market will gradually disappear, and its protection helps to gradually improve the marginal income increase over labors’ wage, which improves the operational efficiency of the labor market. The employment protection, such as signing employment contract and overtime compensation, can narrow the wage discrimination gap on gender, educational level, and aging. With the balanced framework of the employment protection, the equilibrium between the flexibility and stability will be more likely to appear in the labor market.
