Establish Scientific Research Management System and Operational Mechanism in Universities Bases on Efficiency

Abstract:In order to upgrade the operational efficiency of ST innovation system,it suggests to set up scientific management system and mechanism in unvirsities based on efficiency step by step.Firstly,it is necessary to increase the input of scientific research in universities,and consolidating the central status of universities in knowledge production;Secondly,their allocation should be based on the input-output efficiency of scientific research in universities,by establishing a new mechanism to appropriate founds based on efficiency for the benefits of limited public higher education resource;Thirdly,according to the characteristics of universities' science and research,in order to improve the efficiency of scientific research in universities currently,the major attention should be put to enlarge scientific research scale of universities with some attention on improving the productivity and administration of scientific research;Lastly,cooperation between universities and other sections,especially the other industries should be strengthened further to promote the transformation of scientific research achievements in universities.
