Abstract:The trade strategy and policy,which is aimed to enhance the national competitive strength and improve the national welfare,has different forms in different countries and at different stages of economic development.The various policies are used in turn according to the business circle.This paper carries out a comparative study of the trade strategy and policy at different stages in different countries,argues that the trade policy is related with the economic development,national interests,and the games between interest groups.It points out that the trade strategy and policy should be adopted according to the national interests and the economical development in today's China,so that it can help to enhance the national competitive strength.

Abstract:Chinese trade policy has experienced 'great reversal' in the year of 2008. A series of constraining measures taken previously have been loosened eventually. We investigate this situation using a political economy approach. Unlike in democratic countries, where interest groups play a crucial role in trade policy change, in China, given the political reality, leaders' will and trade partners' pressure are the determinant factors. We call this top-down and outside-in trade policy. Actually the idea of 'harmonious society' and 'scientific development' emphasised by top leaders in October 2006 paved the road for the following trade policy adjustment: i.e. reducing tax rebate, limiting processing trade, compressing the catalogue for foreign investment, etc. However, with the shock of a global financial tsunami, these measures get coastal areas relying on foreign trade heavily into trouble. The economic downturn in Pearl River Delta even astonished the decision-making body, calling on a quick reversal in foreign trade policy. If interest groups had been allowed to express their demand formally and adequately from the very start, the cycle of 'taking up first but giving up last' in policy design would have not taken place. In other words, the bottom-up and inside-out trade policy should be more stable. Although flexibility is necessary in the face of uncertainty, frequent and discretionary trade policy change usually produces effects of 'pro-government' not 'pro-market'. This is unfavourable for the transformation in China. The constraining trade policy in mid-2007 to mid-2008 has been a part of the government's desire to seek healthier development. However, with the inside and outside surroundings getting worse, the structural adjustment (long-run objective) has had to concede to the economic growth (short-run objective).

Abstract:Trade liberalization could accelerate the process of quality upgrading through the competition effect. However, that the quality of Chinese exports exhibits an opposite performance pattern is puzzling. The present paper uses a framework based on multiproduct firms to analyse the mechanism of how the product quality of exports is affected by trade liberalization to explain this puzzle. The model includes two major mechanisms: the competition effect and the market effect. There is a huge gap in the influence on the product quality of exports between a decrease in tariff barriers and non-tariff barriers: firms' product quality increases (decreases) when non-tariff barriers (tariff barriers) fall. The data of Chinese firms from 2001 to 2011 supports this conclusion. Further research reveals that the influence of trade liberalization on the product quality of exports in China varies among different types of firms.

Abstract:We study an international trade model with symmetric countries and symmetric firms, with countries making strategic trade policies, anticipating the decisions of firms on R&D collaboration at the subsequent stage. In general we should observe a conflict between the equilibrium outcome and the efficient one. We find that an asymmetric outcome where one country unilaterally liberalizes trade while the other does not is likely to occur. We also find that while banning international R&D collaboration may help to reach free trade equilibrium in certain situations, it provides little assistance in reaching the outcome that maximizes global welfare.

Abstract:The global attention on industrial policy's effectiveness spans across various sectors, particularly in international trade where the focus is on enhancing the quality of foreign trade, which is crucial to understand how research hotspots and key issues can synergize. Additionally, our results reveal that inhibitory influences arising from industrial policy on total assets or R&D investment attenuate this promotion effect; There exists a diminishing promotion effect between total assets and R&D investment. Our paper provides valuable insights into understanding their logical relationship while offering guidance for enterprises, markets, and governments in overcoming challenges collectively.

Abstract:The author traces the policy vicissitude of foreign trade of agricultural products in China before and after WTO entry. The exterior environment for foreign trade of agricultural products in China is interpreted in terms of Hub and Spoke: various high subsidy policies supporting agriculture continue to be used by developed countries; various trade barrier measures supporting agriculture are adopted by them. Interior conditions for foreign trade of agricultural products in China are interpreted in terms of adverse selection: the phenomenon that agricultural products are in vicious competition of low prices is increasingly obvious; there exist limitations of a safeguard system of quality and safety for agricultural products. The international organizations which unscramble and elude government behaviors of unfair trade,and their detailed functions include: WTO and its fair competition principles,WTO decision-making mechanism and its justice; Fairtrade Labeling Organizations International (FLO) and its major mission,fairtrade labeling and its applicability towards agricultural products,and potential benefit of fair trade labeling and its obtaining qualifications.

Abstract:Based on the analysis of the influence of foreign trade on the structural adjustment of a country and several existing theories,this paper aims to analyze the effects using qualitative methods on the basis of several theories and the model.In addition,a quantitative analysis of OLS is adopted in light of the concrete conditions of China.The conclusion is drawn from the results of the analysis that China's foreign trade may have an impact on the upgrading of industrial structure.Thus,based on the analysis above and the current international environment,several countermeasures and suggestions for the industrial structure adjustment of China are presented.

Abstract:Over the past decade,there have been different voices in the discussion of the international trading policies,which was focusing on the well-known trading policy.However,with the(emergence) of this policy,criticism came from different parties.From both theoretical and practical angels,this article gives analysis on the applicability of the strategic trading policy,emphasizing that the lack of useful information with the government will result in a complete failure of this policy.The study of the full-elementary productivity in the 70's highly-economical-development period in Japan shows that the strategic trading policy was not the driving force for the high economic increase at that time.On the contrary,the Japanese economy might have enjoyed a higher increase without such policy.

Abstract:Developing foreign trade is the basic form of a country's participation in economic globalization. Under the new situation of unbalanced world economic development, vigorous development of regional economic integration and accelerated development of service trade, China should conform to the trend of world economic and trade development and formulate a scientific foreign trade strategy. This paper tries to analyze the trend characteristics of international economy from three aspects: the trend of economic growth, the change of economic structure and the characteristics of trade development. On the basis of the current situation of China's foreign trade development, this paper explores the strategic choice of China's foreign trade in the coming years. From a macro perspective, it predicts the development trend of cross-border e-commerce in terms of growth rate, the proportion of cross-border e-commerce and import and export, and government policies. On this basis, it is necessary to develop cross-border China from the perspective of government and cross-border e-commerce enterprises. The future development of e-commerce proposes reasonable and feasible recommendations, thereby promoting the transformation and upgrading of enterprises and foreign trade, promoting the development of open economy and creating new economic growth points.

Abstract:<p>In June 2018, the WTO issued a comprehensive report on China's trade policy from 2016 to 2018. Like the previous six reports (2006, 2008, 2010, 2012, 2014 and 2016), the 2018 analysis provided a general overview of China's macroeconomic environment and trade policy. The TPR was detailed and informative with comments that were generally objective and neutral (Yao and Liu, 2012). Using the WTO's publication as a reference point, our paper attempts to provide even further insight into the evolution of Chinese trade policy over a longer time frame, with a particular focus from 2013 to the present.</p>

Abstract:In this paper,we establish Cournot oligopoly model with heterogeneous products and D-S model with vertical differentiated products and horizontal differentiated products.Then we apply these models to analyze the impacts of strategic export tariffs on export products,export industries,and social welfare.We compare the results of strategic export tariffs with other strategic trade policies.We find that to impose strategic export tariffs is better than other strategic trade policies in terms of alleviating trade frictions.In addition,strategic export tariffs are beneficial to industrial restructuring and the cultivation of enterprise viability,which is in accordance with the long-term development of China.Yet the social and economic issues that strategic export tariffs might bring about should not be ignored.

Abstract:In the era of economic globalization, the US and China are the two largest economies in the world and play leading roles in the allocation of global resources. However, under the guidance of the "America First" principle, its economic policies have involved the domestic manufacturing backflow and international trade protectionism, which has led to the rise of "unilateralism" and "local protectionism". These have caused Chinese labor-intensive industries, which leverage the comparative advantages of Chinese economy, to have fallen into development dilemma. From economic comparative advantage perspective, this paper analyzes the importance of labor-intensive industries in Chinese economic transformations, weighs the "dilemmas" and "opportunities" of these industries under the influential trade protection policies, and considers adjusting their factor endowments like personnels and capitals. To matain vitality and promote industrial upgradings, the financial and talents-educational policies of the market and government should seek sustainable strategies to guide this type of industry. The financial support emphasizes on survivals, while talents education focuses on long-term international competence.

Abstract:Purpose – This paper aims to review four studies which are selected purposefully to outline as objectively as possible the many aspects of lessons, experiences, achievements, and areas in need of further reform in China's ten years' accession into WTO. Design/methodology/approach – Different views from leading academic and official publications are presented. In addition, the authors contribute their own perspectives on some issues not fully discussed in the literature. Findings – It is hoped that the successful lessons and experiences from China's remarkable WTO track record can benefit other developing countries and transitional economies seeking economic growth and prosperity by engaging in open trade and operating by rules. Originality/value – This paper will contribute to the current understanding about China's WTO experience by reviewing relevant literature and adding new perspectives on some issues not fully discussed in the literature.

Abstract:On the basis of new structural economics theory and heterogeneity of firm viability, this study analyzes the effect of trade policy uncertainty on firm export behavior using panel data of Chinese listed companies in the industrial sector. Empirical results show that the high uncertainty of trade policy significantly inhibits the extensive and intensive margins of firm export, while heterogeneity effect occurs across firms with different levels of viability. The development strategy that violates comparative advantage strengthens the negative impact of trade policy uncertainty on firm export. Despite their correlation with viability, the type of ownership, total factor productivity, and long-term loan are not suitable proxies for firm viability. Under high uncertainty of trade policy, export market diversification can alleviate the restraining effect of development strategy on firm export, whereas firms in regions with high industrial-oriented development tend to be vulnerable to cost shocks, thus reducing export market diversification. Findings present important implications for emerging market countries to enact better international trade and economic policies.

Abstract:Recent strong growth of China’s exports has elevated the country to a rising global economic power and caused geo-political concern to policy-makers in the country and its trading partners world-wide. What are the determinants of this growth, how has it affected major economies in ASEAN (World Bank, 2009) in particular, and what kind of evidence-based responses are required and appropriate? The paper focuses on the first issue and introduces an endogenous trade model (ETM) and, using historical data, empirically investigates the causes of China’s exports in recent years for regional trade policy analysis. The ETM (see Tran Van Hoa, 2004, 2008a for earlier applications) is a system approach and contains improved structural and modelling features, in comparison to conventional gravity theory, panel regression and CGE/GTAP, to provide more credible outcomes and policy options in the sense of Friedman (1953) and Kydland (2006). Significantly, the ETM also incorporates multiple structural changes in the form of crises and policy reforms to accommodate and manage recent economic and financial developments in regional and global economies. Policy options and choice recommendations are, finally, suggested for debate and analysis.
