An Empirical Study on Key Factors Influencing the Performance of Public-Private Partnerships(PPP) in Some Transitional Countries

Abstract:Public-private partnerships(PPP)have become an important means for government to provide public services. Transitional countries have great potential in developing PPP,but are facing many challenges in making continuous reforms and improvements in institution environment,governance mechanism and government capacity. Based on literature review and in-depth interviews,we recognized 17 influencing factors and 11 evaluation indices of PPP performance,designed questionnaire and collected data by undertaking survey in such countries as China,Russia and Poland. Through factor analysis,7 dimensions of influencing factors are acquired such as knowledge acquisition,agency cost,decision participation,uncertainties,government credibility,government capacity and financing cost,and 4 dimensions of performance evaluation are acquired such as economy,environment,security and society. OLS regression and Logistic regression are explored to study the key factors influencing PPP performance,and several key factors are found such as knowledge acquisition, decision participation,uncertainties,government credibility and government capacity. Some policy suggestions are proposed to promote the development of PPP in China accordingly.
