Technical Progress and Productivity Change of China's Telecommunication Industry Based on the Analysis of DEA-Malmquist Index

Abstract:This paper uses DEA to analyze the technical progress and scale effect of China's telecommunication market based on the panel data of 31 provinces.The results show that,during the years 2007～2009,China's telecommunication market has experienced a rise and fall process.Of 31 provinces and cities,there are 16 provinces whose scale effect is on the decrease,which may be due to over-expansion of business scale,and the lack of support from enterprises for the oversized scale in terms of technology,fund and management during the period of financial crisis.Therefore,the telecommunication industry should focus on coordinated development,improve service and management,strengthen technological applications,and avoid blind expansion.
